You are, by virtue of Your high Truft, a Guardian of the Publick; and as the Arguments in these Papers concern the great and only real Treasure of England, her Publick Commerce, they will invite Your Perufal: This I venture to fay with more Authority, as they are the applauded Labours of feveral very ingenious Men,who ftood up in the Defence of our Trade, at a Time when it was attack'd even by National Treaties.

I am perfuaded Your Lordship, whofe Heart and Hands have always continued pure, even in these wicked and calamitous Times, and who ardently ufe Your utmost Endeavours to

While a Manly, a Graceful, and Perfuafive Eloquence fhall be of ufe in Publick; while Natural Humanity cultivated and improved by the politer Arts fhall continue to give Influence or Example to Virtue; while a warm and an active Zeal in the fervice of our Country fhall fupport and animate the Cause of Liberty, and preferve the Dignity of Human Nature; Your Lordship's
