The Senate have passed House bills entitled an act to authorize the corporation of Farmville to borrow money, No. 245; an act to incorporate the Lake Drummond Masonic Temple Association, of Deep Creek, Norfolk county, Virginia, No. 104.

They have agreed to an amendment proposed by the House of Delegates to Senate bill entitled an act to amend and re-enact section 23, chapter 97, Code of 1873, relating to repeal of fence law in counties that have adopted it, No. 182.

A message was received from the Senate by Mr. LEE, who informed the House that the Senate had passed Senate bill entitled an act to provide a plan of settlement of the public debt, No. 192; in which they respectfully ask the concurrence of the House.

Mr. BOHANNAN moved that the rules be suspended, and No. 192 Senate bill be placed on the calendar; which motion was rejected-not two-thirds voting therefor-ayes 54; nays 37.

The following resolution was offered by Mr. STEVENS:

Whereas the council of foreign bondholders, of London, England, and the funding association of the United States of America (limited), have, in view of the embarrassed condition of the commonwealth, very kindly and unanimously expressed a willingness to jointly endeavor to obtain. the consent of the creditors of the state to an abatement of the present rate of interest upon the bonds of the commonwealth so as to bring the same within the present limits of the revenues; therefore, be it

Resolved, That the committee on finance be instructed to enquire and report the maximum rate of interest the present revenues will afford after providing for the maintenance of the government and public free schools, in which estimate they shall embrace all the certificates of indebtedness of the state, whether held by individuals or the board of education, and the entire portion of the public debt unfunded under the provisions of the act passed March 30, 1871, for which this state is liable under the decision of the court of appeals in the case of Higginbotham vs. The Commonwealth.

House bill to amend and re-enact the 2d section of an act approved March 14, 1878, entitled an act to repeal an act entitled an act for the encouragement of land purchasers and actual settlers in Virginia, and to repeal an act approved March 29, 1873, entitled an act for the encouragement of immigration, and to dispose of the books and pamphlets in the possession of the board of immigration, came up as unfinished business.

"Provided that nothing contained in this act shall release the Richmond and Alleghany railroad company from the obligation imposed on the James river and Kanawha company by its charter to maintain farm bridges over any portion of the canal not filled up, and to keep open necessary ditches near the same, and where the canal is filled up to permit the privilege of crossing where bridges formerly stood"; which was agreed to.
