EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-Surplus due to fees to medical men being less than estimated.

B. Surplus due to the circuit work of the Commissioners being carried out at less cost than estimated. C.-Surplus due to Office expenses, payments to witnesses, and charges for tracing plans being less than estimated.

D.-Deficiency due to the discontinuance of the Licence of one of the large Metropolitan Licensed Houses.

The Surplus of 506l. 10s. 8d. shown on the Account of the Vote "Lunacy Commission, England," for the year ended 31st March 1905, has been surrendered.

EXPLANATION of the Causes of Variation between Expenditure and Grant.

SAVINGS.

A. This saving is due to a falling-off in the amount paid for piece-work wages and to the fact that no engraving expenses were incurred during the year.

B. and C.-These small savings do not require explanation.

E. The total coinage of the year was less than had been anticipated and consequently the consumption of various materials incidental to coinage was on a smaller scale than that for which provision had been made.

F.--The alloy metal in hand towards the close of the year being sufficient, it was unnecessary to expend this small balance.

H.—This saving is due to the fact that the gold coinage of the year was considerably less than that for which provision was made in the estimate.

I. For various reasons it is not possible to make a close estimate under this Sub-Head. The sum taken was in accordance with the precedent of four former years.

K. It was not expedient to withdraw the small amount of worn silver coin which would have caused the expenditure of the balance of this Sub-Head.

EXCESSES.

D. This excess was due to the adoption of a new arrangement for providing additional electrical power in the Operative Department for the purpose of securing a more economical working of the machinery.

G. This excess is explained by the fact that during the last quarter of the year, large demands for silver coin necessitated purchases of bullion considerably in excess of the amount for which provision was made in the estimate.

L.-This excess was incurred during the last week of the financial year and is due to the payment of a sum of over 1,000 for freight charges in respect of a very large consignment of silver and bronze coin to New Zealand.

EXTRA RECEIPTS.

The Extra Receipts arising from the coinage of bronze and from miscellaneous sources were closely in accordance with anticipation, but heavy demands for silver coin in the last quarter of the financial year necessitated the purchase of a much larger quantity of silver bullion than was considered probable when the esti mate was prepared, thus giving rise to the increase in the profit from this source.

The amount of expenses incurred and recovered in connection with the manufacture of coinage appliances for the Branch Mints was 991. 7s. 6d.
