On motion of Mr. STREET, Resolved, That the committee of roads and internal navigation enquire into the expediency of authorizing the construction of a graded, road from a point on the Lynchburg and Salem turnpike near New London, through the counties of Bedford and Franklin to the town of Jacksonville in the county of Floyd, on state account or otherwise.

Mr. SCOTT, from the committee for courts of justice, presented the following bills:

No. 128. A bill authorizing the circuit superior courts of law and chancery to make allowances to keepers of courthouses.

No. 129. A bill authorizing jailors to receive into their jails slaves taken under attachment.

No. 130. A bill concerning Charles W. and Helen M. Coleman; and

No. 131. A bill to amend an act, entitled "an act concerning certain chancery proceedings and for other purposes," passed February 17th, 1823.

And as part of the Criminal Code, the following bills:

No. 132. A bill concerning offences against chastity, morality and decency.

No. 133. A bill concerning offences against the public peace; and

No. 134. A bill concerning offences against the public health.

On motion of Mr. SCOTT the three last bills were ordered to be printed.

Mr. BANKS, from the committee of propositions and grievances, presented the following bill:

No. 135. A bill amending the act, entitled "an act regulating the tolls of the Manchester turnpike company," passed March 12th, 1834.

Mr. DORMAN, from the committee on the militia laws, presented the following bills:

No. 136. A bill concerning the Virginia military institute; and

No. 137. A bill authorizing an additional troop of cavalry in the county of Charles City, within the limits of the 52d regiment.

Mr. DAVIS, from the committee on agriculture and manufactures, presented the following bills:

No. 138. A bill to incorporate the Phoenix mining and manufacturing company of the state of Virginia ; and

No. 139. A bill establishing an inspection of tobacco on the land of William H. Macfarland and Moncure Robinson near the Richmond and Petersburg railroad depot in the City of Richmond.

Mr. JONES of Gloucester presented a petition of citizens of the county of Gloucester for the incorporation of a company to construct a railroad from the City of Richmond to Eltham on York river; which, on his motion, was ordered to be laid upon the table.

Mr. SMITH presented two petitions of citizens of the counties of Fauquier and Loudoun asking for the formation of a new county out of parts of said counties.

Mr. HARRISON of Loudoun presented several petitions of citizens of the counties of Loudoun, Fauquier and Prince William, and of citizens of Loudoun and Fauquier, each of whom had advocated or voted for the formation of a new county out of said counties with Salem, with Upperville or Middleburg, as its seat of justice, and expressing now their preference for the new county with Middleburg as its seat of justice; and

A memorial of Uriel Glascock denying that he signed a petition or notice for the formation of a new county out of Loudoun and Fauquier, with Upperville as its seat of justice, and opposing the same.

Mr. BOAK a petition of citizens of the town of Darkesville for the passage of an act authorizing the property holders and housekeepers of said town to elect trustees with corporate powers.

Ordered, That said petitions be referred to the committee of propositions and grievances.

Mr. CARSON presented a petition of D. Z. Brown and others praying for a repeal or suspension of the act to establish district free schools so far as it applies to the county of Frederick.

Mr. M'DEARMON a petition of citizens of the county of Appomattox for the passage of an act allowing the claim of Barbara G. Wright for tuition of poor children in said county.

Ordered, That said petitions be referred to the committee of schools and colleges.

On motion of Mr. GILLESPIE leave was granted to withdraw the petition of John R. M'Cluer, presented at the session of the legislature in 1844, praying for the passage of an act authorizing the school commissioners of the county of Tazewell to pay him for teaching poor children in said county; thereupon, he again presented said petition, which was also ordered to be referred to the committee of schools and colleges.

On motion of Mr. HAYMOND leave was granted to withdraw the petition of Thomas F. Conway, presented at the session of the legislature in 1845, asking that a sum of money may be refunded to him; thereupon, he again presented the same, and it was ordered to be referred to the committee of claims.

Mr. HAYMOND presented three petitions of citizens of the county of Marion asking for the improvement of the navigation of the Monongahela river from the Pennsylvania line upwards; which was ordered to be laid upon the table and to be printed. [Doc. No. 31.]

Mr. BARE presented a petition of the stockholders of the Valley turnpike company asking that two additional proxies may be appointed on the part of the commonwealth in said company.

Mr. HIETT a petition of citizens of the county of Hampshire for the incorporation of a company on the two and three fifths principle, to construct a road from the town of Romney to the Green spring depot in said county.

Mr. THOMPSON of Hampshire a petition of citizens of the county of Hampshire and other parts of the state for the incorporation of a company to build a bridge across the North branch of the Potomac where the Cacapon and North branch turnpike road crosses said river.

Mr. BAMBRICK a petition of citizens of the county of Brooke praying that the terminus of the Baltimore and Ohio railroad may be confined to the City of Wheeling, and remonstrating against the charter of any company to construct a railroad south of that point.

And a petition of other citizens of said county praying that a company may be chartered to construct a railroad from the Potomac to some point on the Ohio river north of Parkersburg, and remonstrating against confining the terminus of the Baltimore and Ohio railroad to the City of Wheeling.

Ordered, That said petitions be referred to the committee of roads and internal navigation.

Mr. HOLLADAY presented a petition of citizens of the counties of Spottsylvania and Stafford praying that a part of the Rappahannock river may be constituted a lawful fence, which was ordered to be referred to the committee on agriculture and manufactures.

Mr. MAYO presented a petition of John Thompson for the remission of taxes upon a lot in the City of Richmond, which was ordered to be referred to the committee of finance.

Also a memorial of the president, directors and company of the Richmond, Fredericksburg and Potomac railroad remonstrating against the petition of Robert A. Mayo, which was referred to the joint committee on the subject of railroads, and on Mr. MAYO's motion ordered to be printed. [Doc. No. 32.]

No. 30. A bill to provide for cases in which the courts have failed to comply with the act of the 5th of March 1846, amending the present primary school system and for other purposes, with the substitute thereto proposed by Mr. BURWELL, and the amendment proposed to said substitute by Mr. GRESHAM was taken up, and Mr. GRESHAM with the consent of the house withdrew his amendment; thereupon, Mr. DANIEL Submitted a substitute for the said substitute, and then on motion of Mr. ANDERSON the said bill and amendments were laid upon the table, and the said last substitute was ordered to be printed.

Mr. SHEFFEY, Mr. CARSON and Mr. GRESHAM each submitted amendments to said bill and amendments, intended to be offered when the same shall be in order, and on their motion the same were ordered to be printed.

No. 24. A bill prescribing the place of holding separate elections in Newtown Stephensburg, Frederick county was taken up on motion of Mr. CARSON, read a second time, and ordered to be engrossed and read a third time, an unsuccessful motion having been made by Mr. WALL to amend the same.

No. 30. An engrossed bill providing for the punishment of certain offences within the cities, towns and boroughs of this commonwealth was read a third time and passed.

Ordered, That the clerk communicate the same to the senate and request their concurrence.

Mr. HOLLADAY presented documents to be used as evidence in consideration of the petition of Helen A. W. Hamilton, which were ordered to be laid upon the table.

Mr. Bocock presented an affidavit to support the petition of George Nicholson, which was ordered to be referred to the committee for courts of justice.

A message was received from the senate by Mr. M'MULLEN, who informed the house that the senate on yesterday agreed to the resolution adopted by the house of delegates for postponing the joint order of the day for the election of a senator of the United States until to-day.

A motion was made by Mr. DORMAN that the house adopt the following resolution:

Resolved by the two houses of the general assembly of Virginia, That the following amendment be made to the 44th rule of order: In the eighth line after the word "vote" insert, "after each vote the two houses shall interchange messages of any additional nominations or withdrawals.

Pending the consideration of the said resolution, the house proceeded to the execution of the postponed joint order of the day for the election of a senator of the United States, to supply the vacancy occasioned by the death of the honourable Isaac S.
