We understand, from the laws passed in the years 1795 and 1814, authorizing under certain circumstances, detachments of the militia on the requisition of the president of the United States, that the expences incurred, in consequence of such requisitions, have been liquidated and paid by the general government; and that where the militia has been ordered by state authority into service, without the request of the president, and the occasion has, in the opinion of the executive of the United States, justified the call for their services, that a subsequent recognition has been considered as equal to a previous requisition; and that on this construction of the powers given, by the laws before mentioned, to the president, very large claims have been admitted and paid, in whole or in part, either by advances or on final adjustment, to several of the states who have presented them.
