SEC. 219.

SEC. 2. That section fifty-four hundred and sixty-three of the Revised Statutes be amended so as to read as follows, to wit:

SEC. 5463. Any person who shall, with intent to defraud, falsely make, forge, counterfeit, engrave, or print, or cause or procure to be falsely made. forged, counterfeited, engraved, or printed, or willingly aid or assist in falsely making, forging, counterfeiting, engraving, or printing, any order in imitation post, p. 593. of, or purporting to be, a money order or postal note issued by or under the direction of the Post-Office Department of the United States, or of any foreign country, and payable in the United States, or any material signature or indorsement thereon; or any material signature upon any receipt or certificate of identification thereon;

Any person who shall falsely alter, or cause or procure to be falsely altered, or willingly aid or assist in falsely altering any such money order or postal note; Any person who shall, with intent to defraud, pass, utter, or publish, or attempt to pass, utter, or publish, as true, any such false, forged, counterfeited, or altered money order or postal note, knowing the same, or any signature or indorsement thereon, to be false, forged, counterfeited, or altered,

Shall be punishable by a fine of not more than five thousand dollars, or by imprisonment at hard labor for not less than two years and not more than five years. [January 3, 1887.]

SEC. 2. That any person who shall, with intent to defraud, falsely forge or counterfeit the signature of any postmaster, assistant postmaster, chief clerk, or clerk upon or to any money order or postal note, or blank therefor provided or issued by or under the direction of the Post-Office Department of the United States, or of any foreign country, and payable in the United States, or any material signature or indorsement thereon, or any material signature to any 13, s. 2, ante, p. receipt or certificate of identification thereon;

Any person who shall falsely alter, or cause or procure to be falsely altered in any material respect, or knowingly aid or assist in falsely so altering any such money order or postal note;

Any person who shall, with intent to defraud, pass, utter, or publish any such forged or altered money order or postal note knowing any material signature or indorsement thereon to be false, forged, or counterfeited, or any material alteration therein to have been falsely made; any postmaster, assistant postmaster, or clerk employed in any post-office or branch post-office who shall issue any money order or postal note, without having previously received or paid the full amount of money payable therefor, with the purpose of fraudulently obtaining or receiving, or fraudulently enabling any other person, either directly or indirectly, to obtain or receive from the United States, or any officer or agent thereof, the sum of money specified in such money order or postal note;

Any person who, with intent to defraud the United States, transmits, or presents to, or causes or procures to be transmitted to or presented to any officer, postal notes. or at any office of the Government of the United States any money order or postal note, knowing the same to contain any forged or counterfeited signature to the same or to any material indorsement, receipt, or certificate thereon, or material alteration therein unlawfully made, or to have been unlawfully issued without previous payment of the amount required to be paid upon such issue, shall, upon conviction, be punishable by fine of not more than five thousand dollars, or by imprisonment at hard labor for not less than one year and not more than five years.

SEC. 220. [Whoever shall forge or counterfeit any post18 age stamp, or any stamp printed upon any stamped envelope, or 19 postal card, or any die, plate, or engraving therefor; or shall 20 make or print, or knowingly use or sell, or have in posses21 sion with intent to use or sell, any such forged or counter22 feited postage stamp, stamped envelope, postal card, die, plate, 23 or engraving; or shall make, or knowingly use or sell, or have 24 in possession, with intent to use or sell, any paper bearing 25 the watermark of any stamped envelope, or postal card, or any

SEC. 5464. Any person who shall forge or counterfeit any postage stamp, or any stamp printed upon any stamped envelope, postal card, or any die, plate, or engraving therefor; any person who shall make, or print, or knowingly use or sell, or have in possession, with intent to use or sell, any such forged or counterfeited postage stamp, stamped envelope, postal card, die, plate, or engraving; any person who shall make, or knowingly use or sell, or have in possession, with intent to use or sell, any paper bearing the watermark of any stamped envelope, postal card, or any fraudulent imitation thereof; any person who shall make or print, or authorize or procure to be made or printed, any postage stamp, stamped envelope, or postal card, of the kind authorized and provided by the Post-Office Department, without the special authority and direction of the Department; any person who shall, after such postage stamp, stamped envelope, or postal card, have been printed, and with intent to defraud the postal revenue, deliver the same to any person not authorized by an instrument of writing, duly executed under the hand of the Postmaster-General and the seal of the Post-Office Department, to receive them, shall be punished by a fine of not more than five hundred dollars, or by imprisonment at hard labor not more than five years, or by both such fine and imprisonment.

SEC. 221. Whoever shall forge, or counterfeit, or know14 ingly utter or use any forged or counterfeited postage stamp 15 of any foreign government, shall be fined not more than five 16 hundred dollars or imprisoned not more than five years, or 17 both. (R. S., s. 5465.)

SEC. 222. [Matter of the second, third, or fourth class 19 containing any writing or printing in addition to the original 20 matter, other than as authorized by law, shall not be admitted to the mails, nor delivered, except upon payment of postage 22 for matter of the first class, deducting therefrom any amount which may have been prepaid by stamps affixed, unless by 24 direction of the Postmaster-General such postage shall be

SEC. 5465. Any person who shall forge or counterfeit or knowingly utter or use any forged or counterfeit postage stamp of any foreign government, shall be punished by imprisonment at hard labor of not less than two nor more than ten years.

SEC. 222.

SEC. 3887. Any person who shall inclose or conceal any letter, memorandum, or other thing in any mail-matter not charged with letter-postage, or make any writing or memorandum thereon, and deposit or cause the same to be deposited for conveyance by mail at a less rate than letter postage, shall, for every such offense, be liable to a penalty of five dollars; and such mailmatter or inclosure shall not be delivered until the postage is paid thereon at letter-rates. But no extra postage shall be charged for a card printed or impressed upon an envelope or wrapper.

SEC. 2. That matter of the second, third, or fourth class containing any writing or printing in addition to the original matter other than as authorized in the preceding section shall not be admitted to the mails, nor delivered, except upon payment of postage for matter of the first-class, deducting therefrom any amount which may have been prepaid by stamps affixed, unless by direction of the Postmaster-General such postage shall be remitted; and any person who shall knowingly conceal or inclose any matter of a higher class in that of a lower class, and deposit or cause the same to be deposited for conveyance by mail, at a less rate than would be charged for both such higher and lower class matter, shall for every such offense be liable to a penalty of ten dollars.
