"WHEREAS, by an act of parliament, passed "in the tenth year of the reign of his present majesty, intituled, An act to regulate the "trials of controverted elections, or returns of members to serve in parliament, certain "regulations were established, for a time therein "limited, for the trials of controverted elec"tions, or returns of members to serve in par"liament: And whereas, by an act passed in the
