The subcommittee met at 10 a. m., pursuant to call, in the Interstate and Foreign Commerce Committee room, United States Capitol, Senator Homer E. Capehart, chairman of the subcommittee, presiding: Present: Senator Capehart.

Also present were: Mr. Rex Lee, Assistant Director, Division of Territories and Island Possessions, Department of the Interior; Irwin Silverman, counsel, Division of Territories and Island Possessions, Department of the Interior; and Charles R. Seal, Director, Bureau of Water Carriers and Freight Forwarders, Interstate Commerce Commission.

Senator CAPEHART. The subcommittee will come to order.

This morning we will hear the proponents of the legislation, pending bills S. 1834 and S. 2092, which will be inserted in the record at this point.

A BILL To amend section 8 of the Act of June 17, 1886, as amended (46 U. S. C., sec. 289), and section 27 of the Merchant Marine Act, 1920, as amended (46 U. S. C., sec 883)

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 8 of Act of June 19, 1886, as amended (46 U. S. C., sec. 289), if further amended by striking out the final period and inserting in lieu thereof a colon and the following: "Provided, That the provisions of this section shall not apply to passengers transported between ports within Alaska."

SEC. 2. The second proviso in section 27 of the Merchant Marine Act, 1920, as amended (46 U. S. Ĉ., sec. 883), is further amended by striking out the word "excluding" and inserting in lieu thereof the word "including".

A BILL To amend section 8 of the Act of June 19, 1886, as amended, and section 27 of the Merchant Marine Act, 1920, as amended, to enable the people of Alaska to obtain needed shipping service

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 8 of the Act of June 19, 1886, as amended (46 U. S. C., şec. 289), is further amended by striking out the final period and inserting in lieu thereof a colon and the following: "Provided, That the provisions of this section shall not apply to passengers transported between points within Alaska by Canadian vessels operating on regular routes between points in British Columbia and Alaska if tariffs have been filed or shall hereafter be filed with the Interstate Commerce Commission for such routes."
