delivery for said district, and Nanjemoy a port of delivery only, to which a surveyor shall be appointed, who shall be entitled, in addition to the fees and emoluments already allowed by law, to receive a salary of one hundred and fifty dollars.

63. SEC. III. The town of Augusta, in the district of Maine, shall be, and the same is hereby, constituted a port of delivery, to be annexed to the district of Bath, and subject to the same regulations and restrictions as other ports of delivery in the United States; and there shall be appointed a surveyor, to reside at the said port of delivery, who shall be entitled to receive a salary of one hundred and fifty dollars, annually, in addition to the other emoluments allowed by law.

64. SEC. 1. All that part of the state of Vermont, lying east of Lake Mumphreymagog, and including also, all such shores and waters of the said lake as lie within the said state, shall constitute a district, to be called the district of Mumphreymagog; of which Derby shall be the sole port of entry; and a collector for the said district shall be appointed, to reside at the said port of entry.

65. SEC. II. From and after the first day of April next, all the shores and waters of the river St. Lawrence, which lie in the state of New York, east of the western boundary of the county of St. Lawrence, and west of the western [Infra, 71, 72.] boundary of the collection district of Champlain, shall constitute a district, to be called the district of Oswegatchie; of which Ogdenburgh shall be the sole port of entry; and a collector for the said district shall be appointed, to reside at Ogdenburgh. And the president of the United States is authorised to establish another place in the said district, to be a port of delivery only, and a surveyor shall be ap, pointed to reside at such port of delivery.

66. SEC, III. All that part of the state of New Hampshire which lies adjacent to the northern boundary of the United States, and north of forty-four degrees thirty minutes north latitude, shall, from and after the first day of April next, constitute a district, to be called the district of "White Mountains;" the president of the United States is authorised to establish a place in the said district to be the port of entry; and a collector shall be appointed, to reside at the said place.

67. SEC. IV. The president of the United States is hereby authorised to alter the place which had heretofore been designated to be the port of entry for the district of Vermont and to establish another place to be such port of entry.

68. SEC. v. From and after the first day of April next, the collectors of the districts established by this act, and the collectors of the districts of Vermont, Champlain, and Sacket's Harbor, and Oswego, shall each receive, in addition to the fees and commissions allowed by law, an annual salary of five hundred dollars a

year; and the annual salary heretofore allowed to the collectors of the three last mentioned districts, shall, from and after the said first day of April, be discontinued; and the surveyor to be appointed for the district of Oswegatchie shall receive, in addition to the fees allowed by law, a salary of one hundred and fifty dollars a

year.

69. SEC. I. All that part of the state of New Jersey, which lies north and east of Elizabethtown and Staten Island, is hereby annexed to the district of New York; an assistant collector to be pointed and commissioned by the president of the United States, shall reside at the town of Jersey, who shall have power to enter and clear vessels, in like manner as the collector of New York is authorised by law to do; but such assistant collector shall nevertheless act in conformity to such instructions and regulations as he shall, from time to time receive from the collector of New York; and that the said assistant collector shall receive, for his an nual salary, one thousand dollars, in full for all services to be by him performed, and in lieu of commissions and fees.

70. SEC. 11. All that part of the Miami district, lying east of the western cape of Sandusky bay, shall be a district, to be called the district of Sandusky; and the president is hereby authorised to designate such place in the district of Sandusky, as he shall judge expedient, to be the port of entry of the said district; and a collector for the said district shall be appointed, to reside at the port of entry.

71. SEC. II. Cape Vincent, in the district of Sacket's Harbor, shall be a port of delivery only; and a surveyor shall be appointed, to reside at the said port.

72. SEC. IV. The collector's office shall, after the thirty-first day of May next, be removed from Fort Niagara to Louistown, which last mentioned place shall, in future, be the residence of the collector; and also, the office of the collector of the customs, for the district of Buffalo creek, shall be kept at such place or places, in the town of Buffalo, as the president of the United States shall designate.

73. SEC. v. Ships or vessels, arriving, from and after the first day of May next, from the Cape of Good Hope, or from any place beyond the same, shall be admitted to make entry at Plymouth and Nantucket, ports of entry in the state of Massachusetts. [Infra, 74, 93, 94.]

74. SEC. VI. From and after the first day of May next, Bangor, in the district of Penobscot, in the state of Massachusetts, is hereby made a port of delivery, to be annexed to the district of Penobscot; and a surveyor shall be appointed, to reside at the said port of delivery.

75. SEC. VII. All that part of the collection district of Mississippi, which includes the waters of the river Teche, and all the shores, bays, and rivers, west of the Atchafalaya, is hereby established as a new district, to be called the district of Teche; that Nova Iberia be the port of entry for the same; and that a collector be appointed, to reside at the port of entry. 76. SEC. VIII. A surveyor shall be appointed to reside at or near the mouth of the Rappahannock river, at such place as the president of the United States shall designate.

77. SEC. IX. The several collectors and surveyors, who may be appointed by virtue of this act, and whose salaries are not fixed by a preceding section, shall, in addition to the fees and commissions authorised by law, receive, respectively, the same annual salary which, by law, is allowed to the collectors and surveyors of the districts bordering on lake Erie.

78. From and after the first day of August next, the town of Mobile shall be the sole port of entry, for the district including the shores, waters, and inlets of the bay and river Mobile, and of the other rivers, creeks, inlets, and bays, emptying into the gulf of Mexico, east of the said river Mobile, and west thereof to the eastern boundary of the state Louisiana.

79. SEC. I. The port of entry and delivery established by law at Plankbridge, on Sawyer's creek, for the district of Camden, in the state of North Carolina, shall be abolished, and the town of Elizabeth City, on Pasquotank river, shall be the port of entry and delivery for the said district; and the collector for the said district shall, from the said first day of June, keep his office at the town of Elizabeth City aforesaid.

80. SEC. 1. The town of the Bayou St. John, in the state of Louisiana, shall be a port of delivery; a surveyor shall be appointed to reside at said port; all ships and vessels bound to said port, shall after proceeding thereto, and making report and entry at the port of New Orleans, within the time limited by law, be permitted to unlade their cargoes at the said town of the Bayou St. John, or at the basin of the canal of Carondolet, adjoining the city of New Orleans, under the rules and regulations prescribed by law.

81. SEC. I. The consent of congress, is hereby granted and declared to the operation of any act of the general assembly of the

state of South Carolina now in existence, or which may hereafter be passed, as far as the same extends, or may extend, to authorise the city council of Charleston, to impose and levy a duty, not exceeding ten cents per ton, on all ships and vessels of the United States, which shall arrive and be entered in the port of Charleston from any foreign port or place, for the purpose of providing a fund for the temporary relief and maintenance of sick or disabled seamen in the marine hospital of the said port of Charleston. 82. SEC. 11. The collector of the port of Charleston is hereby authorised to collect the duties imposed or authorised to be imposed by this act, and to pay the same to such persons as shall be authorised to receive the same by the city council of Charleston.

83. SEC. III. The consent of congress is hereby granted, and declared, to the operation of any act of the general assembly of the state of Georgia now in existence, or which may hereafter be passed so far as the same extends, or may extend to authorise the levying and collecting a tonnage duty, not exceeding two cents per ton upon coasting vessels, and four cents per ton, upon vessels from foreign ports, arriving at and entering the ports of Savannah and St. Mary's, for the purpose of providing a fund for the payment of the fees of the harbour master and health office of these ports respectively: Provided, the said act shall not contain provisions inconsistent with the operation of any law of the United States, made in execution of existing treaties.

84. SEC. IV. This act shall be in force for five years, and from thence to the end of the next session of congress thereafter and no longer.

85. SEC. 1. All ships or vessels about to depart for foreign ports or places from the town of Bayou St. John, or basin of the canal of Carondelet, shall be permitted to clear out with their cargoes, at the custom house in the city of New Orleans, and depart under the same rules, regulations and restrictions, and in every respect in the same manner, as vessels clearing out and departing for foreign ports, from the said city of New Orleans, by the way of the Mississippi river.

86. SEC. III. It shall be lawful hereafter for the master or person having charge or command of any steam boat on Lake Champlain, when going from the United States into the province of Lower Canada, to deliver a manifest of the cargo on board, and take a clearance from the collector of the district, through which any such boat shall last pass when leaving the United States, without regard

to the place from which any such boat shall have commenced her voyage, or where her cargo shall have been taken on board, any law to the contrary notwithstanding.

87. SEC. IV. When any goods, wares, or merchandise, shall, hereafter, be imported from the province of Lower Canada into the United States, in any steam boat on Lake Champlain, and the said goods, wares, and merchandise, shall have been duly entered, the duties thereon paid, or secured at the office of the collector of any district adjoining Lake Champlain, it shall be lawful to land such goods, wares, and merchandise, in the same or any other district adjoining said Lake Champlain, any law to the contrary notwithstanding.

88. SEC. 1. From and after the last day of March instant, there shall be allowed and paid, annually, in addition to the sum now allowed by law to the collector of the customs for Edgartown, in the state of Massachusetts, the sum of one hundred and fifty dollars; and to the collector of the customs for Plymouth, in the state of North Carolina, there shall also be paid annually the sum of one hundred and fifty dollars, in addition to the fees and other emoluments of office.

89. SEC. II. From and after the last day of March instant, there shall be allowed to the collector of the customs for Middletown, in Connecticut, and to the collector of the customs in Newburyport, in the state of Massachusetts, three per centum on all moneys by them received on account of the duties upon importation and on tonnage.

90. The collector of the district of Brunswick shall reside at Darien, which shall be the sole port of entry for the said district; and that instead of a surveyor for the port of Darien, there shall be one surveyor for the said district of Brunswick, who shall reside at such place in the said district as may be directed by the secretary of the treasury.
