2. No resignation shall be complete and valid until an Instrument under the Seal of the College, declaratory thereof, in such form as the Council shall from time to time direct, be delivered to the Fellow or Member resigning.

SECT. XX.-CERTIFICATE OF DIPLOMA.

A Certificate that a Diploma has beem obtained by any Member shall not be granted to or for any Person whomsoever without the authority of the Court of Examiners; and for which Certificate Five Guineas shall be paid, over and above all charges of Stamps, unless it shall appear to the Court that such Diploma has been destroyed or irrevocably lost by fire, shipwreek, or other accident; in which case the fee of Five Guineas may be remitted.

SECT. XXI.-ADMISSION TO THE FELLOWSHIP BY EXAMINATION.

1. The Council of the College shall annually (in the month of July) publish in the 'London Gazette' a list of all such Hospitals and Schools of Surgery and Medicine as, for the year commencing from the First day of August then next ensuing, will be considered as recognised Hospitals and Schools, from which Certificates of the professional education of Candidates for the Fellowship will be received.

2. Except in the cases and instances herinafter provided for to the contrary, every Candidate for the final examinatiou for the Fellowship, whether a Member of the College or not, shall produce Certificates satisfactory to the Court of Examinersa. That he is twenty-five years of age.

b. That he has passed the Preliminary Examination appointed by the Council, or that such Certificate or Degree as mentioned in Section XIII. clause 2 has been accepted by the Council in lieu thereof.

c. That he has been engaged during not less than six years in the acquirement of professional knowledge, in such manner as the Council shall from time to time direct.

3. No person shall be entitled to the Diploma of Fellow without having passed an Examination in Medicine, as provided by Section XXIV., or having in lieu thereof produced to the Court of Examiners such Medical degree, Diploma, Licence, or Certificate as shall be considered by the Council equivalent to passing such Examination.

4. The Council shall have power from time to time to make such Rules and Regulations respecting the professional education of Candidates for the Fellowship as they may think proper.

5. In the case of a Candidate who shall have taken by the Examination the Degree of Bachelor or Master of Arts in any University in the United Kingdom recognized by the Council for this purpose, it shall be sufficient for him to produce a Certificate or Certificates that he has been engaged for five years (instead of six years) in the acquirement of professional knowledge in such manner as the Council shall from time to time direct.

6. Any Member of the College shall, after the expiration of eight years from the date of his Diploma, be entitled to be admitted to the professional examination for the Fellowship upon the production of a Certificate, signed by three Fellows, that he has been for eight years in the Practice of the profession of Surgery, and that he is a fit and proper person to be admitted a Fellow if upon examination he shall be found qualified.

7. The professional examination for the Fellowship shall be divided into two parts, viz.

a. The first Examination to be on Anatomy and Physiology.

b. The second Examination to be on Pathology, Therapeutics, and Surgery, and on such other subjects as the Council may from time to time consider necessary. In order to be admitted to the First or Anatomical and Physiological Examination, the Candidate shall produce Certificates

c. That he has passed the preliminary Examination appointed by the Council, or that such Certificate or Degree as mentioned in Section XIII. clause 2 has been accepted by the Council in lieu thereof.

d. That he has been engaged during not less than three Winter Sessions in the acquirement of professional knowledge, in such manner as the Council shall from time to time direct,

Except in the cases and instances hereinbefore provided to the contrary, in order to be admitted to the Second professional Examination, the Candidate shall produce Certificates

e. That he is twenty-five years of age.

f. That he has been engaged for six years in the acquirement of professional knowledge, in such manner as the Council shall from time to time direct.

Prior to his admission to the First or Anatomical and Physiological Examination, the Candidate shall pay

g. A fee of Five Guineas, to be allowed on the fee for the Diploma of Fellow, but to be retained in case of rejection.

Prior to his admission to the Second professional Examination, the Candidate shall be required to pay

h. A fee of Five Guineas (if a Member) over and above all charges for stamps, to be retained in case of rejection.

i. A fee of Twenty-five Guineas (if not a Member) over and above all charges for Stamps, of which Five Guineas will be retained in case of rejection.

8. Examinations for the Fellowship shall be held at such periods as the Council shall from time to time determine.

9. The Examinations shall be conducted in such manner as the Court of Examiners shall from time to time direct.

10. Every Member of the College shall, prior to his admission as a Fellow by examination, make and subscribe his name to the following Declaration, in the presence of the Court of Examiners, viz. :

"I, A. B., of C., Member of the Royal College of Surgeons of England, do solemnly and sincerely declare that, while a Fellow of the said College, I will observe the Bye-Laws thereof relating to the Fellowship, and will obey every lawful Summons issued by order of the Council of the said College, having no reasonable excuse to the contrary."

11. Every Member of the College shall, prior to his admission as a Fellow, subscribe his name to a Copy of the Bye-Laws relating to the Fellowship, in testimony of having engaged himself to the observance thereof.

12. Every Member of the College shall, prior to his admission as a Fellow, pay the sum of Ten Guineas over and besides all charges for Stamps; but the sums paid by him on his first and second professional examinations shall be allowed him against that amount.

13. Every person not previously a Member of the College shall, prior to his admission as a Fellow, make and subscribe his name to the following Declaration, in the presence of the Court of Examiners, viz. :

"I, A. B., of C., do solemnly and sincerely declare that, while a Fellow or Member of the Royal College of Surgeons of England, I will observe the Bye-Laws

thereof, and will obey every lawful Summons issued by the Council of the said College, having no reasonable excuse to the contrary, and will to the utmost of my power maintain the dignity and welfare of the College."

14. Every person not previously a Member of the College shall, prior to his admission as a Fellow, subscribe his name to a copy of the Bye-Laws of the College.

15. Every person not previously a Member of the College shall, prior to his admission as a Fellow, pay the sum of Thirty Guineas over and besides all charges for Stamps; but the sums paid by him on his preliminary and professional examinations shall be allowed him against that amount.

16. The Diploma of a Fellow shall be in such form as the Council may from time to time direct.

17. The Seal of the College shall be affixed to the Diploma of every Fellow, and such Diploma shall be signed by the Members of the Court of Examiners present at the Examination of such Fellow.

18. When more than one Member of the College shall be admitted to the Fellowship at the same time, the Diplomas shall be issued and numbered according to the priority of the dates of their respective Diplomas as Members; and should a person not previously a Member be admitted a Fellow at the same time as a Member or Members, the Diploma or Diplomas of such previous Member or Members shall take the precedence.

SECT. XXII.—ADMISSION OF MEMBERS TO THE FELLOWSHIP BY ELECTION.

1. Members of the College of fifteen years' standing who were Members on the fourteenth day of September, one thousand eight hundred and forty-three, desirous of admission to the Fellowship otherwise than by Examination, shall transmit or deliver to the Secretary of the College, or person acting for him, a Declaration signed by himself, in the following terms, namely:

“I, A. B., of C., a Member of the Royal College of Surgeons of England, do declare that I do not sell or supply Drugs or Medicines, (or that) I do not sell or supply Drugs or Medicines (otherwise than in the due exercise or practice of my Profession as an Apothecary)."

Together with a Certificate in the following terms, namely

"We, the undersigned Fellows of the Royal College of Surgeons of England, do, from our personal knowledge of the high moral character and professional attainments of A. B., of C., declare that in our opinion he is deserving of the honour of the Fellowship of the said College, and that he does not sell or supply Drugs or Medicines, (or that) he does not sell or supply Drugs or Medicines (otherwise than in the due exercise or practice of his Profession as an Apothecary). We therefore recommend the said A. B. to the Council to be admitted a Fellow of the College." 2. In the case of a Member resident in the United Kingdom, such Certificate shall be signed by six Fellows of the College.

3. In the case of a Member absent from the United Kingdom, in the Service of the Royal Army or Navy, such Certificate shall be signed by two Fellows of the College, and also by the Officer superintending the Medical department of the Service to which such Member shall belong.

4. In the case of a Member absent from the United Kingdom, in the Service of the Honourable East India Company, such Certificate shall be signed by two Fellows of the College, and also by the Secretary to the Military department of the said Company.

5. In the case of Members resident in any of the British Colonies, Plantations, or Dependencies, such Certificate shall be signed by two Fellows of the College, and also by the Governor, Lieutenant-Governor, or Superintendent of such Colony, Plantation, or Dependency, whose signature shall be verified by the Secretary or one of the Under Secretaries of State for the Colonies.

6. The said Declaration and Certificate shall be received at least seven days before the Meeting of the Council at which the Ballot shall be taken for the election of the said Member into the Fellowship.

7. The proposition for the admission of a Member of twenty years' standing to the Fellowship under the authority of the Fifth Section of the Charter of the fifteenth of Victoria shall be made at the Quarterly Meeting of the Council in January.

8. At the time of any such proposition being made, a recommendation for the admission to the Fellowship of the Member proposed shall be laid before the Council which recommendation shall be signed by six Members of the Council, and shall declare that from their personal knowledge of the party proposed he is in their opinion a fit and proper person to be admitted into the Fellowship.

9. The Council shall ballot upon the admission of any person so proposed at the Quarterly Meeting of the Council in April next succeeding.

10. The Fee of Ten Guineas payable upon the admission of Members to the Fellowship by election shall be paid at or before the issue of the Diploma of Fellowship.

11. The Names of such Fellows as shall be elected as aforesaid shall be entered upon the List or Register of Fellows according to the dates of their election; and when more than one shall be elected upon the same day, their names shall take precedence according to the priority of their Diplomas as Members.

12. No Member of the College, admitted to the Fellowship by election, shall exercise any right or privilege he shall have acquired as a Fellow until he shall have signed a copy of the Bye-Laws of the College, in testimony of having engaged himself to the observance thereof, and made and subscribed the following Declaration in the presence of the Council, viz. :

"I, A. B., of C., Member of the Royal College of Surgeons of England, do solemnly and sincerely declare that, while a Fellow of the said College, I will observe the Bye-Laws thereof, and will obey every lawful summons issued by order of the Council of the said College, having no reasonable excuse to the contrary. And I make this solemn Declaration by virtue of the provisions of an Act passed in the sixth year of the Reign of His late Majesty King William the Fourth, intituled an Act to repea l an Act of the present Session of Parliament, intituled an Act for the more effectual Abolition of Oaths and Affirmations taken and made in various departments of the State, and to substitute Declarations in lieu thereof, and for the more entire suppression of voluntary and extra-judicial Oaths and Affidavits, and to make other provisions for the abolition of unnecessary Oaths."

SECT. XXIII.-AD EUNDEM ADMISSIONS.

1. Any Fellow of the Royal College of Surgeons in Ireland, of the Royal College of Surgeons of Edinburgh, or of the Faculty of Physicians and Surgeons of Glasgow, who shall be desirous of Admission to the Fellowship of this College, shall transmit or deliver to the Secretary of the College, or person acting for him, his Diploma, an Application to be so admitted, and a Declaration signed by himself in the following terms:

"I, A. B., of C., Fellow of D., do hereby declare that I was duly admitted to such Fellowship, having previously passed the necessary Examination or Examinations

required by the Bye-Laws or Regulations of the said Royal College (or Faculty), and that I am in the bona fide Practice of the Profession of a Surgeon in England (or Wales), and that I do not sell or supply Drugs or Medicines, (or that) I do not sell or supply Drugs or Medicines otherwise than in the due exercise or practice of my profession as an Apothecary."

Together with the foregoing Declaration shall be transmitted or delivered the following Certificate:

"We, the undersigned Fellows of the Royal College of Surgeons in Ireland (or of Edinburgh), (or of the Faculty of Physicians and Surgeons of Glasgow), do hereby certify that A. B., of C., Fellow of the said Royal College (or Faculty), is, from his moral character and professional attainments, a fit and proper person to be admitted to the Fellowship of the Royal College of Surgeons of England, and that he does not sell or supply Drugs or Medicines, (or that) he does not sell or supply Drugs or Medicines otherwise than in the due exercise or practice of his profession of an Apothecary; and we accordingly recommend him to the Council of the said College to be admitted a Fellow thereof."

2. The foregoing Certificate shall be signed by six Fellows of the College (or Faculty) of which the said applicant shall be a Fellow.

3. A similar Certificate signed by six Fellows of this College shall also be transmitted or delivered with the foregoing Declaration and Certificate.

4. Any Member or Licentiate of the Royal College of Surgeons in Ireland, of the Royal College of Surgeons of Edinburgh, or of the Faculty of Physicians and Surgeons of Glasgow, who shall be desirous of admission to the Membership of this College, shall transmit or deliver to the Secretary of the College, or person acting for him, his Diploma, an Application to be so admitted, and a Declaration signed by himself in the following terms:

"I, A. B., of C., Member (or Licentiate) of D., do hereby declare that I was duly admitted as such Member (or Licentiate), having previously passed the necessary Examination or Examinations required by the Bye-Laws or Regulations of the said Royal College (or Faculty), and that I am in the bona fide Practice of the Profession of a Surgeon in England (or Wales)."

Together with the foregoing Declaration shall be transmitted or delivered the following Certificate:

"We, the undersigned Members (or Licentiates) of the Royal College of Surgeons in Ireland (or of Edinburgh), (or of the Faculty of Physicians and Surgeons of Glasgow), do hereby certify that A. B., of C., Member (or Licentiate) of the said Royal College (or Faculty), is, from his moral character and professional attainments, a fit and proper person to be admitted to the Membership of the Royal College of Surgeons of England; and we accordingly recommend him to the Council of the said College to be admitted a Member thereof."

5. The foregoing Certificate and recommendation shall be signed by six Members or Licentiates of the College (or Faculty) of which the said Applicant shall be a Member or Licentiate.

6. A similar Certificate and recommendation, signed by six Members of this College, shall also be transmitted or delivered with the foregoing Declaration, Certificate, and Recommendation.

7. The Fellows, Members, or Licentiates of the Royal College of Surgeons in Ireland, of the Royal College of Surgeons of Edinburgh, or of the Faculty of Physicians and Surgeons of Glasgow, shall not be admissible to the Fellowship or Membership of this College unless the Council of this College shall be satisfied that the respective courses of professional Study for such Fellowship, Membership, or Licence required by the said Colleges or Faculty to which such Fellow, Member, or Licentiate
