Mr. Dunnigan offered a resolution, in the words following: Whereas, The Legislature of the State of New York has heretofore appointed a joint committee to investigate and report upon the housing conditions in the State, and

Whereas, The excessive cost of construction is in large measure due to numerous secret and illegal combinations among manufacturers, jobbers, dealers and retailers of the various commodities, materials and supplies that enter into building construction who are united in trade associations and so-called clubs, societies, institutes, "libraries" and other misleading names organized to maintain and extort exorbitant prices and prevent competition; and

Whereas, Such combinations are nation-wide in their scope and jurisdiction over many of the members thereof cannot be secured in this State and any presecution of them must be undertaken by Federal authorities; and

Whereas, Such unlawful combinations engaged in the interstate commerce seriously imperil the welfare of the people of the State by rendering the construction of dwellings to be rented at low rates practically impossible,

Resolved (if the Assembly concur), That the Congress of the United States be and it is hereby respectfully urged by the Legislature of the State of New York to enact such amendments to the Federal anti-trust laws and other Federal statutes as will make convenient, practicable and prompt the prosecution and conviction of all persons or corporations parties to such illegal combinations and will bring under Government control all trade combinations calculated to fix prices, restrict supply or affect competition.

Resolved, That certified copies of this resolution be sent by the Legislature of the State of New York to the Senators and Representatives in Congress from the State of New York.

Ordered, That said resolution be referred to the committee on the judiciary.

Mr. Dunnigan offered a resolution, in the words following:

Resolved (if the Assembly concur), That 7,500 additional copies of the final report of the Joint Legislative Committee on Housing be printed for the use of the Legislature and the committee at a maximum cost of not to exceed eight hundred and fifty dollars.

Ordered, That said resolution be referred to the committee on finance.

The President presented the final report of the Joint Legislative Committee on Housing, which was laid upon the table and ordered printed.
