in an election district. It appears that it will be practically impossible to have such numbers vote in the time prescribed by law. In view of these facts and in order that no one entitled to vote may be disfranchised, I recommend to the Legislature that provision be made, where necessary, to extend the election over two days in the cities holding local option elections.

Therefore, in accordance with the provisions of section 15 of article III of the Constitution and by virtue of the authority thereby conferred upon me, I hereby certify to the necessity of the immediate passage of Assembly bill (Int. No. 1289, Printed No. 1693, Senate Reprint No. 1708, Rec. No. 382) entitled "An act in relation to city local option elections in the year 1918, in certain cities of the second class.'

Yesterday in an emergency message I called your attention to the necessity of making provision to extend the local option elections over two days.

I am informed that the bill introduced, and to which this emergency message applied, provided only for election in cities having an election district of which the number of voters exceeds seven hundred.

It would seem wiser, and I am informed that it is your intention, to provide that the election be extended over two days in all cities holding local option elections.

Therefore, in accordance with the provisions of section 15 of article III of the Constitution and by virtue of the authority thereby conferred upon me, I do hereby certify to the necessity of the immediate passage of Assembly bill (Int. No. 1289, Printed No. 1693) as amended, entitled "An act in relation to city local option elections in the year nineteen hundred and eighteen.

I am informed that Senate bill (Int. No. 435, Printed No. 1087) would provide for the enrollment of women in cities and villages of five thousand inhabitants on the third Saturday of May, in the year 1918, which is the 18th day of May.

I am also informed that the 18th and 19th days of May are the Jewish Holy Days of the Feast of Weeks.

I understand it is the intention of your Honorable Body to amend the bill so as to provide that the registration shall occur on another day.

In view of the fact that the bill would have to be amended and can not be upon the desks of the members in its final form for three calendar days;

Therefore, in accordance with the provisions of section 15 of article III of the Constitution and by virtue of the authority thereby conferred upon me, I do hereby certify to the necessity of the immediate passage of Senate bill (Int.
