EXHIBIT C-1

August 22, 1917.

Mr. G. Ekstrom,

78 Wall Street,

New York City, N. Y.

DEAR SIR:

Your letters of July 31 and August 1 regarding ships stores for the M. S. Pacific and M. S. Kronprins Gustaf Adolf have been received.

At present applications for ship stores should be made to collectors of customs and we suggest that if the collector deems the quantity excessive on your first application, you make a new application to the collector for the quantity which he is willing to authorize, and make another application to us for the balance which you desire to ship.

If occasion arises to make application to us, please state when doing so what quantity has already been authorized by the collector of customs, as this will save considerable delay.

Yours very truly,

[No signature on copy] Assistant Chief, Division of Export Licenses

[blocks in formation]

I beg to thank you for your favor of the 19th instant, from which I note that the understanding about one trip of the M. S. Valparaiso is correct, but that the second one has not yet been provided for. Will you kindly advise me as to the procedure for obtaining a formal bunker license at St. Thomas?

M. S. Kronprins Gustaf Adolf
M. S. Pacific

I have also been advised that these two vessels have been chartered to load in United States cargoes of heavy grain for Rotterdam, on account of Belgian Relief, and that these two vessels should be inspected at port of loading. Further it is agreed that each vessel should receive 350 tons of Diesel oil, outside of the quantities they have already on board. In order to obtain this license, the vessels should not have to give a guarantee to return to the States, but on the other hand, should be chartered for a second voyage from River Plate to Rotterdam, on the same conditions as the M. S. Valparaiso. Consequently, after having brought the cargo from here to Rotterdam,

these ships would have to proceed to Sweden to load cargoes for South America and thereafter return with cargoes for Belgian Relief to Rotterdam.

I suppose that you have already been advised about this arrangement and that you are in accord with same.

Very truly yours,

(Signed)

G. EKSTROM

Referring to your favor of December 21 and the voyage of the steamship Valparaiso, we are sending a memorandum in regard to the bunker license which should be applied for at this Board from the Bureau of Transportation.

In regard to the Kronprins Gustaf Adolf and the Pacific, I have this matter in hand and will advise you further regarding same shortly.

Very truly yours,

F. C. M.
