House bill to amend and re-enact the 11th section of an act entitled an act prescribing the duties, powers, liabilities and compensation of certain county officers, providing for the collection of taxes, and for the repeal of chapters 37 and 46 of the Code of 1873, with reference to the receipt of county warrants for county levy, which was read a first time.

The SPEAKER announced the following special committee on game: Messrs. HUNTER, SHUMATE, SHRIVER, SHELBURNE, SPESSARD, DAVIS, HALL, HENSON, and CURLETT.

Mr. GRAVES offered the following resolution:

Resolved, That the committee on Chesapeake and its tributaries be instructed to enquire into the expediency of providing by law that all persons who are engaged in taking oysters from the waters of this com monwealth, shall be required to pay a specific license tax on each boat or vessel that is used in taking oysters.

The question being on reference, was put and decided in the nega tive.

The resolution was agreed to.

Mr. GRAVES moved to reconsider the vote by which the resolution was agreed to; which motion was rejected.

of the Cole of 1873, in reference to the counting of the vote by the board of state canvassers in cases of special elections, was, on motion of Mr. ASHTON, taken up out of order on the calendar.

The bill was read a second time and ordered to be engrossed to be read a third time.

No. 8. House bill entitled an act to amend and re-enact the first and second sections of an act entitled an act to provide for the working of the roads in the counties of Scott, Wis and Buchanan, approved March 5, 1877, so as to include Grayson, Wythe and Tazewell counties, came up.

The amendments of the Senate were agreed to.

No. 42. Senate bill entitled an act to amend an 1 ronact the 5th section of the act to incorporate the medical college of Virginia, passed February 25, 1854, came up.

The bill was read a third time and passed.

A message was received from the Senate by Mr. PEGAR, who informed the House that the Senate had passed Senate bill entitled an act authorizing the committees to which was referred Senate bill 29. to permit counsel for claiments to said land occupied by the Central lunatic asylum, to appear before them without paying the tax required by law of coune I appearing before legislative committees, No. 80; in which they respectdly reques the concurrence of the House.

Mr. DANCE moved to postpone the calendar for five minutes; which motion was agreed to.

On motion of Mr. DANCE, the comnittee for courts of justice was discharged from the further consideration of

Senate bill entitled an act instructing the attorn sy-general to contest the constitutionality of the act entitled an act to authorize the formation of the Atlantic, Mississippi and Ohio railroad company, in so far as it disposes of certain claims of the state for loans to the Norfolk and Petersburg, Southside, and Virginia and Tennessee railroad companies.

The bill was taken up out of its order on the calendar, on motion of Mr. DANCE.

The bill was read a third time and passed.

Mr. DANCE moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 15. Senate bill entitled an act authorizing a lien on all animals, vehicles and harness kept by the keeper of a livery stable, or of a house of private entertainment, to secure the payment of all charges for keeping the same, came up.

Mr. WALKER of Northumberland moved that the House insist on its substitute; which motion was agreed to.

No. 37. House bill to amend and re-enact section 15 of an act approved March 29, 1875, as amended by an act approved March 29, 1876, and section 30 of the same act, as amended by the said act approved March 29, 1876, and an act approved April 2, 1877, and section 18 of an act approved March 29, 1875, as amended by an act approved April 2, 1877, prescribing the duties, powers, liabilities and compensation of

certain county officers, was, on motion of Mr. MCMULLAN, taken up out of its order on the calendar.

On motion of Mr. MCMULLAN, the bill was made a special and continning order for Thursday 16th instant, at one o'clock P. M.

No. 31. Senate bill entitled an act to amend and re enact section 2 of an act entitled an act for the protection of game, approved March 14. 1878, came up.

The first amendment proposed by the committee on propositions and grievances, as follows:

The second amendment, as follows:

The hour of one o'clock having arrived, Senate preamble and joint resolution authorizing the governor to request the public creditors to meet the general assembly for conference about a plan of settlement of the state debt, came up.

The question being on agreeing to the amendment offered by Mr. ASHTON,
