"An act refunding to Hezekiah Daggs and others certain sums of money." (No. 220.)

"An act establishing an inspection of tobacco on the land of William H. Macfarland and Moncure Robinson, near the Richmond and Petersburg railroad depot in the City of Richmond," (No. 139,) upon a reconsideration. "An act directing the school commissioners of the county of Appomattox to pay to Barbara G. Wright a sum of money due her for the instruction of poor children in the year 1845." (No. 210.)

"An act to enlarge the powers of the trustees of the town of Woodstock in the county of Shenandoah and for other purposes. (No. 235.)

"An act further to amend an act concerning the Howardsville and Rockfish turnpike company." (No. 177.) "An act respecting the lunatic asylums of the commonwealth." (No. 201.)

"An act to incorporate the Phoenix mining and manufacturing company of the state of Virginia." (No. 138.)

They have also passed the bills, entitled

"An act to incorporate the Potomac navigation company;" (No. 153,) and

"An act authorizing the sale of the real estate of James W. Winfree of the county of Chesterfield," (No. 216,) with amendments, in which they request the concurrence of the house of delegates.

They have agreed to the resolution changing the time for making and providing for printing the annual reports of public officers and others to be laid before the general assembly, and they have agreed to a resolution in relation to the number of bills now under consideration before them.

The said amendments being read were severally agreed to, and it was ordered that the clerk inform the senate thereof.

Mr. STILLMAN, from the committee on enrolled bills, reported that they had examined sundry other bills and found them truly enrolled.

Ordered, That the clerk communicate the said bills to the senate for further examination and signature.
Ordered, That Messrs. Lacy, Cardwell, Scruggs, Leake and Johnson be added to said committee.
Mr. BANKS according to order presented the following bill :

No. 360. A bill incorporating the Blue Ridge turnpike company for the construction of a road from New Market to Gordonsville, which was subsequently read the first and second times and ordered to be engrossed and read a third time.

On motion of Mr. HIETT the following report of the committee for courts of justice was taken up: The committee for courts of justice have taken into consideration the petition of Thomas Duncan, a free man of colour, asking permission to remain in the commonwealth, and have adopted the following resolution : Resolved as the opinion of this committee, That the prayer of the petitioner be rejected.

The said resolution was amended on motion of Mr. HIETT, by striking out the words "be rejected," and inserting in lieu thereof the words "is reasonable," and as amended was agreed to by the house, and it was ordered that said committee prepare and bring in a bill conformably there with.

No. 358. An engrossed bill to amend the act, entitled "an act to extend the jurisdiction of this commonwealth over the county of Alexandria," was taken up on motion of Mr. STEPHENSON, read a third time and passed. Ordered, That Mr. STEPHENSON carry the same to the senate and request their concurrence.

A motion was made by Mr. JOHNSON that the rule of the house be suspended for the purpose of reconsidering the vote rejecting an engrossed bill to suspend on certain conditions the payment of interest on the loan to Emory and Henry college, (No. 119,) and it was determined in the negative. Ayes 32, noes 48.

On motion of Mr. Fox the vote was recorded as follows:

An act changing the times of holding the terms of the county court of Wetzel.

An act providing for the appointment and commissioning of the field and company officers of the Virginia regiment of volunteers called into the service of the United States.

An act authorizing the Independent order of Odd Fellows of Norfolk City and town of Portsmouth, to hold a limited amount of property.

A message was received from the senate by Mr. BAPTIST, who informed the house that the senate had passed the bill, entitled "an act to amend the act, entitled 'an act to extend the jurisdiction of the commonwealth over the county of Alexandria.""

No. 317. An engrossed bill incorporating the Moorfield and North branch turnpike company, was read a third time; thereupon a clause by way of ryder thereto was submitted by Mr. STROTHER, which was twice read and forth with engrossed, and the bill and ryder were passed. Ayes 39, noes 34.

On motion of Mr. LACY the vote was recorded as follows:

No. 318. An engrossed bill to amend the act passed the 27th February 1827, prescribing a tariff of tolls on the Kanawha river, was read a third time, and the question being put upon its passage was determined in the negative.

Resolved, That said bill be rejected.

No. 310. A bill concerning oysters and terrapins, and the penalties in regard to them, was taken up on motion of Mr. LACY, read a second time, amended on motions severally made, and ordered to be engrossed and read a third time.

No. 329. An engrossed bill to change the time of training of the officers of the militia, and of the regimental and battalion musters, was on motion of Mr. BANKS ordered to be laid upon the table.

No. 332. An engrossed bill to amend an act of March 1st, 1831, entitled "an act to amend an act, entitled 'an act to suppress duelling," was on motion of Mr. LEAKE ordered to be laid upon the table.

No. 330. An engrossed bill to incorporate a company for constructing a bridge at the Point of Rocks across the Potomac river, was read a third time; thereupon a clause by way of ryder thereto was submitted by Mr. STROTHER, which was twice read and forthwith engrossed and read a third time, and the bill and ryder were passed. Ordered, That Mr. SHEFFEY carry the same to the senate and request their concurrence.

No. 335. An engrossed bill authorizing the governor to allow additional compensation to the adjutant general for extra duties imposed on him growing out of the Mexican war, was on motion of Mr. LEAKE ordered to be laid upon the table.

No. 337. An engrossed bill authorizing the raising of a company of artillery in the county of Fayette, was on motion of Mr. STOVALL ordered to be laid upon the table.

On motion of Mr. HART leave of absence from the service of this house for the remainder of the session was granted to Mr. Brown of Albemarle from to-morrow.

Mr. LACY, from the committee for courts of justice, presented the following bill:

No. 361. A bill allowing Thomas Duncan, a free man of colour, to remain in the commonwealth, which ⚫was subsequently read the first and second times, and ordered to be engrossed and read a third time.

On motion of Mr. SHEFFEY the rule of the house was suspended, and the vote rejecting a bill authorizing a temporary loan for the use of the commonwealth, (No. 356,) was reconsidered, and the same was ordered to be engrossed and read a third time.

The said bill was then forthwith engrossed and read a third time and passed.

Ordered, That Mr. SHEFFEY carry the same to the senate and request their concurrence.

On motion of Mr. MAYO the following preamble and resolution was adopted:

Whereas a gun house for the Richmond Fayette artillery, an engine house for the fire company No. 9, and an office for the superintendent of the city water works have been erected and occupied by executive permission on the capitol square: Be it therefore resolved by the general assembly, That the said companies and superintendent shall for the present be permitted to continue in possession.

Ordered, That the clerk communicate the said resolution to the senate and request their concurrence.

Mr. STROTHER presented a petition of Margaret R. Grahame remonstrating against the passage of the bill to incorporate a company to construct a bridge over the Potomac river at the Point of Rocks, which was ordered to be laid upon the table.

On motion of Mr. STOVALL, Resolved, That when the house adjourns to-day it will adjourn until to-morrow 12 o'clock.

And then on motion of Mr. Fox the house adjourned accordingly.

They have agreed to the resolutions permitting the erection of a chapel upon a part of the public ground attached to the armory; and for adjusting the claims of Virginia upon the general government for advances made in organizing the first regiment of Virginia volunteers.
