The above table accords with the statement for the year, but not exactly with treasury receipts within the term, part of the monies are yet to receive, although these duties have been repealed three years.

"The common misnomer expenditure ought never to confound the character of domestic circulations with the foreign drains of money, for the latter may at times be highly injurious, while the former are always exhilirating and often of the utmost importance to the general weal, though not called for by any particular exigencies of state."
