To the Commissioners of the State Reservation at Niagara: Gentlemen. I have the honor to submit herewith the report of the work acomplished during the first six and one-half months (October 1st to April 16th), of the fiscal year ending September 30, 1912, under the administration of William E. Harries, Superintendent. The winter just passed has been the severest in several years. From January until well into March extreme cold weather and high winds prevailed, building up a great ice mountain and doing much damage to the trees in the vicinity of the cataract. The labor needed to keep the paths and roads open and to care for the lower staton of the elevator has been relatively large, the payrolls for labor in January and February this year amounting to $486.61 more than in 1911. During November and December the installation of the electric heaters and the all year around water supply in the comfort stations was completed. A new stretch of road was begun near the elevator. A portion of the Horseshoe Layby was repaved. Curbing was put in at the laybys at the Cave of the Winds and the elevator. Six new catchbasins were built in low parts of the road at the Horseshoe. Several hundred old tree stumps were dynamited and a large number of dead trees felled and removed from the forest. Before the snow came a dressing of cinders was spread on the paths on Goat Island and a board walk built out across the Three Sister Islands. The gravel pit has received several thousand yards of fill this winter. The trees in the park have been pruned. The iron work in the elevator has been painted this spring with a special black paint. The work accomplished during the last five and one-half months (April 16th to September 30th inclusive), is as follows: ROADS AND PATHS. The work of narrowing the continuation of Falls street and the building of a new road in the park, from Falls street to the ele vator entrance, has been completed. This work was begun in the fall of 1911. All the roads in the park have been resurfaced or repaired. The roads on Goat Island, with the exception of the Centre road, have been resurfaced or repaired. The Centre road has been plowed and the old gravel road bed removed and a new macadam road built. The gravel removed has been used in building the path from the entrance to Goat Island to the Cave of the Winds. All the paths on the Reservation have been repaired. New curbing of Medina sand stone has been laid at the Falls street entrance to the park, and the road and crosswalks raised. A new layby has been built at the foot of Falls street, for the use of the Reservation carriage service; this was also curbed with Medina sandstone. A lime stone curb has been laid at the junction of the new road and the Rapids drive, near the elevator entrance. All the paths and roads in the park and on the riverway have been edged. The work of narrowing First street is well under way. Permission has been received from the city engineer to make any changes in the curb line, at the corner of First street and Buffalo avenue that we may see fit. The sod removed from the verges of the road has been used on the verges of the Rapids drive. The work of widening the road near the elevator is progressing rapidly. The roadway will be widened nine feet and Medina sandstone curbing laid. New concrete walks have been laid in front of the Davis Museum and Mrs. Davy's store on the Riverway, between the old walk and the curb. The space between the sidewalk and the curb on the Riverway, between Niagara street and the Colosseum, has been filled with gravel and cinders and a path built. The paths near the shelter building at the entrance to Goat Island were in poor condition most of the time, owing to insufficient drainage. A new tile drain has been built at this point. Owing to the frequent washouts, caused by the heavy rains during the months of August and September, a great amount of labor has been expended on the roads and paths. A special spiral wire has been used the past summer to wire the path edges with very good results. Calcium chloride has been used as a dust layer with fair success. |
