Cyclopedic Law Dict. p. 211. ble The right to recover costs in suits in the federal courts, and the items to be recovered, depend in part upon statutory law, in part upon rules prescribed by the courts, and in part upon custom. The statutes rec ognize the right or the practice of recovery, and are directed mainly to prescribing limitations to certain items of taxation, and, apparently, to clothing courts of equity with power to make their own rules with respect to the taxation of other items.
