II. And it is hereby further enacted by the Authority aforefaid, That no Part of the faid Duties No Drawback. herein-before granted, fhall be repaid or drawn back upon the Exportation of the faid Starch, Hair Powder, or other Powder; and that the faid Duties fhall be raised, levied, recovered, and paid, in fuch New Duties to Manner and Form, and by fuch Ways and Means, as the former Impofts or Duties of Cuftom on Starch be levied as forand Hair Powder imported, are now raifed, levied, collected, recovered, and paid, by any Act or Acts of Par-merOnes. liament now in force (except where any Alteration is made by this Act), as fully and effectually, to all Intents and Purposes, as if the feveral Claufes, Powers, and Provifions, in fuch Acts, had been repeated and again enacted in the Body of this prefent Act.

III. And be it further enacted by the Authority aforefaid, That for and upon all Starch of what Kind Additional Duty foever, which, at any Time after the faid fifth Day of July one thoufand feven hundred and eighty, fhall of Id perPound, 'be made within the Kingdom of Great Britain, there fhall be raifed, levied, collected, and paid unto and for the Ufe of his Majefty, his Heirs and Succeffors, an additional Duty of one Penny for every Pound Weight, confifting of fixteen Ounces of Avoirdupoife, and after that Rate for a greater or lefler Quantity; the fame to be paid by the Makers thereof refpectively.

IV. And be it further enacted by the Authority aforefaid, That for all Starch which any Starchmakers, or any Perfon or Perfons in Truft for him or them, or for his, her, or their Ufe, fhall be poffeffed of, and interested in, upon the faid fifth Day of July one thoufand feven hundred and eighty, for Sale, there fhall be yielded and paid to his Majesty the like refpective Rates as are by this Act to be paid for the like Sorts of Starch refpectively, to be made or imported after the faid fifth Day of July one thoufand feven hundred and eighty; and that all and every the faid Starchmakers, and all and every other Perfon and Perfons who, in Truft for them, or any of them, or for the Ufe of them, or any of them, thall be poffeffed of, or have in his, her, or their Cuftody or Poffeffion, or in his, her, or their Workhoufe, Warehouse, Storehouse, Shop-room, or other Place or Places whatfoever, upon the faid fifth Day of July one thoufand feven hundred and eighty, any Stock, Parcel, or Quantity of Starch, of Foreign or British Manufacture, for Sale, fhall, on or before the faid fifth Day of July one thoufand feven hundred and eighty, make a true and particular Entry thereof, at the Office for the faid Duties on Starch, within the Limits of which they fhall refpectively inhabit, upon Pain to forfeit the Sum of fifty Pounds, and the Starch for which no fuch Entry fhall have been made; and within fix Days after he, fhe, or they fhall have made, or ought to have made, fuch Entry as aforefaid, fhall pay down the Duties hereby payable for fuch Starch, or, within the faid fix Days, fhall give Security to the proper Officers for paying the fame Duties, to his Majefty's Ufe, within three Months then next enfuing; and in cafe the faid Duties for fuch Stock of Starch be paid down within the faid fix Days, then there fhall be allowed out of the faid Duty, for fuch Prompt Payment, an Allowance, after the Rate of ten Pounds per Centum per Annum, for the faid Time of three Months; and that all and every fuch Starchmakers who fhall refule or neglect to make fuch Payment, or to give fuch Security for Payment of the faid Duties upon his, her, or their Stock of Starch, within the Time by this Act limited for that Purpose, fhall forfeit double the Sum of the faid Duty which should have been fo paid or fecured as aforefaid: And that it shall and may be lawful to and for the proper Officers for the fame Duties refpectively, to take a true and particular Account of all fuch Stock, or Quantities of Starch, as any Starchmaker, or others in Truft for them, fhall, on the faid fifth Day of July one thousand feven hundred and eighty, have or be poffeffed of; and for that Purpofe fhall be permitted, in the Day-time, to enter into any Workhouse, Warehoufe, Dwelling-houfe, Outhoufe, or other Places belonging to fuch Starchmaker, who are hereby required to permit fuch Officer and Officers upon Requeft, to make fuch Entrance on the faid fifth Day of July one thousand feven hundred and eighty, or afterwards, at any Time after the Duty last mentioned fhall be paid or fecured, and to take an Account of the Quantity of fuch Starch, under the Penalty of twenty Pounds: And if any Maker of Starch, having, on the faid fifth Day of July one thousand feven hundred and eighty, in his, her, or their Cuftody or Poffeffion, any Stock or Quantity of Starch chargeable by this Act as aforefaid, fhall clandeftinely remove or carry away, or caufe or fuffer to be removed or carried away, the fame, or any Part thereof, before the Duties thereupon fhall be paid or fecured as aforefaid, or fhall fraudulently hide or conceal any Part of his, her, or their faid Stock of Starch, then, and in every fuch Cafe, he, the, or they fo offending fhall, for every fuch Offence, forfeit the Sum of twenty Pounds; and in every fuch Cafe, the Starch fo removed or concealed fhall be forfeited, and fhall.and may be feized by any of the Officers for the faid Duties; and the Perfon in whole Cuftody fuch Stock of Starch fhall be found, who fhall not, before the Discovery thereof, give Notice, at the next Office for the faid Duties on Starch, of the Stock.or Quantity of Starch fo in his, her, or their Cuftody, fhall alfo forfeit and lofe the Sum of twenty Shillings for every Pound Weight; which faid feveral Fines, Penalties, and Forfeitures, fhall be fued for, levied, recovered, and mitigated, by fuch Ways and Methods as any Fine, Penalty, or Forfeiture may be fued for, recovered, or mitigated, by any Law or Laws of Excife, or by Action of Debt, Bill, Plaint, or Information, in any of his Majefty's Courts of Record at Westminster; and one Moiety of every fuch Fine, Penalty, and Forfeiture, fhall be to the Ufe of his Majefty, and his Heirs and Succeffors, and the other Moiety to him or them who shall difcover, inform, or fue for the faine.

V. And be it further enacted by the Authority aforefaid, That, from and after the faid fifth Day of
July one thousand feven hundred and eighty, there, fhall be raifed, levied, collected, and paid, unto and

of Great Britain, for Sale, by Infufion, Fermentation, or otherwife, from foreign Fruit or Sugar, or from Fruit or Sugar mixed with any other Ingredients or Materials whatsoever, commonly called Sweets, or called or diftinguifhed by the Name of Made Wines, for which no Duty hath been already paid, or thall be paid on or before the faid fifth Day of July one thousand feven hundred and eighty, an additional Duty of fix Shillings, to be paid by the Makers thereof, and fo in Proportion for a greater or leffer Quantity,

VI. And it is hereby further enacted by the Authority aforefaid, That the faid additional Duties hereby impofed on British-made Starch and on Sweets, as aforefaid, fhall be raised, levied, collected, and paid, in the fame Manner, and under fuch Management, Penalties, and Forfeitures, and with fuch Powers for recovering the fame, and by fuch Rules, Ways, and Methods, and with like Drawbacks on British-made Starch exported, as the former Duties on Starch made in Great Britain, and on Sweets respectively, are now raised, levied, collected, and paid, under the Directions of any Act or Acts of Parliament now in force refpecting the faid Duties, as fully and effectually, to all Intents and Purposes, as if the feveral Claufes, Powers, Directions, Rules, Penalties, and Forfeitures, relating thereunto, were particularly here repeated, and again enacted, in the Body of this prefent Act.

VII. And be it further enacted by the Authority aforefaid, That the faid feveral additional Duties herein before granted on British-made Starch, and on Sweets or made Wines, fhall be moreover fubject and liable to an additional Duty or Impoft of five Pounds per Centum on the Produce and Amount thereof; and that fuch additional Duty or Tmpoft of five Pounds per Centum fhall be raised, levied, collected, and paid, in the fame Manner, and under the fame Rules, Regulations, Powers, and Authorities, Ways and Means, Penalties and Forfeitures, as the additional Duty or Charge of five Pounds per Centum, granted to his Majefty by an Act made in the laft Seffion of Parliament, intituled, An Act for granting to his Majefty additional Duties upon the Produce of the feveral Duties under the Management of the refpective Commiffioners of the Cuftoms and Excife in Great Britain, are directed to be collected and paid.

VIII. And it is hereby further enacted by the Authority aforefaid, That the faid additional Impofts and Duties by this Act granted, fhall from Time to Time be paid into the Hands of the Receiver General of the Cuftoms and Excife in England refpectively for the Time being; and fuch Receivers General refpectively fhall weekly, to wit, on Wednesday in every Week, if it be not an Holiday, and if it be, then on the next Day after that is not an Holiday, anfwer and pay all the Monies arifing by the faid additional Impofts and Duties, the neceffary Charges of raifing, collecting, and anfwering the fame only excepted, into the Receipt of his Majefty's Exchequer, diftinct and apart from all other Monies which fuch Receivers General refpectively fhall receive for the Ufe of his Majefty, his Heirs and Succeffors, for the Ufes and Purposes in this Act mentioned.

IX. And be it further enacted by the Authority aforefaid, That there fhall be provided and kept in the Office of the Auditor of the faid Receipt of Exchequer, a Book or Books, in which all the Monies arifing from the faid feveral Impofts and Duties, and paid into the faid Receipt as aforefaid, fhall be entered feparate and apart from all other Monies paid and payable to his Majefty, his Heirs and Succeffors, upon any Account whatsoever; and the faid Money, fo paid into the faid Receipt of the Exchequer as aforefaid, fhall be a Fund for the Payment of the feveral Annuities, and all fuch other Charges and Expences, as are directed to be paid and payable pursuant to an Act of this prefent Seffion of Parliament, intituled, An Act for raifing a certain Sum of Money by Way of Annuities, and for eftablishing a Lottery.

X. And it is hereby enacted by the Authority aforefaid, That if any Perfon or Perfons fhall, at any Time or Times, be fued or profecuted for any, Thing by him or them done or executed in purfuance of this Act, or of any Matter or Thing in this Act contained, fuch Perfon or Perfons fhall and may plead the General Iffue, and give the Special Matter in Evidence for his or their Defence; and if upon Trial a Verdict thall pafs for the Defendant or Defendants, or, the Plaintiff or Plaintiffs fhall become nonfuit, then fuch Defendant or Defendants fhall have Treble Cofts to him or them awarded against such Plaintiff or Plaintiffs.

AnAct for appointing and enabling Commiffioners to examine, take, and state the publick Accounts of the Kingdom; and to report what Balances are in the Hands of Accountants, which may be applied to the publick Service; and what Defects there are in the present Mode of receiving, collecting, iffuing, and accounting for publick Money; and in what more expeditious and effectual, and lefs expenfive Manner, the faid Services can in future be regulated and carried on for the Benefit of the Publick.

WHEREAS many Duties, Taxes, and Monies, have been of late Years granted, raised, and counting for the Receipts, Iffues, and Expenditure of the fame, is attended with great Delay and Expence, and many and very extenfive Accounts remain unfettled, from whence great Inconvenience and

Wappropriated, for the publick Service of this Kingdom: And whereas the prefent Method of ac

Lofs to the Publick arife: Wherefore, to the Intent that his Majefty, and the People of this Kingdom, may be fatisfied and truly informed whether all the faid Duties, Taxes, and Monies, fo as aforefaid granted, raifed, and appropriated, for the publick Service of this Kingdom, have been faithfully iffued out, difpofed, ordered, and expended, for the Ends and Purposes for which they were granted; and also to the Intent that the Balances remaining in the Hands of the different Accountants may, as foon as poffible, be applied to the Ufe and Benefit of the Publick, and that the Defects in the prefent Method of collecting, iffuing, expending, and accounting for the faid Duties, Taxes, and Monies, may be corrected and amended, and that a more expeditious, more effectual, and lefs expenfive Method of collecting, iffuing, expending, and accounting for the fame, may from henceforth be eftablished;' be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament aflembled, and by the Authority of the fame, That Lieutenant General Sir Guy Carleton, Thomas Anguish Efquire, Arthur Pigot Efquire, Richard Neave Efquire, Samuel Beachcroft Esquire, James Tierney Esquire, and George Drummond Efquire, or any three or more of them, fhall be, and they are hereby constituted Commiffioners for examining, taking, and ftating the Accounts of all Duties, Taxes, and Monies, granted, raised, and appropriated, for the publick Service of this Kingdom, which have been iffued to any Perfon or Perfons whatfoever, whofe final Accounts have not hitherto been paffed before the Auditor of the Impreft, according to the Forms of the Exchequer, or whose Accounts, although paffed, have been for Services which have been performed fince the first Day of January one thousand feven hundred and feventy-fix; and alfo of all fuch Duties, Taxes, and Monies, which thall hereafter be granted, raised, and appropriated, for the publick Service of this Kingdom, at any Time before the Determination of this prefent Act, and of all Arrears thereof; and alfo for examining and stating in what Manner, and at what Times, the Receipts, Iffues, and Expenditures of the faid publick Monies are now accounted for; and for confidering of, and reporting by what Means and Methods the publick Accounts may in future be paffed, and the Accountants compelled to pay the Balances or Monies due from them in a more expeditious, more effectual, and less expensive Manner.

II. And, to the Intent that the Publick may fooner avail themselves of fome of the Advantages intended 'to be derived from this Act,' be it further enacted, That the faid Commiffioners fhall, in the first place, take an Account of the publick Monies in the Hands of the feveral Accountants, and for that Purpofe fhall call on them to deliver in a Cafh Account, and fhall confider what Sum it may be proper to leave in the Hands of each Accountant refpectively for carrying on the Services to which the fame is or may be applicable, and what Sums may be taken out of their Hands to be difpofed of by Parliament for the publick Service; all which they are hereby directed to report to his Majefty, and to both Houfes of Parliament, in the next Seffion of Parliament.

III. And be it further enacted, That it fhall and may be lawful to and for the faid Commiffioners, or Commiffioners any three or more of them, and they are hereby empowered, authorifed and required to examine upon ther to examine, on Oath, all other Oath (which Oath they, or any three or more of them, are hereby authorised to adminifter) the Auditors, Officers of the and all other the Officers of the Exchequer; the Commiffioners, and all other Officers of the Trea- Exchequer, fury; the Commiffioners, and all other the Officers of the Admiralty; the Paymafter General and Deputy Commillioners Paymasters of his Majefty's Army, and all other the Officers in the Office of the faid Paymafter; his Ma- of Treasury, &c, jelly's Secretary at War, and all other Officers dependent upon him and under his Controul; the Treasurer of his Majefty's Navy, and all other the Officers in the Office of the faid Treafurer; and the Comptrollers, Commiffioners, and Surveyor of his Majefty's Navy, and all other Officers dependent upon or under the Controul of the faid Comptrollers, Commiffioners, and Surveyor; the Commiffioners for victualling his Majefty's Navy, and all other the Officers dependent upon or under the Controul of the faid' Commiffioners; the Mafter General, Lieutenant General, Surveyor General, and Officers compofing the Board' of Ordnance, and all other the Officers dependent upon or under the Controul of the faid Mafter Ge-' neral, Lieutenant General, and Surveyor General, or Board of Ordnance; the Commiffioners, Collectors, Receivers, and all other the Officers and Perfons concerned or employed in collecting, receiving, or managing the several Branches of the publick Revenue; and alfo all Commanders in Chief of his Majefty's. Forces by Sea or Land, and all Governors, Commiffaries, or other Perfons having the Power of granting Warrants, or of ifsuing, difburfing, or expending Money belonging to the Publick, or of drawing Bills, or making Contracts, or purchafing Provifions or Stores, or other Neceffaries, or who have granted Wafrants, iffued, difburfed, or expended Money belonging to the Publick, or drawn Bills, or made Contracts,. or purchased Provifions, Stores, or other Neceffaries, for the Supply of his Majefty's Forces by Sea or by Land, or for the Defence of the Iflands or Places where they refpectively have had or have Commands; and all other Commiffaries, Mufter-mafters, and Agents, and all Perfons whatsoever, who have been concerned or employed in tranfporting, victualling, clothing, or fupplying his Majefty's Forces by Sea or by Land, or in remitting Money for the Ufe of the fame; and all other Perfons whom the faid Commiffioners, or any three or more of them, fhall think fit to examine touching the Receipt, Iffue, Expenditure, and Manner of accounting for the Duties, Taxes, and Monies, fo granted, raised, and appropriated, and touching all other Matters and Things neceffary for the Execution of the Powers vefted in the faid Commiffioners by the faid Act; all which Officers and Perfons are hereby directed and required punctually to attend the faid Commiffioners at fuch Time or Place as they, or any three or more of them, fhall appoint, and alfo to obferve and execute fuch Orders and Directions as the faid Commiffioners, or any three or more of them, hall make or give for the Purposes before mentioned.

And be it enacted by the Authority aforefaid, That the faid Commiffioners, or any three or more of them, fhall be, and are hereby empowered to examine into any corrupt and fraudulent Practices, or fraudulent Pracother Misconduct, committed by any Perfon or Perfons concerned in the Management of any of the

Duties, Taxes, or Monies, fo granted, raifed, or appropriated, as aforefaid; and for the better Execution of this prefent Act, the faid Commiffioners, or any three or more of them, are hereby authorised to meet and fit, from Time to Time, in the old Secretary of State's Office at Whitehall, or in any other Place where they fhall think fit, with or without Adjournment, and to fend their Precept or Precepts, under their Hands and Seals, for any Perfon or Perfons whatfoever; and for fuch Books, Papers, Writings, or Records, as they fhall judge neceffary, for their Information relating to the Accounts, Matters, and Things aforefaid; and all Bailiffs, Conftables, Sheriffs, and other his Majesty's Officers, are hereby required to obey and execute fuch Orders and Precepts aforefaid, as fhall be fent to them, or any of them, by the faid Commiffioners, or any three or more them, touching the Premifes: And the faid Commiffioners, or any three or more of them, are hereby authorised to appoint and employ fuch Clerks, Meffengers, and Officers, as they fhall think meet, and to give to every of the faid Clerks and Officers an Oath for his true and faithful Demeanor in all Things relating to the due Performance of the Truft repofed in him by the faid Commiffioners, and in all other Things touching the Premifes; which Clerks and Officers are hereby required faithfully to execute and perform the faid Truft in them feverally and refpectively repofed, without taking any Thing for fuch their Service, other than fuch Salary or Reward as the faid Commiffioners, or any three or more of them, fhall think fit to direct and appoint in that Behalf.

V. And be it further enacted, That the faid Commiffioners fhall, from Time to Time, at their Dif cretion, or as often as they fhall be thereunto required, and as foon as poffible after the Determination of their Examinations and Proceedings by virtue of this Act, without any further Requifition, give an Account of their Proceedings, in Writing under their Hands and Seals, or under the Hands and Seals of any three or more of them, to the King's mott Excellent Majefty, and to both Houses of Parliament; and fhall in like Manner report to his Majesty, and to both Houfes of Parliament, an exact State of the Fees or Gratuities paid or given in collecting, iffuing, expending, and accounting for, the faid publick Monies, and the Authority under which fuch Fees and Gratuities are paid or received; and alfo what Defects they have obferved, during the Course of their Examinations and Proceedings by virtue of this Act, in the prefent Mode of contracting for publick Services, or of executing publick Services by Agents, or of collecting, ifluing, expending, and accounting for, the publick Monies; and whether the faid Defects arife from any Omiffion or Mifdirection in the Laws refpecting the Courfe ufed in the Receipt of the Exchequer, or from any Defect in the Conftitution in the Offices of the Auditors of the Impreft, or from the Want of a fufficient Number of fit and able Affiftants employed by the faid Auditors, in the Execution of their Offices; or from any Defect in the Conftitution of any of the Offices concerned in ifluing, expending, and accounting for the Money appropriated to the publick Service, or from a Want of a fufficient Power to compel the feveral Accountants to pass their respective Accounts without Delay, or from any other, and what Caufe; and fhall in like Manner report to his Majefty, and to both Houses of Parliament, fuch Orders, Rules, and Regulations as in their Judgement fhall appear fit and expedient to be established, in order that the Duties, Taxes, and Monies, granted, raised, and appropriated for the publick Service of this Kingdom may hereafter be received, iffued, expended, and accounted for, in the Manner the most expeditious, moft effectual, moft beneficial and advantageous to the Publick.

VI. And be it further enacted, That no Perfon appointed a Commiffioner by this Act, fhall accept of or hold any Civil Office of Profit during Pleasure from or under his Majefty during the Continuance of this Act.

VII. And be it further enacted, That any three of the faid Commiffioners in this Act, before they enter upon the Execution of the fame, fhall take an Oath before the Chancellor of the Exchequer, or before the Mafter of the Rolls for the Time being (which they and either of them are hereby authorised and required to adminifter), the Tenor whereof fhall be as followeth; (that is to fay,)

A. B. do fwear, That, according to the best of my Skill and Knowledge, I will faithfully, impartially and truly execute the feveral Powers and Trufts vefted in me by an Act, intituled, An Act for appointing and enabling Commiffioners to examine, take, and State the publick Accounts of the Kingdom; and to report what Balances are in the Hands of Accountants, which may be applied to the publick Service; and what "Defects there are in the prefent Mode of receiving, collecting, iffuing, and accounting for publick Money, and "in what more expeditious and effectual, and lefs expenfrue Manner, the faid Services can in future be regulated and carried on for the Benefit of the Publick; according to the Tenor and Purport of the faid Act.'

And every other of the faid Commiffioners in the. Act named fhall likewife take the fame Oath before the faid three Commiffioncrs, who are hereby authorised and required to adminifter the fame after they shall Oath to the reft. themfelves have taken the faid Oath as aforefaid..

VIII. And be it further enacted, That the Lords Commiffioners of the Treasury, or Lord High Treasurer for the Time being, are hereby authorised and required to iffue and caufe to be paid all fuch Sums Pay of the of Money, not exceeding two thoufand Pounds, to fuch Perfon or Perfons as the faid Commiffioners, or any three or more of them, fhall, by Writing under their Hands, defire or direct, out of any Part of the publick Monies remaining in his Majefty's Exchequer; which Sums fo iffued and paid fhall be employed for the Payment of Clerks, Meffengers, and other Officers, and in defraying all other neceffary Charges in or about the Execution of the Powers of this Act, and in fuch Manner, and in fuch Proportions, as fhall be appointed by the faid Commiffioners, or any three or more of them, by Writing under their Hands and Seals, in that Behalf; the fame to be accounted for by the Perfon or Perfons to whom the fame fhall be ifflued or paid, according to the Courfe of his Majelty's Exchequer, without any Fees or other Charges

to be taken or demanded for the iffuing and Payment of the fame on the paffing of the faid, Accounts, other than fuch Sum as the faid Commiffioners, or any three or more of them, fhall appoint.

IX. And be it further enacted, That if any fuch publick Accountant is dead, the Executors or Adminiftrators of fuch deceased Accountant fhall, when required thereto by the Commiffioners, or any three or more of them, attend the faid Commiffioners, and obferve and execute the Orders and Directions of the faid Commiffioners, in like Manner as Accountants by this Act are required to do.

X. And be it further enacted, That this Act, fo far as relates to the Powers of taking, examining, and ftating Accounts, and adminiftering of Oaths and illuing of Precepts, fhall endure for the Space of one Year from the fifth Day of July one thousand seven hundred and eighty, and no longer.

An Act to repeal fo much of an Act, made in the thirteenth and fourteenth Years of the Reign of King CHARLES the Second, as restrains the Removal of Wool, and other Articles, to certain Times and Hours therein mentioned.

WHEREAS by an Act of Parliament, made in the thirteenth and fourteenth years of the Reign of 13 and 14. Car.2. King CHARLES the Second, intituled, An Act against the exporting of Sheep, Wool, Wool-fells,

Martlings, Sharlings, Yaru made of Wool, Wool-flocks, Fuller's-earth, Fulling Clay, and Tobacco-pipe Clay, it is, amongst other Things, enacted, That no Packs, Sacks, Bags, or Caík, of any Woo!, Woolfells, Mortlings, Shorlings, Yarn made of Wool, Wool-flocks, Fullers-earth, Fulling Clay, or Tobaccopipe Clay, fhall be laid or loaded on any Horse, Cart, or other Carriage whatfoever, or fhall be carried or conveyed by Land to or from any Place or Places within the Kingdom of England, Town of Berwick, or Dominion aforefaid, nor after the first Day of January one thousand fix hundred and fixty-two, in the Kingdom of Ireland, but in the Day-time, and at seasonable Hours; that is to fay, From and after the firft Day of March to the nine and twentieth Day of September yearly, between the Hours of Four of the Clock in the Morning and eight of the Clock in the Evening; and from the nine and twentieth Day of September to the firft Day of March yearly, between the Hours of Seven of the Clock in the Morning < and Five of the Clock in the Evening, under the Penalty of the Lofs and Forfeiture of all fuch Goods, or the Value thereof: And whereas, fince the making the faid recited Act, feveral other Regulations and Reftrictions have been established, by various other Acts of Parliament which are now in force, to prevent ' the Exportation of Wool, and the other Articles herein before mentioned; and it has been found very 'inconvenient, and in many Cafes impracticable, for the Growers and Manufacturers of and Dealers in Wool to remove their Wool to be manufactured, or to the publick Fairs and Markets in Great Britain, within the Times and Hours limited by the faid Act of Parliament herein before recited, without fuch an additional Delay and Expence to the Proprietors as would be greatly prejudicial and injurious to the 'Woollen Manufactures of this Kingdom: For Remedy whereof, may it pleafe your Majefty that it may 'be enacted;' and be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament aflembled, and by the Authority of the fame, That, from and after the first Day of June one thousand seven hundred and eighty, fo much of the herein before recited Act of Parliament, made in the thirteenth and fourteenth Years of the Reign of King CHARLES the Second, as reftrains the carrying or conveying of Wool, Wool-fells, Mortlings, Shorlings, Yarn made of Wool, Wool-flocks, Fullers-earth, Fulling Clay, or Tobacco-pipe Clay, within the Times and Hours in the faid Act mentioned, fhall be, and the fame is hereby repealed and made void; but fuch Wool, Wool-fells, Mortlings, Shorlings, Yarn made of Wool, Wool-flocks, Fullers-. earth, Fulling Clay, and Tobacco-pipe Clay, thall, in all other Refpects, be fubject and liable to the feveral Reftrictions and Regulations prefcribed by the faid recited Act, or by any other Act or Acts of Parliament respectively relating thereto which are now in force, in the fame Manner as if this Act had not been made.

ICA P. LVI.

An Act for continuing in the Poffeffion of the United Company of Merchants of England trading to the Eaft Indies, for a further Time, and under certain Conditions, the Territorial Acquifitions and Revenues lately obtained in the East Indies; and for reviving, and continuing for a further Tune, fo, much of an A&, made in the thirteenth Year of the Reign of his prefent Majefty, intituled, An Act for establishing certain Regulations for the better Management of the Affairs of the Eaft India Company, as well in India as. in Europe, as hath expired in the Courfe of the prefent Year; and for indemnifying the faid Company for any Money they have paid, or may pay, in or about the building of three Ships of the Line for the Service of the Publick.

"All the Territorial Acquifitions and Revenues, lately obtained in the Eaft Indies, to remain in Poffeffion "of the Company till April 5, 1781: No Dividend to be made by the Comyany before April 5, 1781, of more than eight per Cent. per Ann. The Company are to caufe to be made up half-yearly, during the "Continuance of this Act, an Account of the Profit and Lofs upon their Trade, &c. which fhall be "tranfmitted to the Commiffioners of the Treafury. The Company reftricted from accepting Bills “abové a certain Sum drawn on them by their Officers, &c. in the East Indies, without the Content of the Commiffioners of the Treafury."
