Senate bill entitled an act to amend and re-enact the first and second sections of chapter one hundred and seventy, Code of eighteen hundred and seventy-three, in relation to the removal of causes pending in one court to another. House bill to authorize courts, or judges thereof in vacation, or justices of the peace, to order sales of personal property seized under writs of fieri facias, or under distress warrants in cases where such property is expensive to keep or perishable, was reported from the committee for courts of justice, with a substitute, was read a first time. House bill to amend and re-enact section 53, chapter 21, of the criminal code, in reference to the organization, government and discipline of the penitentiary, approved March 14, 1878, reported from the committee on retrenchment and economy, was read a first time. House bill to amend an act to prevent the sale of cotton between certain hours, reported from the committee on propositions and grievances, was read a first time. A message was received from the Senate by Mr. GAYLE, who informed the House that the Senate had agreed to the amendment of the House to Senate bill entitled an act to provide for the relinquishment to the United States of title to and jurisdiction over lands within the state of Virginia, for sites of life-saving stations, No. 26. A message was received from the Senate by Mr. PHELEGAR, who informed the House that the Senate had agreed to a joint resolution to expedite the election of circuit judges, in which they respectfully ask the concurrence of the House. The Senate joint resolution as follows: Resolved (the House of Delegates concurring), That in the further execution of the joint order for election of circuit judges, no committees to count and report the result shall be appointed until the remaining seven judges shall have been voted for, when one joint committee shall be appointed to count and report all the votes- Was agreed to two-thirds of the members present voting in the affirmative. Mr. WALKER of Westmoreland, under a suspension of the rule, presented sundry petitions of certain counties in the 10th judicial circuit, in behalf of John Critcher for judge of the circuit. On motion of Mr. WALKER of Westmoreland, the petitions were laid on the table.
