And whereas the Commissioners of Her Majesty's Treasury, by a certain Warrant in writing, under their hands, bearing date at Whitehall Treasury Chambers, the 20th day of December, 1856, reciting (amongst other things) that a Treaty had been then lately entered into between Her Majesty and the Emperor of the French for regulating the communications by post between their respective dominions; and that it was expedient for the better carrying out of the same, that certain regulations should be made in the manner thereinafter mentioned, did, in exercise of the powers reserved to them in and by the said hereinbefore recited Acts of Parliament, and every of them, and of all other powers enabling them in that behalf, order and direct that certain letters therein respectively mentioned, and also certain packets consisting of printed newspapers, and certain other packets consisting of printed papers, other than newspapers therein respectively mentioned, might be respectively transmitted by the post in conformity with, and under, and subject to, certain regulations, orders, directions, and conditions, and at certain rates of postage therein respectively mentioned, contained, and specified.

And the said Commissioners of Her Majesty's Treasury did further order and direct that it should be lawful for the Commissioners for the time being of Her Majesty's Treasury, by Warrant under their hands duly made, at any time thereafter, to alter, repeal, or revoke any of the rates of postage thereby fixed, or any of the orders, regulations, conditions, and restrictions thereby made, and to make and establish any new or other rates, orders, regulations, conditions, and restrictions, in lieu thereof, and from time to time to appoint at what time the rates which might be payable were to be paid.

And whereas a further Treaty or Convention hath been lately entered into between Her Majesty and the Emperor of the French, for further regulating certain communications by the post between their respective dominions, and it is expedient for the better carrying out of the same that certain further and other regulations should be made in the manner hereinafter mentioned.

Now we, the Commissioners of Her Majesty's Treasury, in exercise of the powers reserved to us in and by the said hereinbefore recited Acts of Parliament, and every or any of them, and of all other powers enabling us in this behalf, do, by this Warrant, under the hands of 2 of us the said Commissioners, by the authority of the statute in that case made and provided, order and direct as follows, that is to say:

1. All packets consisting of patterns of merchandize of no intrinsic value, or consisting of photographs on paper, commercial or legal documents, parts or sheets of music, and other papers in manuscript, which shall not consist of a letter or communication in the nature of a letter, or which could serve as a letter or com* See Vol. 10, Page 136. † See Vol. 10, Page 108. munication in the nature of a letter, may be transmitted by the post between any part of the United Kingdom or the Island of Malta and any part of France or Algeria in conformity with and under and subject to the same or the like orders, directions, regulations, and conditions as are now in force and subject to the same or the like rates of postage as are chargeable and payable in respect of printed papers transmitted by the post between the United Kingdom or Malta and France or Algeria in and by the said recited Warrant, bearing date the 20th day of December, 1856, and for the purposes of such transmission, the said several articles in this clause above enumerated shall be subject and liable to the same or like orders, directions, regulations, restrictions, and rates of postage as are mentioned, contained, and specified in the said recited Warrant, bearing date the 20th day of December, 1856, with respect to printed papers thereby authorized to be transmitted by the post between the United Kingdom or Malta and the Kingdom of France, so far as the same are or can be rendered applicable thereto.

2. If any packet transmitted by the post under the 1st clause of this Warrant be sent by the post otherwise than in conformity with the conditions and regulations established by or contained in the said Treasury Warrant, bearing date the 20th day of December, 1856, in respect of printed papers authorized to be transmitted by the post between the United Kingdom or Malta and France, so far as the same are applicable to the packets mentioned in the 1st clause of this Warrant, the same shall and may be detained and opened at any place in the United Kingdom, and at the option of the Postmaster-General, shall be either returned or given up to the sender thereof, or be given up to the person to whom the same shall be addressed, or be forwarded to the place of its destination; and any such packet on being so returned, given up, or forwarded, shall be chargeable with any rates of postage the PostmasterGeneral may think fit, not exceeding the rates that would be chargeable on such packets as an unpaid letter.

3. Packets consisting of printed, engraved, or lithographed works, proof sheets, or other documents on paper, vellum, cardboard, or parchment, whether printed, engraved, lithographed, or photographed, transmitted by the post between any place in the United Kingdom or the Island of Malta and any place in France or Algeria, may bear or have thereon typographical corrections or manual notes, or any writing which shall not consist of a letter, or a communication in the nature of a letter, or which could serve as a letter, or communication in the nature of a letter, anything in the said recited Warrant, bearing date the 20th day of December, 1856, to the contrary notwithstanding, nevertheless packets consisting of patterns of merchandize transmitted by the post under the authority of this Warrant, shall not bear or have thereon any writing other than the address of the person for whom they are

intended, except a manufacturer's or trade mark, or number or price, in all other respects except as in this clause mentioned, all such packets as are enumerated in this clause shall be transmitted in conformity with and under and subject to all the conditions, regulations, and restrictions contained in the said Treasury Warrant, bearing date the 20th day of December, 1856, relating to or in anywise affecting the same.

4. On every packet consisting of printed newspapers posted in the United Kingdom, addressed to any of the respective countries following, namely:-Baden, Wurtemberg, Hohenzollern, Bavaria, and the Austrian Empire, and forwarded via France, if not exceeding 4 ounces in weight, there shall be charged, taken, and paid for the transmission thereof respectively as aforesaid, in lieu of all other rates now chargeable or payable in respect of such packets, the uniform single rate of postage of 2 pence, and on every packet consisting of printed papers, other than newspapers, posted in the United Kingdom addressed to any of the said respective countries last herein before enumerated, if not exceeding 4 ounces in weight, there shall be charged, taken, and paid for the transmission thereof respectively as aforesaid, in lieu of all other rates now chargeable or payable in respect of such packets, the uniform single rate of postage of 4 pence; and on every such packet consisting of printed newspapers, and on every such packet consisting of printed papers, other than newspapers, respectively chargeable with postage under this clause, which shall exceed 4 ounces in weight, there shall be charged, taken, and paid on and in respect of the said several and respective packets, such progressive and additional rates of postage as are hereinafter mentioned and contained relative thereto.

5. On every packet consisting of printed newspapers posted in the United Kingdom, addressed to any of the respective countries and places following, namely:-the Ionian Islands, Moldavia, Wallachia, and any of the places in Turkey at which Austrian mail packets touch, and forwarded vid France and Austria, if not exceeding 4 ounces in weight, there shall be charged, taken, and paid for the transmission thereof respectively as aforesaid, in lieu of all other rates now chargeable or payable in respect of such packets, the uniform single rate of postage of 3 pence; and on every packet consisting of printed papers, other than newspapers, posted in the United Kingdom, addressed to any of the said respective countries and places last hereinbefore enumerated, and forwarded via France and Austria, if not exceeding 4 ounces in weight, there shall be charged, taken, and paid for the transmission thereof respectively as aforesaid, in lieu of all other rates now chargeable or payable in respect of such packets, the uniform single rate of postage of 6 pence; and on every such packet consisting of printed newspapers, and on every such packet consisting of printed papers other than newspapers, respectively chargeable with postage under this clause, which shall exceed 4 ounces in weight there shall be charge

taken, and paid on and in respect of the said several and respective packets, such progressive and additional rates of postage as are hereinafter mentioned and contained relating thereto.

6. All such respective packets chargeable with postage, under the 4th and 5th clauses of this Warrant, herein before respectively contained, shall be subject to the same or the like several progressive and additional rates of postage as are mentioned and continued in the 7th clause of the said recited Warrants, bearing date the 20th day of December, 1856, with respect to the several and respective packets in the said 7th clause of the said last-mentioned Warrant mentioned and referred to.

7. On every packet consisting of printed newspapers and other printed papers posted in any of the British Colonies, addressed to any of the countries and places enumerated in the 4th and 5th clauses of this Warrant, and forwarded through the United Kingdom, if not exceeding 2 ounces in weight, there shall be charged, taken, and paid for the transmission thereof respectively as aforesaid, in lieu of all other rates now chargeable or payable in respect of such packets, the uniform single rate of postage of 3 pence; and all such respective packets chargeable with postage under this clause, exceeding 2 ounces in weight, shall be subject to the same or the like several progressive and additional rates of postage as are mentioned and contained in the 8th clause of the said recited Warrant, bearing date the 20th day of December, 1856, with respect to the several packets in the said last-mentioned clause mentioned and referred to;

And whereas additional accommodation is required for the transmission by the post of letters betweeen certain towns in England and places on the continent of Europe, and it is expedient that an additional mail should be established for such service, and that certain regulations should be made for that purpose in the manner hereinafter mentioned;

Now we, the said Commissioners of Her Majesty's Treasury, in exercise of the aforesaid powers reserved to us, and of all other powers enabling us in this behalf, do further order and direct as follows:

8. All letters posted at the towns of Bradford, Halifax, Huddersfield, and Leeds, respectively, all in the county of York, addressed to places on the continent of Europe, may be transmitted by the post from the said towns respectively, in the county of York, to London, by additional mails to be provided for that purpose, for transmission to the said places on the continent of Europe. All which said letters shall be posted in the said towns respectively, in the county of York, and transmitted therefrom at such times, and in such manner, and under and subject to such conditions, regulations, and restrictions, in all respects, as the PostmasterGeneral shall from time to time order and direct.

9. All letters to be transmitted by the post under the pro

visions of the 8th clause of this Warrant, shall be subject and liable to the same rates of postage in all respects as the same are now subject and liable to, and in addition thereto there shall be chargeable and payable upon, for, and in respect of, every such letter, a further and additional rate of postage of 2 pence.

10. The postage of all letters transmitted by the post under the provisions of the 8th clause of this Warrant, as well as the ordinary rates now payable as also the additional rate of 2 pence payable under the provisions of this Warrant, shall in every case be paid at the time of posting the same by being stamped with the proper British postage stamp or stamps affixed thereto, which stamp or stamps shall in every case be affixed or appear on the outside of every such letter, near the address, and shall be of the value or amount of the full postage duty payable thereupon, as well that now payable, as also the additional duty payable under or by virtue of this Warrant; and if the full postage payable upon any such letter shall not be so duly and properly paid, the same shall not be forwarded by such additional mail, and shall be dealt with in like manner as any other such letter, the postage whereof shall not have been duly or properly paid, may now be dealt with.

11. No registered letter shall be transmitted by the post under the authority of the 8th clause of this Warrant; nor shall any printed newspaper, or other printed paper or packet of any kind, be so transmitted which shall not be subject and liable to the full letter rate of postage.

12. The said recited Warrant, bearing date the 20th day of December, 1856, shall remain in force, except so far as the same, or any of the provisions thereof, shall be altered or revoked by this Warrant; and the several orders, directions, regulations, and conditions in the said recited Warrant, bearing date the 20th day of December, 1856, shall, so far as the same are not inconsistent with, or repugnant to, the provisions of this Warrant, be applicable thereto, and to the several provisions thereof, in like manner as if all such orders, directions, regulations, and conditions (not being inconsistent therewith or repugnant thereto), were herein respectively inserted, expressed, and repeated with respect to all letters and packets mentioned and contained in, and intended to be regulated by, this Warrant.

13. The term printed papers, used in the said recited Warrant of the 20th day of December, 1856, shall mean and include photographs on paper transmitted, under the provisions of the said recited Warrant, between the United Kingdom and Constantinople, viâ France, and the terms and expressions used in this Warrant shall be construed to have the like meaning in all respects as the like terms and expressions used in the said recited Warrant, unless the contrary shall be made to appear by the context.

14. The Commissioners for the time being of Her Majesty's Treasury may, by warrant under their hands duly made, at any time
