Motions (severally made by Mr. WALLACE) to reconsider the votes by which the Senate amendments were agreed to, were rejected. The time to which the special order was postponed having arrived, No. 76. House bill, as special order, came up. Mr. BERNARD moved to amend the bill by striking out all of the eighth sub-division of section one after the word "which" in fourth line, and inserting in lieu thereof the following: "the works, property and franchises of the James river and Kanawha company are hereby authorized to be conveyed. A failure to build said railroad within two years from the date of the expiration of the time aforesaid, shall work a forfeiture of said works, property and franchises, and also of the work, property and franchises of said railroad company to said James river and Kanawha company: provided, however, that such forfeiture shall not prejudice the rights of any creditor of said railroad company, and upon such forfeiture said James river and Kanawha company shall thereupon be revived and restored as a corporation, with all of its rights, privileges and franchises, just as they existed at the date of the passage of this act." Pending the consideration of which, A message was received from the Senate by Mr. KOINER, who informed the House that the Senate have agreed to a joint resolution to appoint a special joint committee to consider and report the best mode of conducting the conference with the public creditors, &c. Mr. BARBOUR moved to postpone the special order for five minutes; which motion was agreed to. The SPEAKER laid before the House the joint resolution as requiring immediate attention. The joint resolution is as follows: Resolved by the general assembly, That a joint committee of three on the part of the Senate, and five on the part of the House of Delegates, be appointed to consider and report the best mode of conducting the conference with the public creditors and others contemplated by the joint resolution of the general assembly, and the recent proclamation of the governor on that subject. The joint resolution was agreed to. Mr. GRAVES moved to reconsider the vote by which the joint resolution was agreed to; which motion was rejected.
