MATTHEW ST. CLAIR CLARKE, having received a majority of the whole number of voters given in, was declared duly elected Clerk of this House. The said Matthew St. Clair Clarke appeared, when the oath to support the Constitution of the United States, and the oath truly and faithfully to discharge the duties of his office to the best of his knowledge and abilities, as prescribed in the act of June 1st, 1790, entitled "An act to regulate the
