SECOND DAY.

THURSDAY, June 5, 9 o'clock A. M.

Morning Prayer was said by the Rev. Horace Stringfel low, Jr., of Christ Church, Indianapolis, and the Rev. S. H. Battin, of Trinity Church, Fort Wayne.

The President called the Convention to order.

The Secretary called the roll and read the minutes, which were approved.

The Committe on Canons offered the following

REPORT:

The Committee on Canons, to whom was referred the proposed alteration of article viii. of the Constitution, respectfully report. They recommend that the proposed alteration be not adopted by this Convention.

They also recommend that the following changes in Canon vii. be approved, to wit:

That the word "nine" in the second section of said Canon be struck out and the word "seven" inserted in lieu thereof, and that the word "five" be struck out of said section and the word "three" inserted in lieu thereof.

On motion of Mr. H. B. Payne, it was

Resolved, That the Report of the Committee on section ii. of Canon viì. be concurred in.

On motion of Rev. Mr. Runcie, it was

Ordered, That the Report of the Committee on article viii. of the Constitution, be concurred in.

J. S. Irwin, M. D., offered the following resolution:

Resolved, That each Parish of the Diocese be assessed the sum of one dollar for each Communicant in the Parish, for the Bishop's support and Contin. gent Fund, payable to the Treasurer of the Diocese in quarterly payments, say on the first days of July, October, January, and April, and that each Parish be held accountable for the payment of the assessment so made.

The Rt. Rev., the Bishop of the Diocese, then delivered his Annual Address.

On motion of the Rev. Mr. Stringfellow, it was

Resolved, That so much of the Bishop's Address as refers to the state of his health and absence from the Diocese, be referred to a Committee.

On motion of Rev. James Runcie, it was

Ordered, That said Committee be composed of two Clergymen and one Layman, to be appointed by the Chair.

The Rt. Rev., the President, appointed the following the Committee agreeably to the above resolution:

Rev Horace Stringfellow Jr., Rev. James Runcie, and Mr. R. L. Talbot.

The Chair appointed the following Committee, on the resolution offered by John S. Irwin, M. D., during yesterday's session:

Rev. Mr. Russ, Rev. Mr. Runcie, and Hon. G. A. Bicknell.

Having called the Rev. Mr. Stringfellow to the Chair, the President withdrew.

The election of Delegates to the General Convention was ordered.

The Chair appointed the Rev. Messrs. Githens and Thompson as Tellers.

The election of the Standing Committee of the Diocese was ordered.

The Chair appointed the Rev. Mr. Birdsall and Mr. H. B. Payne as Tellers.

On motion of Rev. Dr. Fitch, it was

Resolved, That when this Convention adjourn, it adjourn to meet in St. Stephen's Church, Terre Haute, on the first Wednesday in June, 1863.

On motion of Rev. J. B. Wakefield, it was

Resolved, That the thanks of this Convention be given to the Rector and members of the Parish of St. John's, Lafayette, for the generous hospitality shown them during their sojourn in the city.

The Tellers declared themselves ready to report the action of the Convention in the election of the Standing Committee.

The Rev. Mr. Stringfellow offered his resignation as a member of the Standing Committee.

Un motion of the Rev. Mr. Birdsall, it was

Resolved, That the resignation be not accepted.

The balloting for Supplemental Deputies to the General Convention was ordered.

The Chair appointed the Rev. Mr. Runcie and Mr. A. S. Wright as Tellers.

On motion, the Convention adjourned until 3 o'clock P. M.

REPORT:

The Standing Committee respectfully report their action for the past Conventional year, as follows, viz:

1861, JUNE 7th, The Standing Committee elect, met in Indianapolis, upon the call of the Secretary of the Convention, and organized by the election of Rev. Horace Stringfellow, Jr., as President, and J. B. McChesney, Secretary.

The President presented and read the following letter from the Bishop
of the Diocese:

To the Standing Committee of the Diocese of Indiana:

""As my "council of advice," I request your advice in relation to the following case: On the 23d February, 1855, I pronounced sentence of suspension from all the functions of the sacred ministry on the Rev. William Porter Ray, a Presbyter of this Diocese, for the period of one year and six months, and until he should present a certificate from three respectable Clergymen of this Church, that during the

fixed period of his suspension he had lived a 'sober, righteous, and godly life.' The fixed period of his suspension has long since terminated, but no such certificate, as the sentence contemplated, has been presented, nor is there any probability that it ever will. I have continued his name on the list of the Clergy of the Diocese, with the word 'suspended' annexed. It seems to me rather awkward so to continue it year after year. Have I authority, and could I be warranted under the circumstances to drop the name of the Rev. William Porter Ray from the list of the Clergy of the Diocese? The suspended Presbyter has continued to live an irregular and ungodly life ever since his suspension, as I am informed, and has altogether discontinued attendance on the public worship of the Church and the participation of the sacrament of the Lord's Supper This latter offence is one which, of itself, subjects him to trial, and if convicted thereof, to punishment. Would it be advisable to summon him for trial again? He would probably refuse to attend, and would suffer judgment and sentence to go by default. But he might ap pear, and then the expense and trouble of another trial would be increased. Would it be worth while to run this risk? Would it be advisable to pay no further attention to so utterly worthless a man, but erase his name from the list of the Clergy and let him go? On both these points your advice is respectfully solicited.

Whereupon the following resolution was adopted by the Committee:

Resolved, That the Bishop be advised to drop the name of Rev. William Porter Ray from the published list of the Clergy of the Diocese of Indiana.

1861, Nov, 11th, The Committee met, when the testimonials of the Rev. William Bacon Stevens, D. D., Assistant Bishop elect of the Diocese of Pennsylvania, were laid before the Committee, and having been found correct, were, on motion, signed by the members thereof.

་ The Committee also signed testimonials of Martin V. Averill, recommending him to the Bishop as a candidate for Holy Orders.
