III. And be it further enacted by the Authority aforefaid, That, from and after the fift Day of August one thousand seven hundred and eighty, no Perfon whatfoever, required by this Act to be licensed, inall, ting out Horfes unless he or she be authorifed and enabled in the Manner herein after prefcribed, let out any Horfe for to travel Poft, &c. Hire, either by the Mile or Stage, or to draw any Coach, Berlin, Landau, Chariot, Calafh with four without Licence. Wheels, Chaife-marine, Chaife with four Wheels, or any Calath, Chaife, or Chair, with two Wheels, any other Carriage ufed in travelling 'oft, or otherwife, by whatfoever Names fuch Carriages now are, or hereafter may be called or known, upon which any Rate or Duty, Rates or Duties, under the Management of the Commiffioners of Excite for the Time being, is or are referved or made payable, for a Day,. or any lefs Period of Time, upon Pain to forfeit, for every fuch Offence, the Sum of five Pounds, to be. recovered and applied as herein after is directed.

IV. And be it further enacted by the Authority aforefaid, That, from and after the paffing of this. Any two Com Act, any two or more of his Majefty's Commillioners appointed for managing the Duties arifing by miffioners, or Stamps on Vellum, Parchment, or Paper, or fome Perfon duly authorised by them, fhall grant Licences Perfon authoto fuch Perfons who fhall apply for the fame, to let out Horfes for Hire, in Manner aforefaid, in any City, Town, or other Place within Great Britain, for the Space of one Year, to commence from the faid first Day of August one thoufand feven hundred and eighty, upon all Licences to be granted on or before that Day, and upon Licences to be firtt granted to any Ferion or Perfons after the faid firft Day of August one thoufand feven hundred and eighty, to commence from the Day of the Date of every fuch Licence; and all and every Perfon or Perfons who fhall take out fuch Licence for letting out Horfes for Hire in Manner aforefaid, thall take out a fresh Licence for another Year ten Days at the leaft before the Expiration of. that Year for which he, fhe, or they fhall be fo licenfed, if he, the, or they fhall continue to let out. Horfes for Hire in Manner aforefaid, and fhall in like Manner renew fuch Licence from Year to Year, paying down the refpective Sums due for fuch Licences, as long as he, fh, or they fhall continue to let. out Horfes for Hire in Manner aforesaid.

V. And be it further enacted by the Authority aforefaid, That no Poftmafter, Innkeeper, or other. Perfon whatsoever, licenfed or to be licensed by Authority of this Act, fhall, by virtue of one Licence, keep more than one Inn, Houfe, or other Place, for letting Horfes for the Purpoles aforefaid; but for each and every Inn, Houfe, or other Place, which any Poftmatter, Innkeeper, or other Perfon, thall keep for the Purpofes aforefaid, a feparate and diftinét Licence fhall be taken out and paid for by, fuch Poftmafter, Innkeeper, or other Perfon. VI. And be it further enacted by the Authority aforefaid, That every Poftmafter, Innkeeper, or other Perfon, fo licensed to let Horfes as herein before mentioned, fhall caufe the Words (Licenfed to let Poftborfes) to be painted or written, in legible Characters, either on a Sign hung out, or in fome. vifible Place, in the Front of his, her, or their Houle, Stables, or Out-offices, at the refpective Places at which he, the, or they let out Hories to Hire as aforefaid, to denote that fuch Poftmafter, Innkeeper, or other Perfon, is a Letter or Furnisher of Horfes, and authorised to furnish Travellers with the fame, purfuant to Law; and if any Poftmafter, Innkeeper, or other Perfon, fo licensed as aforefaid, fhall prefume to let out. Horfes for Hire, as herein before mentioned, without fixing or hanging out fuch Token as aforefaid, every. Poftmatter, Innkeeper, or other Perfon, fo offending, fhall, for every fuch Offence, forfeit and pay. the Sum of five l'ounds, to be recovered and diftributed as herein after is directed. VII. And be it further enacted by the Authority aforefaid, That every Poftmafter, Innkeeper, or Innkeepers, &t other Perfon fo licented as aforefaid, thall, if he, the, or they furnish his, her, or their own Chaifes, or other Carriages, at the fame Time with fuch Horfes let to Hire to travel Poft as aforefaid, mark or paint, or caufe to be marked or painted, on the outfide Pannel of the Door, or in fome confpicuous Part of the Chaife or other Carriage to furnished, his, her, or their Chriftian and Surname, and the Name of the City, Town, or Place of his, her, or their Abode, in large and legible Characters, and continue the fame thereupon fo long as fuch Chaife or Carriage thall be fo uted; and if any Perfon or Perfons fhall neglect the fame, or mark or paint, or caufe to be marked or painted, any falfe or fictitious Name, or Place of Abode, on fuch Chaife or other Carriage, he or the fhall forfeit, for every fuch Offence, the Sum of five Pounds.

Part of the Foot-board, or other Part of fuch Box or Seat, a Brafs or Tin Plate, upon which there shall be marked or engraved the Chriftian and Surname of every fuch Owner or Owners, and the Name of the City, Town, or Place of his, her, or their Abode, in large and legible Characters, and continue the fame thereon, and replace the fame as often as Occafion fhall require, during the Time fuch Coach or other Carriage as aforefaid fhall be fo ufed; and where fuch Carriages fo furnished as aforefaid fhall not have a Box or other outfide Seat for the Driver thereof, fhall affix upon a confpicuous Part of the Pole, Shaft, or Splinter-bar of every fuch Chaife or other Carriage as aforefaid, a Brafs or Tin Plate, upon which there fhall be marked or engraved the Chriftian and Surname of every fuch Owner and Owners, together with the Name of the City, Town, or Place of his, her, or their Abode, in large and legible Characters, and continue the fame thereon, and replace the fame as often as Occafion fhall require, during the Time any fuch Chaife or other Carriage as aforefaid fhall be fo ufed: And if any Perfon or Perfons fhall omit or neglect fo to do, or mark or engrave, or caufe to be marked on engraved, any falfe or fictitious Name or Place of Abode, on any fuch Plate fo to be affixed to any fuch Coach, Berlin, Landau, Chariot, Chaife, or other Carriage as aforefaid, he, fhe, or they fhall forfeit, for every fuch Offence, the Sum of five Pounds.

IX. And be it further enacted by the Authority aforefaid, That the faid Commiffioners appointed for managing the Duties arifing by Stamps on Vellum, Parchment, and Paper, fhall, at the Time of iffuing fuch Licence as aforefaid, deliver, or caufe to be delivered, to every Poftmafter, Innkeeper, or other Perfon, fo to be licenfed, printed or written Papers (intituled Stamp Office Weekly Account); in which fhall be inferted the Day of the Week, and Blanks left for the Number of Horfes and Miles, and for the Day of the Month, and the Names of the Poftillions or Drivers employed, to be filled up as herein after directed, according to the following Form, or fuch other Form as the faid Commiffioners fhall judge convenient for keeping fuch Accounts:

And fhall alfo deliver, or caufe to be delivered, a Number of Tickets, on which shall be printed or written

the Words (Stamp Office), and alfo the Word (Horfes), and 1, 2, 3, 4, 5, or 6, in Figures, as the Tickets may be intended to denote the Numbers; and likewife the Word (Miles), except where the Horfes are hired for a Day, or any lefs Period of Time, and then, instead of the Word (Miles), the Words (For a Day) fhall be inferted, and alfo the Amount of the Duty, at and after the Rate of one Shilling and fix Pence for each Horfe, according to the Number of Horfes exprefled by Figures on fuch Ticket, and fhall take efpecial Care that all Perfons fo licensed fhall be fufficiently furnished with fuch Account and Tickets; and in cafe any Officer employed in the Execution of this Act, in relation to the faid Rates and Duties, fhall refuse or neglect to do or perform any Matter or Thing by this Act required or directed to be done or performed by him, whereby any of his Majefty's Subjects fhall or may fuftain any Damage whatsoever, fuch Officer fo offending fhall be liable, in any Action to be founded on this Statute, to answer to the Party grieved all fuch Damages, with Treble Cofts of Suit.

X. And it is hereby further enacted by the Authority aforefaid, That each and every Postmaster, Innkeeper, or other Perfon, fo licensed to let Horfes for the Purposes aforefaid, fhall, at the Time of receivof Tickets unac- ing his, her, or their first Licence, give Security, by Bond, to his Majefty, his Heirs and Succeffors, in

the Sum of fifty Pounds, with a Condition that he, fhe, or they will, whenever thereunto required, redeliver, or caufe to be redelivered, the Stamp-office Tickets which he, fhe, or they may have received, and that may remain unaccounted for by him, her, or them; and that he, the, or they will alfo deliver to the Perfon or Perfons properly authorifed, by the Commiffioners appointed for managing the Duties arifing by Stamps on Vellum, Parchment, and Paper, to infpect the fame (and to receive the Money due thereon), the Stamp-office Account fo delivered to him, her, or them, as aforefaid, faithfully made out, figned, and attested, as herein-after directed, and make Payment of all fuch Sum and Sums of Money as fhall be due and payable to his Majefty, in purfuance of, and according to the true Intent and Meaning of this Act; and alfo truly and faithfully to obferve and perform all the Directions, Matters, and Things herein contained, on his, her, or their Behalf to be obferved and performed; and in cafe of the Non-performance or Breach of fuch Condition, it shall and may be lawful for the faid Commiffloners, or the Perfons fo appointed by them, to caufe each and every fuch Bond to be profecuted according to Law; and in cafe of Judgement against the Defendant, the faid Commiffioners may, if they fhall think fit, refufe to grant to fuch Perfon, against whom such Judgement fhall be obtained, any Licence to let Horfes as aforefaid in future.

XI. And be it further enacted by the Authority aforefaid, That all and every Postmaster, Innkeeper, or other Perfon, licensed as aforefaid, who fhall let Horfes to Hire by the Mile or Stage, to be ufed in travelling Poft, fhall, by themselves or Servants, previous to the ufing fuch Horfe or Horles, afk, demand, and receive, for the Ufe of his Majefty, his Heirs and Succeffors, of and from the Perfon or Perfons hiring the fame, the Sum of one Penny per Mile, for each Mile fuch Horfe fhall be fo hired to travel, at and Horfe is to tra after the Rate or Number of Miles which he, fhe, or they fhall charge fuch Traveller or Travellers for the Stage or Distance fuch Horfe may be hired to go; and fhall, at the fame Time he or the receives Payment of the Duty for fuch Horfe or Horfes, deliver, or caufe to be delivered, to the Perfon or Perfons hiring fuch Horfe or Horfes, one or more of the Stamp-office Tickets herein-before mentioned, as Occafion fhall require, and to which fuch Poftmafter, Innkeeper, or other Perfon, fhall add, or caufe to be added, if an Innkeeper, the Name of his Sign or Houfe, if not an Innkeeper, his or her Name; and he fhall alfo infert the Name of the City, Town, or Place, where fuch licensed Perfon refides; and, in Words or Figures, the Month and Day of the Month, and the Number of Miles for which fuch Horfe or Horfes are fo hired: And if any Poftmafter, Innkeeper, or other Perfon, under Pretence of there not being any Turnpike upon the Road through which he may be hired to go, or under any other Pretence whatsoever, fhall neglect to afk, demand, and receive, the faid Duty of one Penny per Mile from fuch Perfon or Perfons hiring fuch Horfe or Horfes, or fhall neglect or refufe to deliver the Ticket or Tickets, filled up as hereinbefore directed, to fuch Perfon or Perfons fo hiring the Horfes as aforefaid, fuch Postmaster, Innkeeper, or other Perfon, fhall, for every fuch Offence, forfeit and pay the Sum of ten Pounds; and moreover, in cafe of not receiving the faid Rate or Duty, be chargeable therewith to his Majefty, his Heirs and Succel fors, in the fame Manner as if he, fhe, or they, had actually received the fame.

XII. And be it further enacted by the Authority aforefaid, That all and every Traveller or Travellers, Travellers to to whom the Tickets, whereon fhall be expreffed the Number of Miles, fhall be delivered as aforefaid, if deliver Tickets they fhall pass through any Turnpike, fhall, at the firft Turnpike through which he, fhe, or they fhall pafs, at firft Turnpike deliver, or caufe to be delivered, to the Toll-gate Keeper there, the Ticket or Tickets fo given to him, her, or them, at the Place where he, fhe, or they hired fuch Horfe or Horfes, which the faid Toll-gatherer is hereby directed to receive and file; and if any Traveller or Travellers fo going Poft as aforefaid, fhall have neglected to take fuch Ticket or Tickets, or fhall not deliver, or caufe the fame to be delivered, he, the, or they fhall, before fuch Horfes be permitted to pafs through fuch Toll-gate, pay for every Horfe hired and ufed by fuch Traveller or Travellers, the Sum of one Shilling and fix Pence, which the Gate-keeper is hereby authorised to afk and demand, and not permit fuch Horfe or Horfes to pafs till he, fhe, or they fhall have paid the fame, or produced fuch Ticket or Tickets as aforefaid.

XIII. And be it further enacted by the Authority aforefaid, That all and every Poftmafter, Innkeeper, or other Perfon, fo licensed as aforefaid, who fhall let to Hire any Horfe or Horfes by the Day, or lefs Period of Time, as aforefaid, fhall, by themfelves or Servants, previous to fuch Horfe or Horfes being ufed, afk, demand, and receive, for the Ufe of his Majefty, his Heirs and Succeffors, of and from the Perfon or Perfons hiring the fame, the Sum of one Penny per Mile for each Mile fuch Horfe or Horfes fhall be fo hired to go, where the Distance fhall be afcertained; and where the Distance fhall not be afcertained, then the Sum of one Shilling and fix Pence for each Horfe fo hired, previous to fuch Horfe or Horfes being ufed; and fhall, at the fame Time, deliver, or caufe to be delivered, to the Perfon or Perfons fo hiring fuch Horfe or Horfes, one or more of the Stamp-office Tickets herein-before mentioned, with the Words (For a Day) inferted thereon, as Occafion fhall require; and to which every Poftmafter, Innkeeper, or other Perfon, fhall add, or caufe to be added, if an Innkeeper, the Name of his Sign or Houfe, if not an Innkeeper, his, or her Name; and he fhall alfo infert the Name of the City, Town, or Place, where fuch licensed Perfon refides, and, in Words or Figures, the Month, and Day of the Month and if any Poftmafter, Innkeeper, or other Perfon, fhall neglect to afk, demand, and receive the faid Duty of one Penny per Mile, or one Shilling and fix Pence for each Horfe, as the Cafe fhall happen to be, from fuch Perfon or Perfons hiring the fame, or fhall neglect or refufe to deliver the Ticket or Tickets fo filled up as aforefaid, fuch Poftmafter, Innkeeper, or other Perfon, fhall, for every fuch Offence, forfeit and pay the Sum of ten Pounds; and morcover, in cafe of not receiving the faid Rate or Duty, be chargeable therewith to his Majefty, his Heirs and Succeffors, in the fame Manner as if he, fhe, or they had actually received the fame."

XIV. And be it further enacted by the Authority aforefaid, That every Perfon or Perfons to whom fuch Day-ticket, as aforefaid, fhall be delivered, if he, fhe, or they fhall pass through any Turnpike in the fit Turnpike, Courfe of the Day for which fuch Ticket fhall be given, fhall, at the firft Turnpike through which he, fhe, or they fhall pafs, deliver, or caufe to be delivered, to the Toll-gate Keeper there the Day-ticket or Tickets fo given to him, her, or them, at the Place where he, the, or they hired fuch Horfe or Horfes, which the faid Toll-gate Keeper is hereby directed to receive and file; and in return for fuch Day-ticket or Tickets, every fuch Perfon or Perfons fhall receive, from the Toll-gate Keeper, a Ticket (called An Exchange Ticket), to be fupplied from the Stamp-office, which fhall contain the Name of the County in which the Turnpike fhall be, and the Words (Received Day-ticket); and alfo the Number of Horfes, in the Figures expreffed in fuch Day-ticket, together with the Name of the City, Town, or Place, at which fuch Day-ticket was given, and fome Mark or Number, denoting the particular Day on which fuch Exchange Ticket was iffued, in printed or written Letters or Figures; which faid Exchange Ticket the faid Toll-gatherer is hereby directed to deliver to fuch Perfon or Perfons gratis, in return for fuch Dayticket fo left with him as aforefaid; and which faid Exchange Ticket fo delivered fhall be fhewn by fuch Perfon or Perfons at every Turnpike through which he, fhe, or they fhall afterwards on that Day pafs with fuch Horfe or Horfes, for which fuch Day-ticket fhall have been given: And if any Perfon or Perfons, to whom fuch Day-ticket or Tickets fhall be delivered as aforefaid, shall neglect or refufe to leave the fame at fuch firft Turnpike, as aforefaid, or fhall refufe to fhew the Ticket, fo given to him in Exchange, at every Turnpike through which he, the or they fhall on that Day pafs, as aforefaid, he, fhe, or they fhall pay, for every Horfe then ufed by him, her, or them, the Sum of one Shilling and fix Pence before fuch Horfe or Horfes fhall pafs through fuch Turnpike, and the Gate-keeper or Gate-keepers thereof is and are hereby authorised to afk, demand, and retain the fame to his, her, or their own Ufe; and where the Name of the Owner of the Carriage fhall be marked on the Foot-board or Seat, or Pole, Shaft, or Splinter-bar, as herein-before is directed to be done, where the Carriage is let out to Hire at the fame Time with the Horfes, then fuch Gate-keeper or Gate-keepers fhall not permit fuch Horfe or Horses to pass through until fuch Traveller fhall have paid the fame, or left fuch Day-ticket or Tickets, or fhall have produced and fhewn fuch Exchange Ticket, as aforefaid.

XV. And be it further enacted by the Authority aforefaid, That if any Perfon or Perfons fhall take off, or caufe to be taken off, the Brafs or Tin Plate, herein-before directed to be affixed on Carriages used as herein-before mentioned, with an Intent to evade the Payment of the Duty, or the Sum of one Shilling and fix Pence for each Horfe to be paid at the Turnpike, as herein-before is directed; every fuch Perfon or Perfons fo offending, fhall forfeit and pay the Sum of five Pounds, to be recovered and applied in the fame Manner as the other Penalties in this Act are directed to be recovered and applied.

XVI. And be further enacted by the Authority aforefaid, That in cafe any Carriage, upon which any Brafs or Tin Plate is directed to be affixed as aforefaid, fhall pafs through any Turnpike without having fuch Brafs or Tin Plate then affixed thereon, in the Manner herein-before directed, the Driver or Drivers of every fuch Carriage fhall forfeit and pay the Sum of twenty Shillings, to be recovered and applied in the Manner herein-after appointed.

XVII. And, in order to prevent any Obftruction or Inconvenience to Travellers, where Horfes fhall be let to Hire for two Days, or more, be it enacted by the Authority aforefaid, That every Postmaster, Innkeeper, or other Perfon, when he hall let to Hire for two Days, or a longer Space of Time, any Horfes for drawing a Carriage on any Poft or publick Road, fhall deliver, or caufe to be delivered, to the Perfon travelling in fuch Carriage, or to the Driver thereof, a Note or Certificate, to be fupplied from the Stamp-office, on which fhall be engraved or printed (Hired for two or more Days), and to which fuch Poftmafter, Innkeeper, or other Perion, fhall add the Day of the Month, and the Name and Place of his Abode; and the Driver of fuch Carriage hall, at every Turnpike through which he fhall pafs, fhew to the Toll-gatherer there the Note or Certificate fo given to him as aforefaid: And if any Perfon or Perfons fo hiring fuch Horfes for the Purpofes aforefaid, thall have neglected to take fuch Note or Certificate as above fpecified, or fhall refufe to fhew the fame at the feveral Turnpikes through which he, she, or they fhall pafs, fuch Traveller or Travellers fhall pay, for every Horfe then ufed by him, her, or them, the Sum of one Shilling and fix Pence, before fuch Horfes be permitted to pafs fuch Toll-gate, which the faid Toll-gate Keeper is hereby authorifed to afk, demand, and receive, and to retain to his own Ufe, and not to permit fuch Horfes to pafs till fuch Travellers fhall have paid the fame, or produced fuch Note or Certificate as aforefaid; and if any Postmaster, Innkeeper, or other Ferfon, fhall, in fuch Note or Certificate, infert any false or fictitious Name, or Place of his, her, or their Abode, or fhall, in letting out fuch Horfes for the Purpofcs aforefaid, by any Device or Collufion pretend to hire for a longer Space of Time, with an Intent to evade the Duty hereby impofed, fuch Poftinafter, Innkeeper, or other Perfon, fhall, for every fuch Offence, forfeit the Sum of ten Pounds; and the faid Commiffioners fhall, if they think fit, after Conviction of fuch Offender, refuse to grant fuch Offender any Licence in future.

XVIII. Provided always, and it is hereby enacted and declared, That every Horfe, hired for the Purpofe of drawing any Carriage as aforefaid, for any lefs Period of Time than two complete Days, fhall be deemed, for the Purposes of this Act, to be hired for a Day, and shall be subject to all the Rules, Regulations, and Reftrictions, as Horfes hired for a Day, or less Period of Time, for drawing fuch Carriages as aforefaid, are by this Act made liable and fubject to.

XIX. And be it further enacted by the Authority aforefaid, That every Toll-gate Keeper who fhall have

out having received in lieu thereof the Stamp-office Day-ticket, as herein-before mentioned, er who fhall make, or permit or fuffer to be made, any Alteration in any of the Tickets hereby directed to be filed by him or her, after fuch Tickets fhall have come to his or her Cuftody, or fhall deliver any of the Tickets, directed to be received and filed by him or her, to any Perfon or Perfons other than the Perfon or Perfons dulyauthorifed, as herein-after mentioned, to receive the fame, he or fhe fhall, for every fuch Offence, forfeit and pay the Sum of twenty Shillings, to be recovered as herein-after is directed.

XX. And it is hereby further enacted by the Authority aforefaid, That every Poftmafter, Innkeeper, or other Perfon, fo licensed to let Horfes as aforefaid, fhall infert in the Account herein-before fpecified, fo delivered to him, her, or them, from the Stamp-office, the Number of Horfes ufed in travelling Poft, and the Number of Miles for which fuch Horfes fhall have been fo ufed, alfo the Number of Horfes let to Hire for a Day, or any lefs Period of Time, and the Day of the Month on which the fame were used, together with the Names of the Poftilions or Drivers employed; which faid Account shall be figned by fuch Poftmafter, Innkeeper, or other Perfon, fo licenfed as aforefaid, and witnefied by the Hoftler or other Servant employed in preparing and getting ready fuch Horfes, and fhall be open, when required, to the Infpection of any Perfon or Perfons duly authorised, under the Hands and Seals of the faid Commiffioners for managing the Duties on ftamped Vellum, Parchment, and Paper, to infpect the fame; and fuch Postmaster, At what Times Innkeeper, or other Perfon, fo licensed as aforefaid, refiding in the City of London or Liberty of Westminster, licenfed Perions fhall, the first Tuesday or Wednesday in every Month, and fuch other Perfon fo licenfed as aforefaid, refiding refiding in Lon within five Miles of the City of London or Liberty of Westminster, or within the Bills of Mortality, fhall, deliver their the first Thursday or Friday in every Month, or at fuch other Times as may be appointed by the faid Commiflioners, on publick Notice given in the Gazette, bring in and deliver to the Commiffioners, or to the Perfon or Perfons appointed by them for the Purpose of receiving the fame, at the Head Office, the Accounts herein-before directed, for the four Weeks ending on the Saturday preceding fuch Day of Delivery, and fhall, within eight Days thereafter, pay fuch Sum and Sums of Money which fhall appear to be due thereon to the Receiver-general for the Time being of the Duties on ftamped Vellum, Parchment, and Paper, or to the proper Officer for the Time being for collecting the faid Duties, for the Ufe of his Majefty, his Heirs and Succeffors, at the Head Office in Lincoln's Inn, or wherever elfe the fame may be held, upon Pain of forfeiting ten Pounds for every Default in not delivering in fuch Account, and double the Amount of the Money fo due and payable, from fuch Postmaster, Innkeeper, or other Perfon, for the said Rates or Duties, for the Nonpayment thereof.

Accounts, &

XXI. And it is hereby further enacted, That every Poftmafter, Innkeeper, or other Person so licensed as In other Part aforefaid, not refiding within the Cities of London or Weftmiufter, or within five Miles of the fame, or with- &c. in the Bills of Mortality, fhall, at fuch Times and Places to be appointed for that Purpofe, as herein-after mentioned, produce and deliver the Accounts herein-before directed for the Weeks ending on the Saturday preceding fuch Delivery, and then unaccounted for, to the Perfon or Perfons duly authorifed and committioned, under the Hands and Seals of three of the faid Commiffioners for managing the Duties on ftamped Vellum, Parchment, and Paper, to receive fuch Accounts, and the Money due thereon, and at the same Time pay to fuch Perfon or Perfons all Sum and Sums of Money which fhall appear to be due upon fuch Accounts, under the Penalty of ten Pounds for every Default in not delivering fuch Accounts, and double the Amount of the Money due and payable from fuch Postmaster, Innkeeper, or other Perfon, for the faid Rates or Duties, for the Nonpayment thereof.

XXII. And be it further enacted by the Authority aforefaid, That every Poftmafter, Innkeeper, or other Perfon, fo licensed as aforefaid, fhall enter or cause to be entered, in his weekly Account, the Tickets fo iffued by him, her, or them, on the Day in which the fame fhall be iffued; and if any Postmaster, Innkeeper, or other Perfon, fhall date any of the Pofting Tickets, or Day Tickets by him or her delivered, in any other Manner than as the fame fhall, at the Time of fuch Delivery, be entered in his or her weekly Account or Accounts, he, fhe, or they fhall, for every fuch Offence, forfeit and pay the Sum of twenty Shillings; to be recovered and applied as herein-after is directed.

XXIII. And be it further enacted by the Authority aforefaid, That all and every Ticket, delivered from the Stamp-office, that fhall appear with the Number of Miles expreffed therein, either in Words or Figures, fhall be deemed a Ticket upon which the Duty has been received, and fhall be accounted and paid for by the Postmaster, Innkeeper, or other Perfon, according to fuch Number of Horfes and Miles marked thereon, at and after the Rate aforefaid.

XXIV. And it is hereby further enacted by the Authority aforefaid, That every Postmaster, Innkeeper, Penalty on Po or other Perfon, fo licensed as aforefaid, who fhall be guilty of any wilful Concealment, or making falfe mafters, &c. Accounts, or any other fraudulent Contrivance, Device, or Pretence whatfoever, with an Intent or Defign to defraud his Majefty, his Heirs or Succeffors, of any of the Rates or Duties impofed by this Act, or any Part thereof, fuch Poftmafter, Innkeeper, or other Perfon, fhall forfeit the Sum of twenty Pounds, to be recovered as herein-after directed; and the faid Commiffioners fhall and may, if they fhall fo think fit, after Judgement obtained against fuch Offender, refufe to grant to fuch Offender any Licence in

future.

XXV. And, in order to prevent the evading the Payment of the Duties hereby granted, by permitting Carriages conveying Perfons Poft to be drawn by Horfes which have paid the Duty for the Stage, under the Pretence of fuch Horfes being upon the Return Home; be it further enacted by the Authority aforefaid, That every Poftmafter, Innkeeper, or other Perfon, who fhall take the Hire for fuch Horfes by the Every Pofting Mile, or from Stage to Stage, fhall be confidered as the Perfon to whom the Duties herein-before granted fter, &c. ace fhall be paid, and fhall be chargeable with, and accountable for the fame, as if fuch Poftmafter, Innkeeper, or P 2
