BY STATES, 1939 AND 1937-(Continued) The experience in England (1915-19 and 1940-41) has shown, according to the United States Department of Labor, that, except for short periods, an extension of the usual hours of work does not give a proportional increase in output; also, the high production level which follows with the introduction of overtime soon subsides and is followed by a production level which the worker feels he can maintain over a longer number of hours without overfatigue. Total output level may be no higher, in fact may be lower, than during the shorter workweek.
