The following reports were agreed to:

The committee for courts of justice have, according to order, had under consideration House bill to amend and re-enact section 61 of chapter 34 of the Code of 1873, in relation to drawing of deeds, wills, &c., and have come to the following resolution:

Resolved, That the committee be discharged from the further consideration of the bill, and that the same be referred to the committee on finance.

The committee on propositions and grievances have had under consideration the bill to amend the act approved November 5, 1870, entitled an act to incorporate the James river bridge company, and respectfully ask that it be referred to the committee on counties, cities and towns.

The committee on agriculture and mining, to which was referred a resolution directing said committee to enquire into the expediency of establishing an inspector of mines, have had the same under consi eration, and ask leave to offer the following resolution :

Resolved, That in the opinion of this committee it is inexpedient to legislate upon the subject.

The committee on counties, cities and towns have had under consideration a resolution as to the expediency of so amending the 22d section of the act to provide for working and keeping in order the roads of the commonwealth, approved March 20, 1875, so as to have the tickets for fines for failing to work on the public roads placed in the hands of the treasurers of the counties for collection, and have come to the following resolution :

Resolved, That it is inexpedient to legislate on the subject.

The following report was presented:

The joint committee appointed to consider and report the best mode of conducting the conference with the public creditors and others, contemplated by the joint resolution of the general assembly, and the recent proclamation of the governor on that subject, beg leave to submit the following resolution as embodying their views as to the best disposition of the matter:

Resolved, That the conference between the creditors of the state and others, contemplated by the joint resolution of the general assembly, and the proclamation of the governor on that subject, be conducted by the committees of finance of the Senate and House of Delegates, sitting as a joint committee; that the said joint committee are hereby authorized to arrange the details of said conference, and to sit during the sessions of their respective bodies.

The report of committee on federal relations and resolutions upon the exercise of jurisdiction by the United States district judge in the matter of Burwell Reynolds and Lee Reynolds, was, on motion of Mr. FAUNTLEROY, laid on the table.

Leave of absence was granted Messrs. ADAMS and FICKLIN five days each.

The committee on enrolled bills have the honor to report the following bills and joint resolutions, approved by the governor January 25th, 1879:

An act authorizing the use of district school funds for the payment of teachers.

An act for the relief of William II. Bloxom, treasurer of the county of Accomac..

An act to authorize the trustees of Saint Paul's Episcopal church of Lynchburg, Virginia, to execute one or more deeds of trust or mortgages as security.

An act to amend and re-enact section 32 of chapter 8 of the Code of 1873, in reference to the counting of the vote by board of state canvassers in cases of special elections.

Joint resolution returning thanks to W. W. Corcoran, Esq., of Washington city, for the gift of a valuable paining.

An act to amend and re-enact the fifth section, chapter 38, Code 1873, in regard to the delivery of lists of delinquent lands to treas

urers.

An act granting a loan of arms of the state to the principal of the Suffolk military academy.

An act to amend and re-enact section 5 of an act entitled an act to amend and re-enact section 4 of an act to amend the act to incorporate the Mount Vernon ladies' association of the Union, passed March 19, 1878, and to add an additional section thereto.

An act to enable the Chesapeake and Ohio railway company to increase its capital stock for certain purposes.

An act to amend and re-enact sections 1 and 3 of an act to provide for the election of three commissioners of the revenue for the county of Loudoun.

An act declaring New river a lawful fence in parts of Wythe, Carroll and Grayson counties.

The following was presented and referred under rule 37:

By Mr. VANLEAR: Petition of liquor-dealers and manufacturers of Staunton and Augusta county, in relation to substitute for the Moffett liquor law. Referred to committee on finance.

The morning hour having expired, the House proceeded to the business on the calendar.

No. 132. House engrossed bill to amend and re-enact the act entitled an act for the protection of game, approved March 14th, 1878, unfinished business, came up.

The bill was read a third time and passed.

Mr. WHITE of Hanover, moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 25. House bill entitled an act to enable the board of supervisors of Chesterfield county to assist the Manchester free bridge commissioners in keeping the free bridge in repair, came up.

The amendment of the Senate is as follows:

Add at end of first section the words, "provided that the sum appropriated shall not exceed two hundred and fifty dollars."

The amendment proposed by the committee on finance to the amendment of the Senate was agreed to, as follows:

Add at end of Senate amendment the word "annually."
The amendment of the Senate as amended was agreed to.

Mr. WALKER of Chesterfield, moved to reconsider the vote by which the amendment of the Senate as amended was agreed to; which motion was rejected.

No. 75. Senate bill entitled an act for the relief of C. W. Sullivan, treasurer of Montgomery county, and John W. Goodloe, treasurer of Nelson county, was, on motion of Mr. LOVELL, passed by.

Report of the special committee of the Senate and committee on federal relations of the House of Delegates of Virginia, as a joint committee of the general assembly, on usurpation of power by the federal judiciary in Virginia, from the Senate, came up.

Mr. FAUNTLEROY moved to postpone the report until Thursday next, that it be made a special continuing order for that day at 12 o'clock P. M., and that the report be printed; which was agreed to.

No. 114. Senate bill entitled an act to amend and re-enact an act approved March 20, 1877, in relation to the times for holding the terms of the circuit court in the eighth judicial circuit, was, on motion of Mr. BOHANNAN, dismissed.

Mr. BOHANNAN moved to reconsider the vote by which the bill was dismissed; which motion was rejected.

No. 61. Senate bill entitled an act to amend and re-enact an act approved March 2, 1876, prescribing the times for holding the terms of the tenth judicial circuit, was read a third time and passed.

Mr. WALLACE moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 71. Senate bill entitled an act appropriating money for the payment of commutation to maimed soldiers, sailors and marines in lieu of artificial limbs or eyes heretofore provided by law, came up.

The amendment proposed by the committee on finance, as followsAdd at the end of the first section the following: "Provided that persons who are bona fide citizens of the commonwealth, and during the temporary absence therefrom enlisted in the regiments of other states, shall be considered as within the purview of this act, and shall, upon like proof as is required heretofore in cases of Virginia soldiers, be entitled to the benefits of the same; provided further, that this provision shall not apply to those persons who have received limbs or

eyes, or commutation in lieu thereof from other states"--was agreed

to.

Mr. PULLIAM moved to reconsider the vote by which the amendment was agreed to; which motion was rejected.

Mr. FOWLER moved to strike out "twelve thousand dollars," and insert "fifteen thousand dollars"; which was agreed to.

The bill was ordered to its third reading.

Mr. MCCAULL moved to reconsider the vote by which the bill was ordered to its third reading; which motion was rejected.

No. 111. Senate bill entitled an act for the protection of the charitable institutions of the state, came up.

The amendment proposed by the committee on finance as followsStrike out in first line of the 2d section the word "fifty" and insert "thirty-three and one-third "was agreed to.

The bill was ordered to its third reading.

Mr. MOFFETT moved to reconsider the vote by which the bill was ordered to its third reading, which motion was rejected.

No. 74. Senate bill entitled an act to empower the county court of Essex county, and the county court of Richmond county, to grant to any person or persons the right to establish a ferry across the Rappahannock river at Tappahannock, was read a third time and passed.

Mr. WARING moved to reconsider the vote by which the bill was passed, which motion was rejected.

No. 65. Senate bill entitled an act to amend and re-enact section 7, chapter 147, Code of 1873, in relation to warrants for small claims, was read a third time and passed.

Mr. DANCE moved to reconsider the vote by which the bill was passed, which motion was rejected.

A message was received from the Senate by Mr. KOINER, who informed the House that the Senate had agreed to the report of the special committee to consider and report the best mode of conducting the conference with the public creditors, in which they respectfully request the concurrence of the House.

On motion of Mr. Bocock, the calendar was postponed for five minutes.

The report of the special committee to consider and report the best mode of conducting the conference with the public creditors was agreed to.

Mr. Bocock moved to reconsider the vote by which the bill was passed, which motion was rejected.

The House resumed the business on the calendar.

No. 95. Senate bill entitled an act to amend and re-enact sections 14 and 15 of an act entitled an act to provide for working and keeping in order the roads, of the commonwealth, approved March 20, 1875, was read a third time and passed.

No. 76. House bill to authorize the James river and Kanawha company to make sale and transfer of all its works, property and franchises to the Richmond and Alleghany railroad company, and to de

fine the powers and duties of the board of public works in respect thereto, came up.

The Senate have passed House bills entitled an act to extend the time for repeal of the present fence law in the magisterial district of Rowanty, in the county of Dinwiddie, No. 32; an act to enable and authorize the common council of Danville to levy a special tax for the purpose of paying the floating debt of said city and for public improvements, No. 94; and an act to amend and re-enact an act entitled an act to amend and re-enact an act entitled an act for working the roads of Loudoun county, passed 1856, and to repeal certain acts amendatory thereof, approved February 2, 1875, No. 59.

They have passed, with amendments, House bills entitled an act to amend and re-enact section 4 of chapter 115 of the Code of 1873, relating to mechanics' liens, No. 69; an act to amend and re-encct section 35, chapter 154 of the Code of Virginia, edition of 1873, so as to dispense with the August term of the corporation court of the city of Petersburg, No. 53.

And they have passed bills entitled an act to incorporate the Farmers Mutual Fire Protection Association, No. 108; an act to provide an office-room and defray contingent expenses of the attorney-general, No. 118; an act to refund to Attorney-General James G. Field the sum of two hundred and eighty-two dollars expended by him in the transaction of public business, No. 119; and an act authorizing the board of supervisors of Loudoun county to increase the salary of the county judge, No. 139.

In which amendments, and bills they respectfully request the concurrence of the House of Delegates.

No. 69. House bill was placed on the calendar, the rule having been suspended, on motion of Mr. WALSH, requiring its reference to a committee.

No. 53. House bill was referred to the committee for courts of justice.
