Mr. ASHTON offered the following resolution:

Resolved, That when the House adjourns to-day it adjourn to meet at 12 o'clock on Monday, the 10th of March.

The question being on reference, was put and decided in the affirmative.

Mr. LACY moved to suspend the rules and place No. 45, House joint resolution proposing amendments to the constitution, on the calendar; which was agreed to-yeas 55: nays 23.

By Mr. WITTEN: A bill to authorize the board of supervisors of Tazewell county to compromise any judgments they may have obtained against any of the late township collectors. By Mr. BARBOUR:

Resolved, That the committee on finance enquire into the expediency of authorizing an issue of Virginia state treasury notes, equal in aggregate amount of interest to the aggregate amount of interest on the public debt of the state now due and unpaid, which treasury notes shall be made receivable for all taxes and other demands payable to the state, and shall be both redeemable and re-issuable at the pleasure of the general assembly.

By Mr. CRANK: A bill to amend and re-enact section 24 of chapter 181, Session Acts of 1874-75, in reference to working and keeping in order the roads of the commonwealth. Referred to committee on counties, cities and towns.

The morning hour having expired, the House proceeded to the business on the calendar.

No. 1. House joint resolution instructing the attorney-general to institute the necessary proceedings in the proper court to ascertain whether the charter of the Arlington turnpike company has been forfeited.

The bill was read a second time, and ordered to be engrossed to be read a third time.

No. 2. House bill to amend and re-enact section 6 of chapter 100 of the Code of 1873, as amended by the act approved February 20, 1878, in relation to unlawful fishing, came up.

Mr. LACY moved to postpone the bill until to-morrow.

No 3. House bill to provide the disbursement of school moneys in the counties, came up.

No. 4. House bill to refund to N. Keusch, of Pittsylvania county, a license tax, came up.

The bill was read a second time, and ordered to be engrossed to be read a third time.

No. 5. House bill for the assessment of taxes on licenses, &c., and imposing taxes thereon for the support of the government and free schools, and to pay the interest on the public debt, came up.

On motion of Mr. TALIAFERRO of Norfolk city, the bill was passed by. On motion of Mr. HANGER, the House adjourned until to-morrow at 12 o'clock A. M.

A communication from the Senate by their clerk, was read as follows:

In Senate, March 5, 1879. The Senate have passed a bill entitled an act to provide a plan of settlement of the public debt, No. 1; in which bill they respectfully request the concurrence of the House of Delegates.

No. 1. Senate bill was read twice.

Mr. GRAVES moved a suspension of the rule requiring the bill to be referred to a committee; which motion was rejected, not two-thirds of the members voting in the affirmative.

The bill was referred to the coinmittee on finance.

House bill to amend and re-enact section 39 of chapter 49 of Code of 1873, as amended by an act approved March 14, 1874, by an act approved March 16, 1875, and by an act approved March 29th, 1876, in reference to sales under judgments, warrants or decrees for debts contracted prior to April the 10th, 1865.

No. 57. House bill to amend and re-enact the 10th section of chapter 63 of the Code of 1873, so as to protect the rights of county roads across mill-dams.

No. 58. House bill providing commutation to John C. Culen, of Albemarle county, and others, for artificial legs, reported from the committee on finance, was read a first time.

No. 59. House bill to amend and re-enact section 7 of an act entitled an act to incorporate the Potomac and Valley railroad company, reported from the committee on roads and internal navigation, was read a first time.
