A CATALOGUE OF BOOKS,

PRESENTED BY THE COMMISSIONERS ON THE PUBLIC RECORDS OF THE UNITED KINGDOM OF GREAT BRITAIN AND IRELAND,

TO THE NEW-YORK STATE LIBRARY.

This Collection consists of Seventy-four immense Volumes in Folio, and one Volume in small Folio, printed at the Expense of the British Government, and under the Direction and Superintendence of Commissioners appointed for the purpose by the Crown, in accordance with the Request contained in an Address of the House of Commons to the King, respecting the Public Records of the Kingdom.

In that Address, presented to the King (George the Third) on the 11th of July 1800, the House of Commons stated, That they had taken into their consideration the State of the Public Records of the Kingdom, and the necessity of providing for the better Arrangement, Preservation, and more convenient Use of the same: They represented, that in several of the principal Offices they had found the Public Records preserved with great Order and Regularity, and, in some few, with a Method and Care which were exemplary; but that in many of the most important Offices, they were wholly unarranged, undescribed, and unascertained: That some of them were exposed to Erasure, Alteration, and Embezzlement, and others lodged in places where they were daily perishing by Damp, or incurring a continual Risk of Destruction by Fire: That a Period of nearly Seventy Years had elapsed since the last General Parliamentary Inquiry upon this Subject; and during that Interval of Time, the Change which had taken place in the Language and written Character of Judicial Proceedings, as well as the large Accumulation of Materials, which had been progressively superadded in every Department, had increased the difficulties of methodizing the several Repositories, or applying their Contents to purposes of practical Use.

After adverting to the Printing of Domesday-Book and the Rolls of Parliament, in pursuance of the Suggestions of their Predecessors, the House submitted to his Majesty's Wisdom their desire of extending the same Measure to other ancient and valuable Monuments of their History, Laws and Government; and they besought his Majesty to give such Directions as he should think fit for the better Preservation, Arrangement, and more convenient Use of the Public Records of the Kingdom.

On the 17th July, 1800, the Chancellor of the Exchequer reported to the House, that his Majesty had commanded him to acquaint the House that he would give Directions as desired by the said Address.

The First Record Commission was issued by King George III. on the 19th July, 1800, directed to the Duke of Portland, Baron Grenville, Henry Dundas, Henry Addington, William Pitt, Sir Richard Pepper Arden, Lord Frederick Campbell, Sylvester Douglas, Sir John Mitford, Sir William Grant, Robert Dundas, and Charles Abbot, requiring and authorising them, and any three or more of them, to make diligent and particular Inquiry into the several Matters in the Address of the Commons particularized; to cause Persons in the Public Offices to produce any Documents in their Custody; to appoint a Clerk or Secretary, and Sub-Commissioners to be employed in the Premises, to regulate the Public Documents, to cause them to be bound and secured, to make Calendars and Indexes, &c. to superintend the Printing, and to be removable at the Pleasure of the Commissioners, who were to certify as to their Compensation, &c. And the Commissioners were required to make yearly Reports of their Proceedings, on or before the 25th day of March in each and every Year.

On the 23d May, 1806, a Second Record Commission was issued by King George III., directed to Baron Grenville, Earl Spencer, Charles James Fox, William Windham, Charles Abbot, Sir William Grant, Henry Erskine, Viscount Sidmouth, Lord Frede rick Campbell, Baron Glenbervie, Baron Redesdale, The Lord Bishop of Oxford, Charles Bathurst, William Wickham and Nathaniel Bond; Reciting the former proceedings, and that considerable Progress had been made under the former Commission, but that some of the Persons named in that Commission had since died, or had become less able to attend to the Duties thereby required of them, &c., and that it was expedient to appoint others in their Place, and also to increase the number of Commissioners, &c. By this Commission the like powers were given, and the like Duties imposed, as in the First Record Commission.

The Third Record Commission was issued by George, Prince Regent, on the 25th of June, 1817, directed to the Earl of Liverpool, Viscount Sidmouth Viscount Castlereagh, Earl Bathurst, Charles Manners Sutton, Sir William Grant, Alexander Maconochie, Viscount Sidmouth, Archibald Colquhoun, The Lord Bishop of London, Lord Glenbervie, Lord Redesdale, Lord Colchester, Charles Bathurst, William Wickham and Nathaniel Bond; Reciting the former Proceedings and the Record Commission, 29th May. 1806, that Progress had been made under that Commission, but that some of those Persons are deceased, or have become less able to attend to the Duties thereby required of them, and that it is expedient to appoint others in their Place; and giving to the new Commissioners the like Powers, and imposing upon them the like Duties, as were given to and imposed upon their Predecessors.

The Fourth Record Commission was issued by King George IV., on the 18th of June, 1821, directed to The Earl of Liverpool,
