In compliance with one of the several laws which prescribe my official duties, I have the honour to submit to the general assembly my annual report on that portion of the public finances placed under my direction.

The balance in the treasury on the 1st of October 1845, exclusive of the funds under the management of the second auditor, was

In my financial report to the last general assembly, I estimated that there would probably be a balance in the treasury of $191,000 and upwards on the 1st October last, subject of course to all special appropriations which might be authorized during the session. If the special appropriations which were subsequently made and expended, be deducted from the estimated balance, the remainder will be found to conform with unusual exactness to the true balance on hand the 1st of October.

The accompanying document, numbered 5, contains my estimates for the current fiscal year, which will expire on the 30th September 1847. Estimating upon the usual data, I have supposed that at that period there would be a probable balance in round numbers of $ 152,000 in the treasury. There are some items of expenditure, however, not embraced in the estimates, which, if sanctioned by the legislature, will essentially reduce the anticipated balance. From the published proceedings of the stockholders of the James river and Kanawha company, recently assembled in this city, it appears that the company is unable to meet the January interest on its bonds guaranteed by the state, and that application will be made to the legislature, not only for the amount of such interest, but for further aid necessary to extricate the company from its embarrassments. It will be perceived also, by reference to the accompanying documents, that only $ 5000, part of the appropriation of $75,000, made at the last session for the construction of the Southwestern turnpike, was drawn from the treasury before the 1st October last, leaving $70,000 to be expended during the current fiscal year. It is presumed that the contracts will soon absorb the whole of this sum, but I have no information as to what additional amount will be required or may be granted by the legislature, and made chargeable upon the treasury the present fiscal year.
