United States Military Academy at Tuest Point.

EACH Senator, Congressional District, and Territory-also the District of Columbia, Porto Rico and Alaska-is entitled to have one cadet at the Academiy. There are also forty appointments at large, specially conferred by the President of the United States. The number of students is thus limited to 523.

Appointments are visually made one year in advance of date of admission, by the Secretary of War, upon the nomination of the senator or Representative. These nominations may either be made after competitive exaininution or given direct, at the option of the Representative. The Representative may noininate two legally qualified second candidate, to be designated alternates. The alteruates will receive from the War Department a letter of appointment, and will be examined with the regular appointce, and the best qualities will heartmitted to the Academy in the event of the failure of the prin. cipal to pass the prescribed preliminary examinations, Anpointees to the lilitary Academy must be between seventeen and twenty-two years of age, free from any infirmity which may reuder them

til for military service, and able to pasu a careful examination in rearling, wriiing, spelling, English grammar, English composition, English literature, arithmetic, algebra througlı qrartratic equations, plane spoluetry, descriptive kuography and the elements of physical geography, espes cially the geography of the United states United States history, the outlines of general history, and the general principles of physiology and hygiene.

The course of instruction, which is quite thorough, requires four years, and is largely mathemati: cal and professional. The principal Nuhjerts taught are mathematics, Binglish French, drawing, drill regulations of all arms of the service, natural and experimental philosophy, chemistry, chemical physins, mineralogy, geology, electricity, history, internacional, conftitutional, and military law, Spanish, ciril and military cugineering, art and science of war, and ornance and gunery, About one fourth of those appointed usually fail to pass the preliminary examinations, and hut little over one-hal! the remainderare upally graduated. The discipline is very strict cvon more so than in the army-and the enforcement a penalties for offcuces is intoxible rather than severe. Academic duties begin September I and continue until Jume 1. Examinations are held in each December and June, and cadets found proficient in studies and correct in conduct ar given the particular standing in their class to which iheir merits entitle them, while those cadets deficient in either conduri or studies are discharged.

From about the middle of June to the end of August cadets live in camp, engaged only in military duties and receiving practical military instruction. Cantets are allowed but one leave of absence during the four years course, and this is granted at the expiration of the first two years, The pay of a carlet is $600.50 per year, and, with proper economy, in authcient for his support. The number of students at the Academy is usually about four hundred and seventy.

Upon graduating cadets are commissioned as second lieutenants in the United States Army. The whold uniberol graduates from 1802 to 1906, inclusive, has been 4, 612. It is virtually absolutely necessary for a person seeking an appointment to apply to his Senator or Memberof Congress, The appointmentsly the President are usually restricted to sons of officers of the army and nary, who, by reason of their shifting residence, due to the necessities of the service, find it next to impossible to obtain an appointment otherwise. The superintendent is ('olonel Iugh L. Scott, U. & A., and the military and acaulemiontal consists of 101 persons. Capt. Joseph S. Herron, 20 Cavalry, is adjutant, A list of the Superintendents of the Military Academy siuce its fouudation will be found on page 557.

United States Naval Academy at Annapolis. Thestudents of the Naval Academy are called Midshipmen. Two Midshipmen are allowed for each Senator, Representative, and Delegate iu Congress, two for the District of Columbia, and five each year from the United States at large. The appointinents from the District of Columbia and five each year at large are made by the President Que Midshipman is allowed froin Porto Rico, who must be a native of that island. The appointment is made by the President, on the recommendation of the Governor of Porto Rico, The (ongressional appointments are equitably distributed, so that as 8001 as practicable each Sonator, Representative, and Delegate in Congress may appoint one Midshipman during each Congres. The èourse for Midshipmen in six years&four years at the Academy, when the succeeding appointment is made, and two years at sea, at the expiration of which tlme tié examination for graduatlon takes place. Vidshipmen who pass the examination for final grauduation are appointed to fill vacancies in the lower grade of the Line of the Vary, in the order of merit as determined liy the Academic Board of the Naval Academy. The act of Juno 29, 1906, prescribes that the Secretary of the Navy shall as 8000 as possible after June 1 of each year preceding the gra luntion of midshipmen in the succeeding year,, nouy in writing each Svator, Representative, and Delegate in Congress of any yacaney that will exist at the Naval Academy because of such graduation, and which he shall be entitled 10 till by nomination of a candidate and ong or more alternates therefor. The nomination of a candidate and allernate or alternates to fill said vacancy shall be made upon the recommendation of the Senator, Representative, or Delegate, if such recommendation is made by March 4 of the year following that in which said notice in writing is given, but if it is not made by that time the secretary of the Vavy shall fill the varancy by appointment of an actual resident of the State Congressional District, or Territory, as the case niny be, in which the Vacancy will exist, who shall have been for at least two years inmediately preceding the date of his appointment an actual and bona Ade resident of the state, Congressional District, or Territory in which the vacany will exist, and of the legal quallfication under the law as not provided. Candidatos allowed for Congressional Districts, for Territories, and for the District of Columbia must be Actual residents. Candidates at the time of their examination must be physically sound, well formed, and of robust constitution. Attention will also be paid to the stature of the candidate, and no one mamifretly under sig for his age will be received at the Academy. The height of candidates foradmission shall not be less than 5 feet 2 inches between the ages of 16 and 18 years, and not less than 5 feet 4 inches between the ages of 18 and 20 years; and the minimum weight at 16 years of age shall be 100 pounds, with an inerense of hot less than 5 pounds for each additional year or fruction of a year over One-hall. Any market deviation in the relative height and weight to the age of a candidate will add materially to the consideration for rejection. Candidate must be married, and any Midshipman who shail marry, or who shall be foud to be married, before his graduation, shall be dismissed from the service, and no inidshuppan may marry between the date of his graduation from the Natal Academy and his final graduation after two years' service at soa, except by permission of the Secretary of the Navy. All caudicates must, at the time of their examination for admission, be between the ages of 10 and 20 years. The pay of a Midshipmau is $300, beginning at the date of udmission. ORGANIZATION OF THE ARMY." The army in active service as now organized under the act of Congress of February 2, 1901, comprises 15 regiments of cavalry, 750 officers and 13, 196 enlisted men; 6 regiments of field artillery, 199 officers and 5, 245 enlisted men; a coast artillery corps, 170 companies, 589 officers and 19,331 enlisted men; 30 regiments of lusantry, 1,500 officers and 25,650 enlisted men; 3 battalions of engineers, 2,002 enlisted men, cominanded by officers detailed from the corps of engineers; staff corps, Military Academy, Indian scouts, recruits, etc. , 4,457 enlisted men; also a provisional force consisting

of one regiment in Porto Rico, 31 officers and 574 native enlisted men, and 50 companies of native scouts in the Philippines, 116 officers and about 5,000 enlisted men. The total number of commissioned officers, staff and line, on the active list, is 3,896, and the total enlisted strength, staff and line, is 69,871, exclusive of the provisional force and the hospital corps. The act cited provides that the total enlisted strength of the army shall not exceed at any one time 100,000.
