The second amendment proposed by the committee on finance was agreed to, as follows:

Strike out all of 3d section, down to and including the word "reception," in 5th line, and insert in lieu thereof the following:

"It shall be the duty of said treasurers and other collectors, upon the receipt of any taxes, debts, dues and demands due the state, when the same or any portion thereof is paid in coupons, to require the person paying said taxes, debts, dues and demands, to endorse his name and that of the tax-payer and date of payment upon the back of said coupons.'

A message was received from the Senate by Mr. DANIEL, who informed the House that the Senate had agreed to Senate joint resolution declaring the whole system of tobacco taxation unjust and oppressive, and endorsing the efforts of our senators and representatives in Congress to procure the reduction of the tax thereon, and invoking them to insist on a speedy disposition of the question; in which they respectfully request the concurrence of the House.

Mr. TALIAFERRO of Norfolk offered the following preamble and resolutions:

Whereas the sad intelligence has reached this House of the death of Dr. EDMUND C. ROBINSON, one of the representatives of the city of Norfolk; and whereas it is eminently proper that we should testify our sorrow in the death of one who for so many years past has been prominently connected with the legislation of the state, and whose daily intercourse with the members of this body was marked by courtesy of manner and genial companionship, leaving an impress upon their hearts not to be forgotten; therefore, be it

Resolved, That this House recognizes in the death of EDMUND C. ROBINSON the termination of a life largely spent in the development. of the interests of the commonwealth, and especially those of his immediate constituency.

Resolved, That copies of these resolutions be sent, by the clerk of this House, to the family of the deceased.

Resolved, That the usual badge of mourning be worn by the members of this House for thirty days.

Resolved, That in further token of respect to the memory of the decesed, this House do now adjourn.

Appropriate remarks on the life of the deceased were made by Messrs. TALIAFERRO of Norfolk city, FAUNTLEROY, SYKES, WALLACE, and JOHNSTON of Giles,

The preamble and resolutions were unanimously agreed to.

A communication from the Senate by their clerk; was read as follows:

In Senate, 25th January, 1879.

The Senate have passed bills entitled an act to incorporate Oak Hill Academy in the county of Grayson, No. 64; and an act to empower the county court of Essex county and the county court of Richmond county to grant to any person or persons the right to establish a ferry across the Rappahannock river at Tappahannock, No. 74.

In which bills they respectfully request the concurrence of the House of Delegates.

No. 64. Senate bill was read twice, and referred to the committee on propositions and grievances.

No. 74. Senate bill was read twice, and referred to the committee on roads and internal navigation.

Senate joint resolution declaring the whole system of tobacco taxation unjust and oppressive, and endorsing the efforts of our senators and representatives in congress to procure the reductions of the tax thereon, and invoking them to insist on a speedy disposition of the question, was read twice and placed on the calendar, the rule having been suspended, on motion of Mr. FICKLIN, requiring their reference to a committee.

No. 171. House bill to extend the time for the treasurer of Stafford county to make returns of his delinquent and insolvent lists for the year 1877.

No. 172. House bill to amend and re-enact an act approved February 20, 1878, entitled an act to amend and re-enact an act to amend and re-enact section 6 of chapter 100 of the Code of 1873, in relation to unlawful fishing.

No. 173. House bill in relation to hauling seines in the waters of Accomac county.

The following report was agreed to:

The committee on schools and colleges have had under consideration the communication of the governor transmitting the report of the second auditor as to receipts and disbursements of the Miller fund, and have come to the following resolution:

Resolved, That said communication be printed as a document. (Doc. No. 7.)

The SPEAKER laid before the House a communication from the auditor of public accounts in response to a resolution of the House in relation to the cost of compiling and publishing the Code of 1873, &c. On motion of Mr. STEVENS, the communication was laid on the table and ordered to be printed.

The resolution offered by Mr. HARRISON of Susser, as follows: Resolved, That the sergeant-at-arms be instructed to pay to the personal representative of the late E. C. ROBINSON, delegate from the city of Norfolk, the amount in full of his salary for the present regular session of the general assembly, unfinished business of the morning hour

Came up.

On motion of Mr. MCMULLAN, the resolution was committed to the committee on finance.

Mr. FRAZIER offered the following resolution:

Resolved, That the superintendent of public printing be authorized to have printed 300 extra copies of the last annual report of the fish

commissioner.

The House refused to refer the resolution to a committee.

The resolution was agreed to.

Mr. MUSHBACH offered the following resolution:

Resolved, That the committee on roads, &c., be instructed to enquire and report to this House whether the Richmond and Alleghany railroad company has been organized in accordance with the laws of this commonwealth; who are its officers and directors, their names. and residences; what amount of the capital stock of said company has been subscribed; what amount of money has been paid in on account by subscriptions to the stock, and also the location of the principal office of the company.

The House refused to refer the resolution to a committee.

The resolution was agreed to.

Mr. DYER offered the following resolution:

Resolved, That on and after Wednesday next the House will meet at 11 A. M.

The House referred the resolution to the committee on rules.
Mr. DYER demanded the yeas and nays; which was not sustained.
Mr. LOVELL offered the following resolution :

Resolved, That the committee on privileges and elections have authority to withdraw from the library and appropriate to their use two copies of the Code and such acts of the general assembly as may be necessary in the revisal of the election and registration laws.

The House refused to refer the resolution to a committee.

The resolution was agreed to.

Mr. LOVELL moved a reconsideration of the vote by which the resolution was agreed to; which motion was rejected.
