ADJUTANT GENERAL'S OFFICE,

I--By direction of the Secretary of War, the following will be inserted in the Army Regulations and numbered paragraph 1981:

1984. The clerks and messengers authorized by the act of August 6, 1894, at the Headquarters of the Army, the several department headquarters, the recruiting headquarters and rendezvous, the Military Academy at West Point, the Artillery School, the Infantry and Cavalry School, and the Cavalry and Light Artillery School, will be employed and apportioned to the several headquarters and stations by the Secretary of War, and shall not be ordered away therefrom without his authority. Their distribution to headquarters and stations will be determined in orders, from time to time, according to the exigencies of the service. Their duties will be distributed and regulated, at headquarters and stations, by the respective commanders concerned.

II. By direction of the Acting Secretary of War, paragraph 1807 of the Regulations (General Orders, No. 74, Adjutant General's Office, August 20, 1891) is amended to read as follows:

TROUSERS.

1807. For enlisted men of all arms, except the Corps of Engineers.-Light-blue kersey; to be cut and made in accordance with standard patterns in the office of the Quartermaster General. Mounted troops to have a reinforce or saddle-piece of the same material on seat and legs.

For all enlisted men of the Corps of Engineers.—Of dark-blue kersey, of same pattern as for other foot troops.

Washington, November 15, 1894. The following tables are published for the information of the Army:

1. The competitors named in accompanying Table I are announced as the winners of the prizes prescribed in paragraphs 600 and 602, Small-Arms Firing Regulations, as amended by General Orders, No. 143, series of 1890, Headquarters of the Army.

2. The competitors named in accompanying Tables II and III, and the first three named in accompanying Tables IV and V, are announced as the winners of the prizes prescribed in paragraphs 603, 604, and 605, Small-Arms Firing Regulations.

3. The marksmen named in accompanying Table VIII, having fulfilled the conditions prescribed in paragraph 605, Small-Arms Firing Regulations, are hereby transferred to the class of "distinguished marksmen."
