It is hereby notified, that the Lords Commis‣ sioners of the Admiralty have received a despatch from Rear-Admiral Sir M. Seymour, K.C.B., Commanding Her Majesty's Naval Forces at Canton, dated from on board Her Majesty's ship Calcutta, at Hong Kong, 14th February, 1858, in which he states that the Blockade of the Port and River of Canton was raised by the Allied Forces of Her Majesty, and of His Majesty the Emperor of the French, on the 10th February, 1858.

The Queen has been pleased to grant unto the Reverend William John Chesshyre, M.A., the place and dignity of a Canon of the Metropolitical Church of Canterbury, void by the cession of the Reverend Arthur Penrhyn Stanley.

The Queen has been pleased to grant unto James Banks, of Moor Court, in the parish of Pembridge, in the county of Hereford, Clerk, second son of Richard Banks, of Kington, in the said county, Gentleman, by Esther, his late wife, eldest daughter and co-heir of William Davies, of Talgarth, in the county of Brecon, Gentleman, deceased, and niece of James Davies, late of Moor Court aforesaid, Esquire, also deceased, Her royal licence and authority that he may, in compliance with a proviso contained in the last will and testament of the said James Davies, take and use the surname of Davies only:

And also to command that the said royal concession and declaration be registered in Her Majesty's College of Arms.

The Lords Commissioners of Her Majesty's Treasury having certified to the Commissioners for the Reduction of the National Debt, in pursuance of the Act, 10 Geo. 4, c. 27, sec. 1, that the actual surplus revenue of the United Kingdom of Great Britain and Ireland, beyond the actual expenditure thereof, for the year ended the 31st day of December, 1857, amounted to the sum of thirty-six thousand and ninety-seven pounds eight shillings and four pence;

The Commissioners for the Reduction of the National Debt hereby give notice, that the sum of nine thousand and twenty-four pounds seven shillings and one penny, being one-fourth part of the said surplus of thirty-six thousand and ninetyseven pounds eight shillings and four pence, will

be applied, under the provisions of the said Act, beween the 6th day of April, 1858, and the 30th day of June, 1858, to the following purposes; viz. : To be applied towards the Re

duction of the National Debt Add Interest receivable on account of Donations and Bequests, to be applied to the purchase of Stock
