THE discussions which have arisen on the various Clauses of the Reform Act, appear, by the results produced, to have had only the effect of obscuring the plain and simple provisions by which the rights of all classes to the Elective Franchise are defined. The composition of a Treatise upon the various clauses, explaining the mode by which their provision may be effectually fulfilled, has been rendered unnecessary, by the many able Publications which appeared on the subject immediately after the passing of the Act. The Compiler was induced to believe that a Collection of the Decisions on the Cases before the various Courts of Revision, would not be unacceptable. |
