R. M. T. Hunter having received a majority of the whole number of votes cast, was declared duly elected state treasurer, to fill the vacancy in that office.

A message was received from the Senate by Mr. FULKERSON, Who informed the House that the Senate had agreed to a joint resolution relative to the purchase of machinery for the penitentiary, in which they respectfully request the concurrence of the House.

The House resumed the consideration of business on the calendar. Senate joint resolution defining the true status of the present general assembly, again came up.

Mr. GRAVES moved the pending question, which was ordered.

The substitute offered by Mr. HANGER to the Senate joint resolution was agreed to-yeas 64, nays 50.

A message was received from the Senate by Mr. GAYLE, who informed the House that the Senate had passed Senate bill to provide for the relinquishment to the United States of title to and jurisdiction over lands within the state of Virginia for sites of life-saving stations, No. 26; in which they respectfully request the concurrence of the House.

On motion of Mr. HUNTER, the House adjourned until to-morrow at 12 o'clock M.

A communication from the Senate by their clerk, was read as follows:

In Senate, December 10, 1878.

The Senate have passed Senate bills entitled an act to establish The Church Home, of the city of Norfolk, No. 20; and an act to incorporate the Clover masonic building association, No. 22. In which bills they respectfully request the concurrence of the House of Delegates.

No. 20. Senate bill was read twice and placed on the calendar, the rule having been suspended, on motion of Mr. TALIAFERRO of Norfolk city, requiring its reference to a committee.

No. 22. Senate bill was read twice, and referred to the committee on propositions and grievances.

No. 26. Senate bill entitled an act to provide for the relinquishment to the United States of title to and jurisdiction over lands within the state of Virginia for sites of life-saving stations, was read twice and referred to the committee for courts of justice.

Senate joint resolution relative to the purchase of machinery for the penitentiary, was read twice and referred to the committee on asylums and prisons.

No. 18. House bill to amend and re-enact the 5th section, chapter 38, Code 1873, in regard to the delivery of lists of delinquent lands

The following report from the committee on rules was agreed to: The committee on rules recommend the adoption of the following resolution:

Resolved, That the resolution agreed to last session in relation to the appointment of a clerk who shall be a stenographer, be construed to commence with and continue during the present session.
