On motion of Mr. WILKINSON,

Resolved, That after to-day this House meet at 11 o'clock each

day.

Mr. KYLE offered the following concurrent resolution:

Resoved (the Senate concurring), That the niembers of the general assembly are not entitled to mileage for attendance on the present extra session of the legislature. The clerk of the House and clerk of the Senate are instructed not to issue certificates or stationery, and the disbursing officers of the state are instructed not to pay said mileage in any case for attendance on the present session.

The House refused to refer the resolution to a committee-yeas 12; nays 90.

Mr. TALIAFERRO of Gloucester moved to commit the resolution to the committee for courts of justice; which was rejected.

Mr. WILKINSON moved to strike out "or stationery;" which was rejected.

The following House bills, placed on the calendar under a suspension of the rule, were read a first time:

The SPEAKER laid before the House a communication from the second auditor in response to a resolution of the House in regard to amount of past due tax-receivable coupons unpaid, &c., which was referred to the committee on finance.

Whereas it appears from some of the newspapers that certain meetings have been held in this state, at which resolutions approving a "plan of settlement" of the public debt "proposed to the general assembly" by the "agents and representatives of the bondholders" have been adopted; and whereas this House is entirely ignorant of any such proposition; therefore, be it

Resolved, That the committee on finance enquire and report to this House whether any such proposition has been submitted; if so, by whom, to whom, and for whom such "agents and representatives " acted, and the character of the authority under which such "agents and representatives" submitted their proposition.

The morning hour having expired, the House proceeded to the business on the calendar:

No. 81. House bill concerning the town of Newton Stephensburg, Frederick county, Va., was, on notion of Mr. FAUNTLEROY, taken up out of its order on the calendar.

The bill was read a second time, and ordered to be engrossed to be read a third time.

No. 17. House bill to amend and re-enact an act entitled an act prescribing the duties, powers, liabilities and compensation of district officers, and to repeal chapter 47, and section 1 of chapter 48, Code of 1873, approved March 26, 1875, unfinished business, came up.

The amendment pending, offered by Mr. GRAVES, was agreed to. The bill was ordered to be engrossed to be read a third time. Mr. TALIARFERRO of Gloucester moved to suspend the rule to take up out of its order on the calendar

No. 42. House bill to authorize the James river and Kanawha company to make sale and transfer of all its works, property and franchises, and to invest the purchaser or purchasers with certain corporate rights, powers and privileges; which was rejected, not two-thirds of those present voting in the affirmative.

No. 6. House engrossed bill to amend and re-enact the 1st and 2d sections of an act approved March 21st, 1877, entitled an act to secure the payment of wages or salaries to certain employees of railway, canal, steamboat, and other transportation companies.

No. 9. House engrossed bill to amend and re-enact section 24 of chapter 61 of the Code of 1873, as amended by section 1 of an act approved March 31st, 1875, in relation to works of internal improve

No. 15. House engrossed bill to relieve William P. Harvey of a fine, came up.

Mr. CARTER of Northampton moved to reconsider the vote by which the bill was ordered to be engrossed, which motion was rejected. The bill was read a third time and passed-yeas 74; nays 10. The vote required by the constitution was recorded as follows:

Mr. HUNTER moved to suspend the rules to take up out of its order on the calendar,

No. 55. House bill to prevent and prohibit hog-pens and the keeping of hogs therein within a half mile of the corporation limits of the city of Alexandria; which was rejected, not two thirds of those present voting in the affirmative.

No. 5. House bill for the assessment of taxes on licenses, &c., and imposing taxes thereon for the support of government, the free schools, and to pay the interest on the public debt, came up.

On motion of Mr. TALIAFERRO of Norfolk city, the bill was passed by and the substitute ordered to be printed.

No. 14. House bill to amend and re-enact sections 23 and 24, chapter 64, Code of 1873, in relation to ferries, came up.

Mr. LACY moved to dismiss the bill.

On motion of Mr. TALIAFRRRO of Norfolk city, the bill was laid on the table.

No. 13. House bill to restore the original county line between the counties of Graig and Giles as it was prior to an act passed April 7, 1858, entitled an act to annex a portion of the county of Giles to the county of Craig, and to repeal said act, came up.

Mr. SPESSARD moved to dismiss the bill; which was agreed to-yeas 55; nays 32.

No. 19. House bill to provide for the transfer, care, maintenance, treatment and safe-keeping of the harmless and incurable lunatics from the Eastern and Western lunatic asylums to the Pinel hospital, in the city of Richmond, was, on motion of Mr. PITTS, laid on the table.

On motion of Mr. BOHANNAN, the House adjourned until to-morrow at 11 o'clock A. M.

On motion of Mr. WALLACE, the reading of the Journal was dis-. pensed with.

A message from the Senate, by their clerk, was read as follows:

In Senate, March 13, 1879. The Senate have passed a bill entitled an act to provide for an inspection of cattle, No. 13; in which bill they respectfully request the concurrence of the House of Delegates.

No..13. Senate bill was read twice and placed on the calendar, the rule having been suspended, on motion of Mr. SHELBURNE, requiring its reference to a committee.
