No. 288. House bill to extend the time for the repeal of the present fence law in the magisterial district of Sapponey, in the county of Dinwiddie.

No. 289. House bill to authorize E. A. Jeffreys to erect a wharf upon his land on Chincoteague, in the county of Accomac.

No. 300. House bill providing for submitting the question of liquor license or no liquor license to the qualified voters of the several magisterial districts of Alexandria county at the next ensuing election for district officers, and at every subsequent election for district officers. On motions (severally made) the following House bills were passed by:

No. 254. House bill to prevent and prohibit hog-pens and the keeping of hogs therein within a half mile of the corporation limits of the city of Alexandria,

No. 278. House bill to amend the act approved November 5th, 1870, entitled an act to incorporate the James river bridge company. No. 260. House bill for the relief James Mason, of Grayson county, came up.

On motion of Mr. FULTON, the bill was recommitted to the committee on finance.

No. 269. House bill to repeal an act entitled an act to empower the county court of Essex and the county court of Richmond county to grant to any person the right to establish a ferry across the Rappahannock river at Tappahannock, came up.

On motion of Mr. WARING, the bill was recommitted to the committee on roads and internal navigation.

No. 283. House bill permitting J. W. Bagwell, of the county of Accomac, to build a bridge across a branch of Onancock creek, came up.

The bill was read a second time.

Mr. FINNEY offered a substitute for the bill; which was agreed to. The bill as amended was ordered to be engrossed to be read a third time.

No. 275. House bill to allow Hiram C. Wierman, of the county of Lee, to sell ardent spirits without paying state tax, came up.

On motion of Mr. STEVENS, the bill was dismissed.

Mr. Luck moved to reconsider the vote by which the bill was dismissed; which motion was rejected.

On motion of Mr. STEVENS, the House adjourned until to-morrow at 11 o'clock A. M.

A communication from the Senate by their clerk, was read as follows:

In Senate, February 20, 1879. The Senate have passed House bills entitled an act providing for the assessment of a tract of land belonging to Henry A. Goodloe, of Rockbridge county, and for refunding taxes erroneously assessed thereon, No. 108; an act to amend and re-enact the 3d, 4th, 5th and 6th sections of an act entitled an act to incorporate the town of Falls Church, in the county of Eairfax, approved March 30, 1875, No. 235; an act to incorporate the town of Bangs, in Montgomery county, No. 236; an act to incorporate the Masonic building association of Portsmouth, No. 231; an act for the better protection of game in Alexandria and Fairfax counties, No. 158; an act to authorize the trustees of Portsmouth Naval Lodge, No. 100, and Mount Horeb Royal Arch Chapter, No. 11, to sell their real estate and subscribe to the Masonic building association of Portsmouth, No. 230; an act to empower the trustees of the Columbia Baptist church, in the county of Fairfax, to sell and convey church property, No. 229; an act to authorize the board of supervisors of Goochland county to permit W. B. W. Brooking to erect a store and warehouse on the public land at Cedar Point, in the county of Goochland, No. 226; an act to amend the charter of the town of Marion, with reference to the election, duties and powers of councilmen, by adding an additional section thereto, No. 224; an

act to amend the first section of an act to amend and re-enact an act passed March 15, 1849, entitled an act to extend the limits and provide for electing trustees for the town of Marion, in the county of Smyth, investing them with certain corporate powers, No. 223; an act to amend and re-enact an act entitled an act to amend and re-enact an act passed March 15, 1849, entitled an act to extend the limits of and provide for electing trustees for the town of Marion, in the county of Smyth, investing them with certain corporate powers, approved July 9, 1870, No. 216; and an act to change the tinie for holding circuit courts in the fourth judicial circuit, No. 263.

They have passed with amendments House bill entitled an act to authorize the James river and Kanawha company to make sale and transfer of all its works, property and franchises to the Richmond and Alleghany railroad company, and to define the powers and duties of the board of public works in respect thereto, No. 76.

And they have passed bills entitled an act to amend and re-enact section 23, chapter 97, Code of 1873, relating to repeal of fence law in counties that have adopted it, No. 182; and an act to prescribe the times for holding the circuit courts in the third judicial circuit, No. 149. In which amendments and bills they respectfully request the concurrence of the House of Delegates.

No. 182. Senate bill was read twice and placed on the calendar, the rule being suspended, on motion of Mr. REESE, requiring its reference.

No. 149. Senate bill was read twice and referred to the committee for courts of justice.

No. 209. Senate bill was read twice and placed on the calendar, the rule being suspended, on motion of Mr. ROBINSON, requiring its

reference.

No. 76. House bill, with Senate amendments, was placed on the calendar, the rule being suspended, on motion of Mr. FICKLIN, requiring its reference.

No. 94. Senate bill entitled an act to amend and re-enact section 6 of chapter 100 of the Code of 1873, as amended, in relation to unlawful fishing, was reported back from the committee on Chesapeake and its tributaries, with a substitute.

The following House bills reported from the committee on finance, were read a first time:

No. 320. House bill providing commutation to John C. Culin, of Albemarle county, and others, for artificial legs.

No. 321. House bill to amend and re-enact 19th section of an act entitled an act for the assessment of taxes on persons, property, incomes, licenses, &c., and imposing taxes thereon for the support of government and free schools, and to pay the interest on the public debt, approved March 27, 1876.

No. 322. House bill to authorize the board of supervisors of Tazewell county to compromise any judgments they may have obtained against any of the late township collectors.

No. 323. House bill to refund to N. Rensch, of Pittsylvania county, a license tax.

No. 324. House bill to relieve William P. Harvey of a fine.

No. 260. House bill for the relief of James Mason, of Grayson county, was reported back from the committee on finance with an amendment.

No. 325. House bill to incorporate the town of Mendota, in the county of Washington, reported from the committee on counties, cities and towns, was read a first time.

No. 326. House bill to incorporate the Fork Ferry company and to authorize it to establish a ferry across the south bank of the Shenandoah river, in Warren county, reported from the committee on roads and internal navigation, was read a first time.

The following House bills, reported from the special committee on fees of county officers, &c., were read a first time:

No. 327. House bill to regulate the printing of the records in the court of appeals.

No. 328. House bill to regulate the fees of notaries, magistrates and commissioners in chancery.

No. 329. House bill to regulate the printing of the records in the court of appeals, and to amend section 19, chapter 178, Code of 1873. No. 330. House bill to regulate costs in the court of appeals.

No. 331. House bill to repeal sections 11, 12, 13, 14, 16 and 17, and to amend and re-enact section 15 of an act entitled an act for the preservation of oysters, and to obtain revenue for the privilege of taking them within the waters of the commonwealth, reported from the committee on Chesapeake and its tributaries, was read a first time.

Mr. TALIAFERRO of Gloucester, under suspension of rules, presented No. 332. Joint resolution requesting the senators and representatives of this state in the congress of the United States to urge such legislation as may be necessary to procure the establishment of a coaling station at Gloucester point, or some other place in the state within the capes of Virginia.

The SPEAKER laid before the House a communication from the board of public works in response to a resolution of the House in regard to the office of secretary of said board.

The communication was referred to the committee on roads and internal navigation.

Mr. ROBINSON offered the following resolution:

Resolved, That when the House adjourn to-day, it adjourn to meet at 11 o'clock A. M. on Monday next.

The question being on reference, was put and decided in the negative.

The question being on agreeing to the resolution, Mr. GRAVES moved to commit the resolution to the committee on propositions and grievances; which was agreed to.
