The following House bills were read a second time and ordered to be engrossed to be read a third time:

No. 5. House bill to incorporate the town of Herndon, in the county of Fairfax.

No. 6. House bill to incorporate the Union bridge company.

No. 9. House bill to authorize the colored Baptist church of Liberty, Virginia, to borrow money and secure the payment of same by deed of trust on the church property.

No. 8. House bill to amend and re-enact the first and second sections of an act entitled an act to provide for the working of the roads in the counties of Scott, Wise and Buchanan, approved March 5, 1877, so as to include Grayson and Tazewell counties, was read a second time.

Mr. CHASE moved to amend the bill by adding at the end of the first section as proposed to be amended, the following: "Provided, that no hand or hands shall be required to work more than ten days in any one year on opening any new road;" which was agreed to.

The bill was ordered to be engrossed to be read a third time.

No. 7. House bill providing for submitting of repeal of fence law, in whole or in part, to the voters of Mount Vernon and Centreville districts, in the county of Fairfax, was, on motion of Mr. FARR, passed by

No. 10: House jolt resolution in relation to the terms of office of the circuit judges, was read a second time and ordered to be engrossed to be read a third time.

The joint resolution being presently engrossed, Mr. HENRY moved that it be read a third time this day; which was agreed to-twothirds of the members in the House so determining.

The joint resolution was read a third time and agreed to.

Mr. HENRY moved to reconsider the vote by which the joint resolution was agreed to; which motion was rejected.

No. 16. House bill imposing a tax, and prescribing the mode of collecting the same, on the privilege of selling cigars and cigarettes within the limits of the commonwealth, for the support of the government, and to pay the interest on the public debt, was, on motion of Mr. BARBOUR, committed to the committee on finance.

On motion of Mr. HINER, the Honse adjourned until to-morrow at 12 o'clock M.

Senate joint resolution providing for a recess of the general assembly, was reported from the committee on federal relations and reso

lutions.

The Senate joint resolution as follows:

Resolved (the House of Delegates concurring), That when the two houses of the general assembly adjourn on Friday, the 20th day of December, 1878, they adjourn to meet again on Friday, the 3d day January, 1879

Came up.

Mr. TALIAFERRO of Gloucester, moved to amend the joint resolution by striking out" Friday the 3d," and inserting in lieu thereof "Tuesday the 7th;" which was agreed to-yeas 58; nays 56.

On motion of Mr. BLAND, the vote was recorded as follows:

The following House bills reported from the committee for courts of justice were read a first time:

No. 21. House bill relating to the collection of printers' fees in legal cases with a recommendation that it do not pass.

No. 22. House bill to amend and re-enact section 4 of an act approved April 2d, 1874, in relation to the jurisdiction of county

courts.

No. 23. House bill to authorize trustees of certain school property in the county of Roanoke to sell the same and re-invest proceeds.

The following House bills reported from the committee on counties, cities and towns, were read a first time:

No. 24. House bill to amend an act entitled an act to define the limits of tidewater on the south side of James river, approved March 14th, 1878.

No. 25. House bill to enable the board of supervisors of Chesterfield county to assist the Manchester free bridge commissioners in keeping the free bridge in repair.

No. 26. House bill to amend and re-enact an act entitled an act to regulate the working of the public roads in the counties of Prince William, Montgomery, Chesterfield and Lancaster, approved February 25, 1878.

No. 27. House bill to amend and re-enact the 26th section of an act entitled an act to provide for working and keeping in order the roads of the commonwealth, approved March 20, 1875.

No. 28. House bill in relation to the assessment of real property for purposes of municipal taxation in the city of Alexandria, and to exempt and except said city from the operation of an act entitled an act to provide a basis of municipal taxation on the real property in cities and towns, approved March 29th, 1877.

No. 29. House bill to incorporate the Planters savings bank, at Chatham, Virginia, reported from the committee on banks, currency and commerce, was read a first time.

Mr. LOVELL, from the committee on printing, presented the following resolution:

Resolved, That the committee on printing be authorized to send for persons and papers in the investigation of the charges preferred by James E. Goode against R. E. Frayser, superintendent of public printing.

The resolution was agreed to.

Mr. LOVELL moved to reconsider the vote by which the resolution. was agreed to; which motion was rejected.

Mr. BOHANAN offered the following resolution:

Resolved, That the auditor of public accounts be and is hereby requested to furnish the House of Delegates the following information:

1st. The exact amount of revenue paid into the treasury under the Moffett liquor law for the last year.

2d. The exact amount of revenue paid into the treasury under the liquor license law in force during the year preceding the adoption of the Moffett liquor law.

The resolution was agreed to.

Mr. MOFFETT offered the following resolution:

Resolved, That the committee on asylums and prisons be authorized to send for persons and papers in the matter of treatment of penitentiary convicts by the James river and Kanawha canal company. The House refused to refer the resolution to a committee. The resolution was agreed to.

Mr. ASHTON moved a suspension of the rule in order to enable him to introduce a bill requiring superintendents of public printing to publish charters of incorporation, &c., granted by circuit courts, with acts of assembly; which was rejected, not two-thirds of the members present voting in the affirmative.

The following were presented and referred under rule 37 :

By Mr. DANCE: A bill to authorize the board of supervisors of Amelia county to pay counsel employed by them to prosecute certain suits on behalf of the county. Referred to the committee on counties, cities and towns.

By Mr. CоGHILL:

Resolved, That the committee on counties, cities and towns enquire into the expediency of so amending the law in reference to the compensation of county 'and city treasurers so as to reduce the same. By Mr. TALIAFERRO of Norfolk city:

Resolved, That the committee on privileges and elections be instructed to enquire into and report as to the the expediency of so amending the constitution as to reduce the number of elections now held, by causing the election of city, county and state officers to be held on the same day with elections for members of the general assembly.

By Mr. SHRIVER: A bill to protect buzzards. Referred to the committee on propositions and grievances.

By Mr. TALIAFERRO of Norfolk city:

Resolved, That the committee on finance be and they are hereby instructed to enquire into and report, by bill or otherwise, if in their judgment further legislation is necessary to guard against county and city treasurers or other officers speculating in coupons receivable for taxes, contrary to law.

By Mr. SHRIVER: A bill granting a loan of arms of the state to the principal of the Suffolk military academy. Referred to committee on militia and police.

Mr. OGLESBY moved to reconsider the vote by which the bill was passed; which motion was agreed to.

Mr. OGLESBY moved to reconsider the vote by which the bill was ordered to be engrossed; which motion was agreed to.

Mr. OGLESBY moved to amend the bill by inserting after "Buchanan," in first section as proposed to be amended, "Wythe"; which was agreed to.

The bill as amended was ordered to be engrossed to be read a third time.

No. 7. House bill providing for submitting of repeal of fence law, in whole or in part, to the voters of Mount Vernon and Centreville districts, in the county of Fairfax, was, on motion of Mr. FARR, passed by.

The following House bills were read a second time and ordered to be engrossed to be read a third time.

No. 10. House bill to incorporate the Marion reading club of the town of Marion, Smyth county.

No. 12. House bill to amend and re-enact section 19 of an act entitled an act to provide for working the roads in the counties of Shenandoah and Page, approved February 6th, 1878.

No. 17. House bill to incorporate the Rappahannock freedman's cemetery company.

No. 11. House bill to amend and re-enact section 21 of the act of March 20, 1875, in relation to working and keeping in order the roads of the commonwealth, was on motion of Mr. EDMUNDS, recommitted to the committe on counties, cities and towns.

No. 13. House bill to provide that in case of eviction of part of leased premises, such eviction shall not work a suspension of the whole rent, was read a second time.

On motion of Mr. COGHILL the bill was amended by adding at end of first section the following: "Provided, this act shall not affect rights accrued before its passage.'

The bill as amended was ordered to be engrossed to be read a third time.

No. 14. House bill to authorize the sale of certain church property belonging to the vestrymen of St. Andrew's Protesteut Episcopal church, Beckford Parish, county of Shenandoah, to make a valid title to the same, and to re-invest the proceeds of the sale, was on motion. of Mr. HENKEL passed by.

On motion of Mr. MCCAULL, the House adjourned until to-morrow at 12 o'clock M.
