No. 278. House bill to amend the act approved November 5, 1870, entitled an act to incorporate the James river bridge company, reported from the committee on counties, cities and towns, was read a first time.

The following bills, reported from the joint committees on finance of the Senate and House, were read a first time:

No. 279. House bill to provide for a settlement of the public debt. No. 280. House bill to provide for a settlement of the public debt

of the state.

Mr. FULTON offered the following resolution:

Resolved, That on and after Monday next, the chair be vacated at 2 o'clock P. M., and resumed again at 8 o'clock P. M.: provided that only private and local bills shall be considered at the evening sessions.

The resolution was agreed to.

Mr. TALIAFERRO of Norfolk city moved to reconsider the vote by which the resolution was agreed to; which motion was rejected. Mr. HENRY offered the following resolution:

Resolved, That the order of this House to print five thousand copies of the report of the finance committee on the financial condition of the commonwealth, made on the 10th February, instant, be rescinded.

Pending its consideration,

On motion of Mr. HENRY, the resolution was postponed until Wednesday, 19th instant.

Mr. WILKINSON moved to suspend the rules and take up out of its order No. 263, House bill to change the time for holding circuit courts in the fourth judicial circuit.

House bill amending the charter of the town of Lovettsville, in Loudoun county, in relation to obtaining license to sell liquors either as a keeper of an ordinary, eating-house, or a merchant within the corporate limits of said town, and further of extending the protection of the corporate powers of the town of Lovettsville to all religious denominations worshipping within one mile of said town,

came up.

On motion of Mr. CARTER of Loudoun, the bill was passed by.

No. 130. House bill to amend and re-enact the 17th section of the 7th chapter of an act reviving, amending and re-enacting certain sections and chapters of the criminal laws of the commonwealth, approved March 14, 1878, and found in session acts 1877-'78, page 279, to 380, came up.

The bill was read a second time, and ordered to be engrossed to be read a third time.

No. 131. House bill for the protection of deer in the county of Bland, came up.

The bill was read a second time, and ordered to be engrossed to be read a third time.

No. 133. House bill to amend and re-enact chapter 141 of the Code of 1872, in relation to promissory notes, came up.

Mr. COGHILL moved to amend the bill by striking out in the first and second lines of the seventh amended section the words "heretofore or hereafter"; which was agreed to

No. 134. House bill to provide for the erection of suitable shoots for the passage of fish by the owners of mill-dams across the north branch of the Shenandoah river, came up.

The bill was read a second time.

Mr. MOFFETT offered a substitute to the bill; which was agreed to. The bill as amended by the substitute was ordered to be engrossed to be read a third time.

No. 135. House bill to empower the board of supervisors of Augusta county to levy a tax in aid of the Augusta memorial association for the Confederate dead, came up.

On motion of Mr. FRAZIER, the bill was dismissed.

No. 136. House bill to amend section 28 of the act approved March 26, 1875, prescribing the powers, duties and compensation of district officers, and to repeal the 47th chapter and section 1 of chapter 48 of the Code of 1873, came up.

The bill was read a second time.

Mr. TALIAFERRO of Gloucester moved to amend by inserting after the word "that," in the first line, the words "section twenty-eight of"; which was agreed to.

The bill as amended was ordered to be engrossed to be read a third time.

No. 139. House bill to authorize the county court to release G. S. Meem from payment of district road tax in Shenandoah county,

came up.

On motion of Mr. EDMUNDS, the bill was passed by.

No. 140. House bill to amend and re-enact section 8, chapter 145, Code of 1873, in relation to actions for injuries, came up.

On motion of Mr. WALKER of Northumberland, the bill was dismissed.

No. 141. House bill for the draining of lands and cutting watercourses in the county of Accomac, came up.

On motion of Mr. JOHNSON of Accomae, the bill was dismissed No. 144. House bill to refund to John Manders part of a license tax improperly assessed upon and paid by him, came up.

On motion of Mr. WALKER of Northumberland, the bill was passed by. No. 145. House bill providing commutation for D. Vest, of Rockbridge county, and Jesse Couch, of Bedford county, and others, onelegged soldiers, who are unable to wear the legs furnished them,

Mr. FRAZIER moved to amend the bill by inserting after the words

"Norfolk county," in the 6th line, the words " Wm. II. Proctor, of Prince George county;" which was agreed to.

Mr. FINNEY moved to amend the bill by striking out all of the first section after the word "appropriated," in the 3d line, down to and including the word "county," in the 6th line, and inserting in lieu thereof the following: "to all one-legged soldiers of the state;" which was agreed to.

Mr. ROBINSON of Portsmouth moved to amend the bill by inserting after "one-legged," in 3d line, the words "and one-armed."

House bill to amend and re-enact section 15 of an act approved March 29th, 1875, as amended by an act approved March 29th, 1876, and section 30 of the same act, as amended by the said act approved March 29th, 1876, and act approved April 2d, 1877, and section 18 of an act approved March 29th, 1875, as amended by an act approved April 24, 1877, prescribing the duties, powers, liabilities and compensation of certain county officers, came up as a special order. On motion of Mr. PULLIAM, the special order was postponed until Monday next, 17th instant.

No. 184. House joint resolution proposing amendments to the constitution, came up as a special order.

Mr. ROBINSON moved to postpone the special order until Monday next; which was rejected.

The Senate have passed bills entitled an act to incorporate the Shenandoah seminary at Dayton, Rockingham county, No. 142; an act to amend and re-enact section first of an act approved March 31, 1877, entitled an act to create a railroad commissioner for the state of Virginia, and to define his duties, and to repeal section 5 of chapter 66 of the Code of 1873; and an act for the relief of the sureties of S. F. G. Beale, late treasurer of Fauquier county, No. 194.

In which bills they respectfully request the concurrence of the House of Delegates.

No. 194. Senate bill was read twice and referred to the committee on finance.

No. 169. Senate bill was read twice and referred to the committee on roads and internal navigation.

No. 142. Senate bill was read twice and referred to the committee on propositions and grievances.

No. 150. Senate bill entitled an act for the protection of fish in certain waters of the commonwealth, was reported from the committee on Chesapeake and its tributaries.

No. 45. House bill entitled an act to amend and re-enact section 36 of chapter 49 of the Code of Virginia (edition of 1873) so as to authorize courts, or judges thereof in vacation, or justices of the peace, to order sales of personal property seized under writs of fieri facias or under distress warrants, in cases where such property is expensive to keep or perishable, was reported from the committee for courts of justice, with the recommendation that the House agree to the Senate amendments.

No. 100. Senate bill entitled an act to amend the 13th section of 76th chapter of the Code of Virginia (edition of 1873) in reference to sales of property of religious, benevolent and literary associations, was reported from the committee for courts of justice with amendments.
