Matters relating to inspections and the decision of certain other classes of cases having been assigned to the Assistant Secretary of War by orders of the Secretary of War dated December 27, 1893, any authority heretofore granted chiefs of bureaus to direct the disposition of property borne on inventory and inspection reports, or to decide cases other than those which they are authorized to decide in their own names, "by order or authority of the Secretary of War," is hereby revoked. CIRCULAR,

No. 1.

WAR DEPARTMENT, Washington, January 27, 1894.

Circular of April 19, 1889, is amended to read as follows: Upon the receipt at the War Department of reports, maps, plans, &c., from military attachés at United States embassies and legations in foreign countries, they will be sent, without formal entry, to the Military Information Division of the Adjutant General's Office, where the necessary notation will be made and registered.

The reports will then be filed in the Military Information Division for preservation and future reference. Inclosures accompanying the reports, may, at the discretion of the Adjutant General, be turned over to any bureau of the War Department to which they particularly relate.

Chiefs of bureaus are invited to furnish the Military Information Division, from time to time, with lists of inquiries they may desire to have submitted to the military attachés for investigation and report.
