PREFACE.

THE last preceding edition of this Volume was published in 1894, and since that time the school boards, the metropolitan administrative vestries, and the Woolwich local board have ceased to exist. The duties of the first of these have been transferred to the borough and county councils, and the place of the last two has been taken by the metropolitan borough councils elected under the London Government Act, 1899.

The elections dealt with by this book are those to—

Borough Councils;

County Councils;

Parish Councils;

Rural District Councils;

Urban District Councils;

Boards of Guardians outside London;

Boards of Guardians in London;

Metropolitan Borough Councils; and

Municipal elections in the City of London.

The procedure at all these elections, except those in the City of London, has been in most respects assimilated, but there is one anomaly which still exists, viz., that at elections to parish and district councils, boards of guardians, and metropolitan borough councils, there is no limit to the expenses which may be incurred on account of and in respect of the conduct and management of the election, as there is at elections to borough and county councils and at municipal elections in the City of London.
