Mr. Graney moved that said bill be substituted for Senate bill No. 1089, Int. No. 863 of the same title, now on the order of third reading.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

"An act to authorize the city of Syracuse to provide for an investigation of the sources of heat and light supply for said city for public, mechanical and domestic uses, and the expediency of owning and controlling its heat and light supply" (No. 1843, Rec. The Assembly returned the bill (No. 874, Assembly reprint No. 1949,) entitled "An act to enable the fire commissioner of the city of New York to rehear and determine the charges against Henry A. Rehwinkle, a fireman of the first grade, for reinstatement in said department" (Int. No. 725), with a message that they have passed the same with the following amendments:
