The SPEAKER laid before the House a communication from the Funding Association of the United States of America (limited), which was read as follows:

THE FUNDING ASSOCIATION

OF THE UNITED STATES OF AMERICA (LIMITED),
RICHMOND, VA., February 26, 1879.

To the Honorable the SPEAKER of the House of Delegates:

Sir-While we do not feel authorized to make any change in the substance of the proposition for funding the state debt which has been

submitted, we have no objection to relieving it from any chance of misconstruction.

As it has been suggested that in section three of the proposed act there is some ambiguity, though to our apprehension it is quite plain, we beg leave to say that we are quite willing to vary it so that it shall read as follows:

"Section 3. The outstanding indebtedness of the, state shall be funded in the new bonds to be issued under this act as follows: Bonds shall be presented for exchange with all coupons attached maturing after the date of presentation, and shall be exchanged at the face value of said bonds, dollar for dollar, for the new bonds, with all coupons attached maturing after the date of such presentation: provided that the propositions of Class II refunded shall never exceed in amount one-third of the total amount refunded, until eighteen millions dollars of Class I shall have been retired. The new bonds to be issued may be coupon or registered, at the option of the holders, and at the like option coupon bonds may at any time be converted into registered bonds."

If this change be adopted it will be necessary to alter section four by striking out the words in the first and second lines "up to and including January 1st, 1879."

We desire also to call your attention to the fact that much time has been and still may be consumed by the necessary delays in legislation, and to the importance of allowing the association a reasonable time for the purpose of conferring with and securing the approval of the largest number of the bondholders to the terms of settlement before the association file their assent. We would therefore ask that the word "May" be substituted for "April," where it occurs in the fifth section. of the act.
