They have agreed to amendments proposed by the House of Delegates to Senate bills entitled an act authorizing the board of supervisors of the respective counties, and common councils of the respective cities, to determine what allowances shall be made to commonwealth's attorneys, clerks and sheriffs of their counties and cities, payable out of the county or city treasuries, No. 9; and an act to amend and reenact section 8, chapter 97, Code of 1873, in relation to damages for trespasses by animals, No. 37.

They insist on the first and third amendments proposed to House bill entitled an act to amend and re-enact the 1st and 2d sections of an act approved March 21st, 1877, entitled an act to secure the payment of wages or salaries to certain employees of railway, canal, steamboat and other transportation companies, No. 6.

They have passed, with amendments, House bills entitled an act to authorize the county court of Norfolk county to reclaim marsh land, No. 54; and an act to prevent and prohibit hog-pens, and the keeping of hogs therein, within the corporation limits of the city of Alexandria, No. 55.

They have passed bills entitled an act for the protection of part

ridge or quail in certain counties in the commonwealth, No. 86; an act to authorize the James river and Kanawha company to make sale and transfer of all its works, property and franchises, and to invest the purchaser or purchasers with certain corporate rights, powers and franchises, No. 22.

In which amendments and bills they respectfully request the concurrence of the House of Delegates.

No. 6. House bill was placed on the calendar, the rule having been suspended, on motion of Mr. Anderson, requiring its reference to a committee.

No. 86. Senate bill was read twice and referred to the special committee on game.

No. 17. House bill entitled an act to amend and re-enact an act entitled an act prescribing the duties, powers, liabilities and compensation of district officers, and to repeal chapter 47, and section 1 of chapter 48, Code of 1873, approved March 26, 1875, was placed on the calendar, the rule having been suspended, on motion of Mr. McMULLAN, requiring its reference to a committee.

No. 149. House bill to allow the Norfolk Light Artillery Blues to adopt the style of uniform they prefer, reported from the committee on inilitia and police, was read a first time.

No. 150. Honse bill for the establishment of a work-house of correction in the city of Norfolk, reported from the committee for courts of justice, was read a first time.

No. 151. House bill for the relief of R. W. Arnold, J. S. Ellis and H. Birdsong, of Sussex county, reported from the committee on finance, was read a first time.

Mr. GRAVES offered the following resolution:

Resolved, That all speeches for the remainder of the session be limited to five minutes.

The House refused to refer the resolution to a committee.

Mr. JORDAN moved to strike out "five," and insert "ten," which was rejected.

The resolution was agreed to.

Mr. JORDAN asked leave of absence for one day for Mr. EDWARDS and Mr. JOHNSTON of Giles, and indefinite leave for Mr. OGLESBY, which the House refused to grant.

Mr. FULTON presented a bill to repeal an act entitled an act to provide a plan of settlement of the public debt, passed March the 26th, 1879, and to submit the same to the people for their ratification or

rejection, which, under rule No. 37, was referred to the committee on finance.

Resolved, That the committee on roads and internal navigation are hereby instructed to examine into and report by bill or otherwise as to the expediency of protecting the commonwealth's interest in the Atlantic, Mississippi and Ohio railroad through the operation of the sinking fund.

Honse engrossed bill to prohibit the board of supervisors of Highland county from levying a tax to pay subscription to the Washington, Cincinnati and St. Louis railroad until certain conditions are complied with, and authorizing said board to levy a tax to defend suits on the same, was, on motion of Mr. HINER, taken up out of its order on the calender.

The bill was read a third time and passed.

No. 148. House bill to amend and re-enact sections 84, 85, 86, 88, 89, 91 and 92, and repeal section 93 of the charter of the city of Richmond, was, on motion of Mr. ANDERSON, taken up out of its order on the calendar.

The bill was read a second time, and ordered to be engrossed to be read a third time.

No. 6. House bill entitled an act to amend and re-enact the first and second sections of an act approved March 21, 1877, entitled an

act to secure the payment of wages or salaries to certain employees of railway, canal, steamboat and other transportation companies,

came up.

Mr. PULLIAM moved that the House insist on its disagreement to the 1st and 3d amendments of the Senate, and ask for a committee of conference, to consist of five on the part of the House and 3 on the part of Senate; which was agreed to.

Ordered, That Mr. ANDERSON inform the Senate of the action of the House.

A message was received from the Senate by Mr. MASSEY, who informed the House that the Senate had agreed to joint resolution of the House asking for a committee of conference.

No. 55. House bill to prevent and prohibit hog-pens and the keeping of hogs therein within the corporation limits of the city of Alexandria, was, on motion of Mr. HUNTER, passed by.

No. 17. House bill entitled an act to amend and re-enact an act entitled an act prescribing the duties, powers, liabilities and compensation of district officers, and to repeal chapter 47 and section 1 of chapter 48, Code of 1873, approved March 26, 1875, came up.

The amendments of the Senate were agreed to.

No. 4. Senate bill entitled an act to provide for the creation of a commission and bureau of immigration, was read a third time and passed.

Senate joint resolutions instructing senators and requesting representatives in congress from Virginia to stamp out and prevent the spread of cattle diseases in the United States, was read a third time and agreed to.

No. 14. Senate bill entitled an act providing for the payment to Mrs. Sally C. Pickett, assignee of James W. Frazier, a sum due the said Frazier on account of arins and quartermasters' stores furnished the state, came up.

Mr. HENKEL moved to commit the bill to the committee on finance; which was rejected.

The bill was read a third time and rejected-yeas 50; nays 31.
