PILOTS AT THE FALLS OF THE OHIO RIVER. The Governor shall appoint skillful and experienced persons, not exceeding six in number, to act as pilots at the falls of the Ohio river in this State. Every such pilot shall receive for his services the following fees: 1. For each flat bottom boat, seventy feet or over in length, the sum of three dollars. 2.
