Mr. Joseph A. Wright gave notice of a motion for leave to introduce a bill making appropriations for the Cumberland road in Ohio, Indiana, and Illinois.

Mr. Hoge gave notice of a motion for leave to introduce a bill providing for the sale of the reserved mineral lands of the United States in the State of Illinois, and in the Territories of Iowa and Wisconsin, and for other purposes.

And then, on motion of Mr. Hopkins, the House, at twenty minutes after 2 o'clock, adjourned until to-morrow, at 12 o'clock meridian.

Mr. Pratt gave notice of a motion for leave to introduce a joint resolution authorizing the Secretary of War to loan marquees and tents for certain purposes.

Mr. Burt gave notice of a motion for leave to introduce a bill to repeal the duty on cotton bagging and gunny cloth.

Mr. James A. Black gave notice of a motion for leave to introduce a bill to regulate the pay of the army, and for other purposes.

Mr. McClelland gave notice of a motion for leave to introduce a bill "relative to the office of surveyor general for the States of Ohio, Indiana, and Michigan."

Mr. Dana gave notice of a motion for leave to introduce a bill to abolish the franking privilege, and reduce the rates of postage.

Mr. Phoenix gave notice of a motion for leave to introduce a bill to repeal the duty on railroad iron.

Mr. Owen gave notice of a motion for leave to introduce a bill authorizing a grant of land for the completion of the extension of the Wabash and Erie canal.

Mr. Duncan, in pursuance of notice heretofore given, asked for leave to introduce a bill" to provide for holding the elections for electors of President and Vice President of the United States on one and the same day in all the States."

Objection being made,

Mr. Duncan moved that the rules be suspended for the purpose of enabling him to submit a motion for leave to introduce the said bill. The question being put,

On motion of Mr. Burke,

Resolved, That a select committee of five members be appointed, to inquire whether the banks of the District of Columbia, or any of them, whose charters have expired, have, since the expiration of their respective charters, exercised any banking privileges, or done any other business except to liquidate and close up their affairs; and whether the trustee or trustees, assignee or assignees, receiver or receivers, appointed by or on behalf of any of said banks, have, in the name of such bank or banks, or in their capacity of trustees, assignees, or receivers, exercised any banking powers, or done other business in the name or on the behalf of said banks, except to liquidate and close up their affairs; and whether any deposites of the public money have been made in said banks, or either of them, or in the hands of the trustee or trustees, assignee or assignees, receiver or receivers of the said banks, by the Treasurer or other officer of the United States, since the expiration of their respective charters; and whether said banks, or their trustees, assignees, or receivers, have, since the expiration of their respective charters, issued any certificate of deposites, or other instrument, as a substitute for or in place of a circulating medium; and also to inquire into all other matters concerning said banks not specified above; and that said committee have power to send for persons and papers.

Mr. Burke, Mr. Preston King, Mr. John P. Kennedy, Mr. Ficklin, and Mr. Rock well, were appointed the said committee.

A message from the Senate, by Mr. Dickins, their Secretary:

Mr. Speaker: The Senate have concurred in the joint resolution of this House to elect two chaplains, one by each house, to serve during the present session, who shall interchange weekly; and they have chosen the Rev. Septimus Tuston chaplain on their part.

And then he withdrew.

On motion of Mr. Holmes, the House proceeded to the election, viva voce, of a chaplain; and the first vote being taken, it appeared that
