The radio stations had been taken over prior to the joint resolution of July 16, 1918, and the act of July 11, 1919, did not repeal the foregoing provision of the act of Aug. 13, 1912, or in terms relate to control assumed thereunder. Operation of such stations by the Navy Department was continued until Feb. 29, 1920, when, under Executive order of Feb. 13, 1920, the privately owned stations were returned to private operation and those which had been closed were permitted to reopen. This long-continued exclusive operation by the Navy Department, and the further fact that during this period it had purchased many of the ship-toshore stations, gave rise to apprehensions that private enterprise would be unable adequately to meet public communication requirements, and the joint resolution of June 5, 1920, then provided for the use of the Governmentowned stations by the public. Sec. 2 of that resolution was subsequently amended by joint resolutions of Apr. 14, 1922, c. 132, 42 Stat. 495, and Feb. 28, 1925, c. 378, 43 Stat. 1091, to read as there stated. The corresponding section of the radio act of 1927 also effected changes in the section as it appeared in the 1925 resolution. All changes are shown in the footnotes.
