No. 77. House bill to amend and re-enact section 38 of chapter 82 of the Code of 1873, to provide for the care and maintenance of Larmless lunatics outside of the jails and asylums of the state, came up. On motion of Mr. PULLIAM, the bill was passed by.

No. 78. House joint resolution recognizing the value of religious instruction in the penitentiary, came up.

The joint resolution was read a second time, and ordered to be engrossed to be read a third time.

No. 79. House bill to incorporate the Alexandria and Fairfax Agricultural and Industrial Association.

On motion of Mr. PULLIAM, the bill was passed by.

No. 80. House bill to incorporate the Grand United Order of Sons and Daughters of Zion, of the state of Virginia.

No. 81. Honse bill to pay the judges of the commonwealth their salaries and mileage fixed by law, on the 12th March, 1878, during their then several terms, came up.

House bill to amend and re-enact section eleven of an act entitled an act prescribing the duties, powers, labilities and compensation of certain county officers, providing for the collection of taxes and for the repeal of chapters 37 and 46 of Code of 1873, with reference to the receipt of county warrants for county levy, came up.

The bill was read a second time, and ordered to be engrossed to be read a third time.

No. 88. House bill to repeal an act entitled an act to create a railroad commissioner for the state of Virginia, and to define his duties, approved March 31, 1877, came up.

Mr. POPHAM moved to commit the bill to the committee on roads and internal navigation.

Mr. HENKEL moved to amend the motion to commit by adding "with instructions to report."

The amendment was agreed to.

A communication from the Senate by their clerk, was read as follows:

The Senate have passed House bills entitled an act to amend and re-enact the fifth section, chapter 38, Code 1873, in regard to the delivery of lists of delinquent lands to treasurers, No. 18; an act granting a loan of arms of the state to the principal of the Suffolk military academy, No. 47; and an act to amend and re-enact sections 48, 11 and 34 of an act entitled an act to amend the charter of the city of Alexandria, approved February 20, 1871, as amended by an act approved March 22, 1871, and by an act approved March 20, 1877,

They have rejected House bill entitled an act to amend section 58, chapter 8, Code 1873, with reference to pay of commissioners of election, No. 20.

And they have passed Senate bills entitled an act to anrend and reenact sections 1, 2 and 3 of an act entitled an act to incorporate the Masonic mutual life assurance association of Norfolk, Virginia, approved February 26, 1876, and to change the name of said association, No. 49; an act appropriating money for the payment of commutation to maimed soldiers, sailors and marines, in lieu of artificial limbs or eyes heretofore provided by law, No. 71; and an act for the protection of the charitable institutions of the state, No. 111.

No. 85. Senate bill entitled an act to enable the Chesapeake and Ohio railway company to increase its capital stock for certain purposes, was reported back from the committee on roads and internal navigation, with the recommendation that the House disagree to the amendment proposed by Mr. HENRY.

No. 60. Senate bill declaring New river a lawful fence in parts of Wythe, Carroll and Grayson counties, was reported from the committee on counties, cities and towns.

No. 82. Senate bill entitled an act to amend and re-enact section 5 of an act entitled an act to amend and re-enact section 4 of an act to

amend the act to incorporate the Mount Vernon ladies' association of the Union, passed March 19, 1858, and to add an additional section thereto, was reported from the committee on propositions and griev

ances.

No. 135. House bill to empower the board of supervisors of Augusta county to levy a tax in aid of the Augusta memorial association for the Confederate dead.

No. 137. House bill to amend and re-enact section 14 of the charter of the city of Danville.

No. 140. House bill to amend and re-enact section 8, chapter 145, Code 1873, in relation to action for injuries, reported from the committee for courts of justice with the recommendation that it do not pass, was read a first time.

No. 141. House bill for the draining of lands and cutting water courses in the county of Accomac, reported from the committee on propositions and grievances with the recommendation that it do not pass, was read a first time.

Mr. BLAND, under a suspension of the rules, offered the following resolution:

Resolved, That the auditor of public accounts be requested to inform this House by what authority the janitor was paid six dollars per diem, as stated in document No. 11 of his annual report for 1878.

The resolution was agreed to.

Mr. STEVENS moved to reconsider the vote by which the report of the committee on federal relations, &c., upon the exercise of jurisdiction of the United States district judge in the matter of Burwell Reynolds and Lee Reynolds was ordered to be printed, which motion was agreed to.

The question recurring on the motion to print the report, was put and decided in the negative.

On motion of Mr. STEVENS, the report was passed by.

Resolved, That the joint committee on constitutional amendments enquire into the expediency of so amending article 7, section 1 of the constitution, so as to provide that the commissioners of the revenue be elected by the qualified voters of the district instead of the county, as now provided.
