LETTER OF TRANSMITTAL.

SIR: In 1877 a compilation of the acts of Congress relating to the improvement of rivers and harbors, from August 11, 1790, to August 14, 1876, was prepared under the immediate direction of General John G. Parke, lieutenant-colonel of Engineers, in charge of the River and Harbor Division of this office, and an edition of 300 copies printed under the authority of the Secretary of War.

In 1885, the edition having become exhausted, a second edition bringing the compilation down to March 3, 1885, was prepared, and submitted to the Secretary of War with the following communication:

OFFICE OF THE CHIEF OF ENGINEERS,

UNITED STATES ARMY, Washington, D. C., June 24, 1885.

GENERAL: On the 22d March, 1877, I had the honor of submitting to the Chief of Engineers a compilation of the acts of Congress relating to the improvement of rivers and harbors, embracing a period extending from August 11, 1790, to August 14, 1876.

By authority of the Secretary of War the compilation was printed for the use of the Engineer Department. That edition being exhausted, a second has been prepared, which includes, in addition to the acts above named, those passed during the interval ending with the Forty-eighth Congress-March 3, 1885-and is here with submitted, with the recommendation that 500 copies be printed for the use of this office. It gives me pleasure to acknowledge the valuable assistance rendered by Mr. P. J. Dempsey in the preparation of this edition.

Respectfully returned to the Chief of Engineers. After careful consideration the Secretary of War is of opinion that he has no authority to authorize the publication of this compilation in view of the provisions of the act of July 7, 1884, restricting the public printing to documents or matter of any character which is authorized by law and necessary to administer the public business.
